【摘要】：我國(guó)科技人才政策實(shí)施成效,存在地區(qū)結(jié)構(gòu)性差異。本文構(gòu)建總量指標(biāo)與密度指標(biāo)相結(jié)合的評(píng)價(jià)指標(biāo)體系,利用統(tǒng)計(jì)數(shù)據(jù)分析我國(guó)東中西部地區(qū)科技人才政策成效。研究發(fā)現(xiàn),2002-2011年,中西部地區(qū)與東部地區(qū)的科技能力指數(shù)差距有所發(fā)散,而科技產(chǎn)出效能指數(shù)差距有所收斂,表明新時(shí)期我國(guó)科技人才引進(jìn)、培養(yǎng)和流動(dòng)政策沒有逆轉(zhuǎn)中西部與東部地區(qū)科技能力差距發(fā)散趨勢(shì),而科技人才激勵(lì)政策在中西部地區(qū)產(chǎn)生了顯著成效。
[Abstract]:There are regional structural differences in the implementation of science and technology talent policy in China. This paper constructs an evaluation index system which combines the total quantity index and density index. Using statistical data to analyze the effect of science and technology talent policy in the east, west and west regions of China. The study found that the gap of science and technology capability index between the central and western regions and the eastern region has been divergent from 2002 to 2011, while the gap of the science and technology output efficiency index has converged. It shows that the policy of introducing scientific and technological talents in China in the new period has not reversed the gap between the central and western regions and the eastern part of China, and the incentive policy of scientific and technological talents has produced remarkable results in the central and western regions.
