【摘要】:對(duì)于時(shí)下競(jìng)爭(zhēng)日趨激烈的市場(chǎng)環(huán)境,企業(yè)能否將內(nèi)外部資源和其他業(yè)務(wù)功能在信息管理平臺(tái)上進(jìn)行全面的整合,從而實(shí)現(xiàn)信息數(shù)據(jù)標(biāo)準(zhǔn)化、系統(tǒng)運(yùn)行集成化、業(yè)務(wù)流程合理化、績(jī)效監(jiān)控動(dòng)態(tài)化、管理改善持續(xù)化等目標(biāo),成為其贏得市場(chǎng)頭籌的重要手段。ERP(Enterprise Resource Planning企業(yè)資源計(jì)劃)系統(tǒng)的誕生,正是借助了當(dāng)今信息時(shí)代的技術(shù),將企業(yè)的管理和信息集成一體化,讓原本難以靠單純的人力去完成的任務(wù)在計(jì)算機(jī)軟件平臺(tái)上得以實(shí)現(xiàn)。電力系統(tǒng)作為國(guó)家重點(diǎn)發(fā)展及監(jiān)管的特殊行業(yè),在其技術(shù)密集和復(fù)雜性極高的經(jīng)營(yíng)管理中,如何控制成本、精確調(diào)度、科學(xué)預(yù)測(cè)、運(yùn)營(yíng)順暢、合理決策成為了電力企業(yè)所面臨的迫在眉睫的問(wèn)題,也是電力企業(yè)當(dāng)前必須解決的問(wèn)題,因此,配置一套完善的ERP系統(tǒng)是電力行業(yè)用來(lái)有效解決上述問(wèn)題以及提高企業(yè)信息化管理水平的重要改革手段。 對(duì)于A電力公司來(lái)說(shuō),其淘汰了以前老舊的MIS管理信息平臺(tái)并應(yīng)用了全新的ERP系統(tǒng),但并未對(duì)該系統(tǒng)在本企業(yè)的運(yùn)作和使用效果進(jìn)行科學(xué)的績(jī)效評(píng)估和分析來(lái)有針對(duì)性的調(diào)整管理經(jīng)營(yíng)模式,導(dǎo)致了ERP系統(tǒng)在A電力公司的運(yùn)營(yíng)并未達(dá)到預(yù)期的效果,并且伴隨著一些問(wèn)題的出現(xiàn)。所以A電力公司現(xiàn)在需要一套完整的績(jī)效評(píng)價(jià)體系來(lái)實(shí)時(shí)監(jiān)控其ERP系統(tǒng)的實(shí)施效果是十分必要的,它能夠使ERP這種教新的管理理念更加適應(yīng)本企業(yè)自身的特點(diǎn)。本文針對(duì)A電力公司現(xiàn)階段實(shí)施ERP項(xiàng)目的現(xiàn)狀和存在的問(wèn)題進(jìn)行分析,對(duì)其ERP系統(tǒng)進(jìn)行優(yōu)化設(shè)計(jì)并重新建模,進(jìn)而對(duì)該系統(tǒng)進(jìn)行全面的科學(xué)的績(jī)效評(píng)價(jià)分析研究,用前輩們大量總結(jié)的經(jīng)驗(yàn)并借鑒他們所實(shí)用過(guò)的研究方法重點(diǎn)在以下的幾個(gè)方面中做了工作: 首先,對(duì)企業(yè)的現(xiàn)狀進(jìn)行全面的分析調(diào)研,明確該電力企業(yè)的生產(chǎn)任務(wù)流程、經(jīng)營(yíng)模式、公司結(jié)構(gòu)和整體運(yùn)作方法,然后在其基礎(chǔ)上采用結(jié)構(gòu)化設(shè)計(jì)方法,對(duì)其電量調(diào)度、生產(chǎn)管理、財(cái)務(wù)管理、客戶關(guān)系管理和決策支持這五個(gè)方面進(jìn)行了流程優(yōu)化設(shè)計(jì),并就優(yōu)化后的模式完成企業(yè)ERP系統(tǒng)的建模,構(gòu)建適合企業(yè)發(fā)展的ERP系統(tǒng)結(jié)構(gòu),為日后的應(yīng)用打下良好基礎(chǔ)。 其次,將平衡記分法(BSC)引入到已構(gòu)建完成的ERP系統(tǒng)中,然后對(duì)此系統(tǒng)實(shí)施績(jī)效評(píng)估過(guò)程。本文從財(cái)務(wù)指標(biāo)、客戶指標(biāo)、內(nèi)部經(jīng)營(yíng)指標(biāo)和學(xué)習(xí)與成長(zhǎng)指標(biāo)四個(gè)方面設(shè)計(jì)和構(gòu)建了相應(yīng)的評(píng)價(jià)指標(biāo)體系,并細(xì)分為三個(gè)層次,以確保指標(biāo)達(dá)到全面性、真實(shí)性、客觀性和可實(shí)行性。 最后,在ERP績(jī)效評(píng)價(jià)體系的指標(biāo)權(quán)重計(jì)算中,加入層次分析法(AHP)進(jìn)行更深層次的解析,針對(duì)電力企業(yè)現(xiàn)階段的戰(zhàn)略目標(biāo)實(shí)現(xiàn)情況進(jìn)行了新的目標(biāo)實(shí)現(xiàn)指數(shù)評(píng)估,構(gòu)建了一種以平衡記分法和層次分析法為基礎(chǔ),結(jié)合其各自優(yōu)點(diǎn)的一種更為先進(jìn)的ERP績(jī)效評(píng)價(jià)方式,為A電力公司提供了一個(gè)較為客觀、全面、真實(shí)且可實(shí)行的ERP系統(tǒng)績(jī)效評(píng)價(jià)方法,應(yīng)用該方法完成了A電力公司ERP系統(tǒng)實(shí)施績(jī)效的評(píng)估,最后得出分析結(jié)論。這種評(píng)價(jià)方法為提高A電力公司ERP應(yīng)用水平和電力企業(yè)信息化管理水平提供了有益的參考。

In the research, we use the experiences of the predecessors and draw on their practical research methods, and focus on the following aspects Work: First, carry out a comprehensive analysis and research on the present situation of the enterprise, and clarify the production task flow of the electric power enterprise In this paper, based on the structure design method, the five aspects of electric quantity scheduling, production management, financial management, customer relationship management and decision support are carried out. The optimization design of enterprise is optimized, the model of ERP system is finished in the optimized mode, ERP system structure suitable for enterprise development is constructed, Next, the Balance Scoreation (BSC) is introduced into the built-in ERP system and then the system This paper designs and builds the corresponding evaluation index system from four aspects of financial index, customer index, internal management index and learning and growth index, and divides it into three levels to ensure that the index achieves comprehensiveness and authenticity. Finally, in the calculation of the index weight of the ERP performance evaluation system, the analytic hierarchy process (AHP) is added, and the realization of the strategic objectives at the present stage of the electric power enterprise is carried out. According to the new target achievement index evaluation, a more advanced ERP performance evaluation method based on balanced score method and analytic hierarchy process is constructed, which combines the advantages of each of its advantages, which provides a more objective, comprehensive, real and feasible way for A power company. The method of performance evaluation of ERP system is applied to realize the performance of ERP system of power company A.
