【摘要】：“十一·五”時(shí)期，我國(guó)科普資源建設(shè)被提升到一個(gè)前所未有的高度。科普資源開(kāi)發(fā)與共享工程列為國(guó)務(wù)院頒發(fā)的《全民科學(xué)素質(zhì)行動(dòng)計(jì)劃綱要（2006—2010—2020）》（以下簡(jiǎn)稱(chēng)《綱要》）四大基礎(chǔ)工程之一，備受各級(jí)政府、職能部門(mén)、科協(xié)組織和社會(huì)各界的重視，成為國(guó)家和地方進(jìn)一步加強(qiáng)科普工作，提高公民科學(xué)素質(zhì)，推動(dòng)形成社會(huì)化科普工作格局的“突破口”和重要抓手。 在推進(jìn)科普資源開(kāi)發(fā)與共享建設(shè)中，無(wú)論是國(guó)家層面，，還是地方層面都投入了大量的精力和財(cái)力，對(duì)資源共建共享的發(fā)展規(guī)劃和運(yùn)作機(jī)制、資源開(kāi)發(fā)和整合集成、信息共享和交流平臺(tái)等方面的建設(shè)進(jìn)行了多方位的探索和實(shí)踐，取得了一定的成果及經(jīng)驗(yàn)。然而，在科普資源開(kāi)發(fā)和共享服務(wù)上，優(yōu)質(zhì)資源缺乏、總量不足，社會(huì)上不同權(quán)屬的資源分散且無(wú)法集成，資源利用率不高、服務(wù)基層能力差，科普創(chuàng)作和資源研發(fā)的隊(duì)伍缺口大等突出問(wèn)題仍難以破解。 本文基于對(duì)上海科普資源建設(shè)與利用情況的充分把握，依據(jù)科普資源狀況調(diào)查的數(shù)據(jù)和上�？破召Y源信息公共服務(wù)平臺(tái)建設(shè)的實(shí)證進(jìn)行分析，力爭(zhēng)從理論與實(shí)踐結(jié)合的研究中，探求出一套適應(yīng)上海經(jīng)濟(jì)、社會(huì)和科技事業(yè)發(fā)展要求的較為可行的科普資源開(kāi)發(fā)與共享有效服務(wù)新機(jī)制。研究結(jié)論和對(duì)策建議希望有利于提高上海乃至全國(guó)科普資源集成共享和配置利用的效率并為上�？破召Y源開(kāi)發(fā)與共享工程建設(shè)提供決策依據(jù)。
[Abstract]:The 11th Five-Year Plan period. The construction of popular science resources in China has been raised to an unprecedented high. The project of exploitation and sharing of resources of science popularization is listed as the outline of the Action Plan on the quality of Science for all issued by the State Council 2006-2010-2020). > (hereinafter referred to as "outline") one of the four major foundation projects. Governments at all levels, functional departments, science and technology association organizations and all sectors of the community attach importance to the country and local governments to further strengthen the work of popularizing science, improve the scientific quality of citizens. To promote the formation of a socialized science popularization work pattern of the "breakthrough" and an important grasp. In promoting the development and sharing of science resources, both the national level and the local level have invested a lot of energy and financial resources, the development planning and operation mechanism of resources co-construction and sharing. The construction of resource development and integration, information sharing and communication platform has been explored and practiced in various aspects, and some achievements and experiences have been achieved. However, in the development and sharing services of popular science resources. Lack of high quality resources, insufficient total amount, the resources of different ownership in society are scattered and can not be integrated, the utilization of resources is not high, and the capacity of serving grass-roots units is poor. Popular science creation and resources R & D team gap and other outstanding problems are still difficult to solve. Based on the full grasp of the construction and utilization of science popularization resources in Shanghai, this paper analyzes the data from the survey of science popularization resources and the construction of public service platform of science popularization resources in Shanghai. From the research of combining theory and practice, the author tries to find out a set of suitable for Shanghai economy. A more feasible new mechanism for developing and sharing effective services for popular science resources as required by the development of society and science and technology. The research conclusions and countermeasures and suggestions are expected to be conducive to improving the integration, sharing and utilization of science popularization resources in Shanghai and all over the country. It also provides the decision basis for the development of Shanghai popular science resources and the construction of sharing project.
