【摘要】：隨著經(jīng)濟(jì)進(jìn)步與區(qū)域規(guī)劃的發(fā)展,區(qū)域創(chuàng)新系統(tǒng)與區(qū)域創(chuàng)新能力成為新的研究課題。地方政府不斷出臺(tái)各種政策促進(jìn)區(qū)域發(fā)展,更多的專家、學(xué)者也開始注重對(duì)區(qū)域創(chuàng)新系統(tǒng)和區(qū)域創(chuàng)新能力的研究。 區(qū)域創(chuàng)新體系是在特定的經(jīng)濟(jì)區(qū)域內(nèi)和特定的社會(huì)經(jīng)濟(jì)文化背景下,各種與創(chuàng)新相關(guān)聯(lián)的主體要素和非主體要素以及協(xié)調(diào)各要素之間關(guān)系的制度和政策所構(gòu)成的網(wǎng)絡(luò)。而科技中介組織是區(qū)域創(chuàng)新系統(tǒng)的重要組成部分,在區(qū)域創(chuàng)新系統(tǒng)中起著橋梁和紐帶的作用。科技中介組織能夠有效協(xié)調(diào)各個(gè)區(qū)域創(chuàng)新主體的聯(lián)系,通過資源優(yōu)化配置實(shí)現(xiàn)區(qū)域創(chuàng)新系統(tǒng)利益的最大化。因此,本文根據(jù)青島市區(qū)域創(chuàng)新體系發(fā)展現(xiàn)狀,研究科技中介組織與區(qū)域創(chuàng)新主體之間的協(xié)同發(fā)展績效。 本文首先綜述了我國科技中介組織和區(qū)域創(chuàng)新的研究現(xiàn)狀,在介紹科技中介組織與區(qū)域創(chuàng)新主體協(xié)調(diào)發(fā)展的基礎(chǔ)理論之后,分析青島市科技中介組織與區(qū)域創(chuàng)新主體協(xié)同發(fā)展的現(xiàn)狀。然后構(gòu)建了青島市科技中介組織與區(qū)域創(chuàng)新主體協(xié)同發(fā)展績效評(píng)價(jià)體系,運(yùn)用專家打分法、層次分析法、模糊綜合評(píng)價(jià)法、灰色關(guān)聯(lián)分析等方法計(jì)算青島市區(qū)域主體協(xié)同發(fā)展績效。最后運(yùn)用標(biāo)桿研究法,借鑒北京市、上海市、深圳市和江蘇省四個(gè)省市提高區(qū)域創(chuàng)新績效的對(duì)策方法,提出提高區(qū)域創(chuàng)新主體協(xié)同發(fā)展績效的對(duì)策建議,促進(jìn)青島市區(qū)域創(chuàng)新系統(tǒng)的發(fā)展和完善。
[Abstract]:With the progress of economic development and regional planning, regional innovation system and regional innovation ability has become a new research topic. The local government has introduced various policies to promote regional development, more and more experts, scholars began to pay attention to the research on regional innovation system and regional innovation capability.
Regional innovation system is in economy specific area and specific social economic and cultural background, which constitute a variety of related subjects and innovation factors and non subject factor and the coordination of the relationship between the various elements of the network. And the system and policy of science and technology intermediary organization is an important part of the regional innovation system, the bridge and the link the role in regional innovation system. Science and technology intermediary organization can effectively coordinate regional innovation subjects, to maximize the optimal allocation of resources to achieve the interests of the regional innovation system. Therefore, according to the present situation of regional innovation system development in Qingdao City, the performance of the coordinated development between science and technology intermediary organization and regional innovation.
This paper firstly reviews the research status quo of China's science and technology intermediary organization and regional innovation, after the introduction of the basic theory of the coordinated development of science and technology intermediary organization and regional innovation, analysis of the current situation of Qingdao city science and technology intermediary organization and regional innovation collaborative development. And the construction of the Qingdao science and technology intermediary organization and regional innovation synergy development performance evaluation system, using expert scoring method, AHP, fuzzy comprehensive evaluation method, grey relational analysis method to calculate the area of Qingdao city the main collaborative development performance. Finally, the benchmark reference research, Beijing City, Shanghai City, Shenzhen City, four provinces and cities in Jiangsu province and the countermeasures to improve the regional innovation performance, puts forward some countermeasures and suggestions to improve the regional the main innovation of collaborative development performance, promote the development of regional innovation system in Qingdao city and improve.
