【摘要】：政府職能轉(zhuǎn)變一直是我國(guó)經(jīng)濟(jì)轉(zhuǎn)型進(jìn)程中的一個(gè)重大的理論研究與實(shí)踐課題,在我國(guó)經(jīng)濟(jì)轉(zhuǎn)型進(jìn)程不斷深入的情況下，政府職能轉(zhuǎn)變不僅是經(jīng)濟(jì)體制改革的重要內(nèi)容與先決條件，還是影響當(dāng)前我國(guó)經(jīng)濟(jì)與社會(huì)發(fā)展的關(guān)鍵變量。本文分析了國(guó)內(nèi)外對(duì)經(jīng)濟(jì)轉(zhuǎn)型理論和政府職能轉(zhuǎn)變的研究現(xiàn)狀，并加以評(píng)述分析其未來(lái)發(fā)展趨勢(shì)。在此基礎(chǔ)上，本文系統(tǒng)研究了中國(guó)經(jīng)濟(jì)轉(zhuǎn)型的歷史沿革，并對(duì)轉(zhuǎn)型中的國(guó)民經(jīng)濟(jì)發(fā)展?fàn)顩r和政府再造及規(guī)模變化進(jìn)行了研究分析，指出了中國(guó)經(jīng)濟(jì)轉(zhuǎn)型存在的問(wèn)題，為后文探索政府職能轉(zhuǎn)變的實(shí)現(xiàn)路徑指明了方向。論文以經(jīng)濟(jì)轉(zhuǎn)型為背景分析了政府職能轉(zhuǎn)變的現(xiàn)狀以及關(guān)鍵影響因素，指出了新形勢(shì)下政府職能轉(zhuǎn)變的迫切性以及重要意義。并在借鑒西方新公共管理理論的基礎(chǔ)上，提出推動(dòng)中國(guó)經(jīng)濟(jì)的成功轉(zhuǎn)型，必須實(shí)行創(chuàng)新驅(qū)動(dòng)戰(zhàn)略，實(shí)現(xiàn)政府職能的成功轉(zhuǎn)變也要實(shí)行創(chuàng)新驅(qū)動(dòng)戰(zhàn)略，必須在政府理念、政府組織結(jié)構(gòu)、政府制度、政府人力資源管理四個(gè)方面進(jìn)行創(chuàng)新，，初步構(gòu)建了關(guān)于政府職能轉(zhuǎn)變實(shí)現(xiàn)路徑的概念模型。本文根據(jù)所探索的政府職能轉(zhuǎn)變的實(shí)現(xiàn)路徑構(gòu)建了政府職能轉(zhuǎn)變有效性評(píng)估的指標(biāo)體系，并引入模糊綜合評(píng)價(jià)的方法，選取已進(jìn)行兩年行政管理體制改革試點(diǎn)的基層政府江蘇省丹陽(yáng)市司徒鎮(zhèn)進(jìn)行實(shí)證檢驗(yàn)，得出評(píng)估結(jié)果，并結(jié)合實(shí)際對(duì)司徒鎮(zhèn)政府職能轉(zhuǎn)變的進(jìn)一步深化提出建議。最后，提出還需進(jìn)一步的挖掘政府職能轉(zhuǎn)變的有效性評(píng)估理論，建立能更加反應(yīng)政府職能轉(zhuǎn)變特點(diǎn)的評(píng)價(jià)指標(biāo)體系，探索更科學(xué)完善的評(píng)估方法，更好地引導(dǎo)各級(jí)政府職能的成功轉(zhuǎn)變。
[Abstract]:The transformation of government function has always been an important theoretical research and practical topic in the process of economic transformation in our country. Under the condition of deepening the process of economic transformation in our country, the transformation of government function is not only an important content and prerequisite of economic system reform, but also a key variable that affects the current economic and social development of our country. This paper analyzes the research status of economic transformation theory and government function transformation at home and abroad, and comments and analyzes its future development trend. On this basis, this paper systematically studies the historical evolution of China's economic transformation, studies and analyzes the development of national economy, government reconstruction and scale change in the transition, points out the problems existing in China's economic transformation, and points out the direction for exploring the realization path of the transformation of government functions. Based on the background of economic transformation, this paper analyzes the present situation and key influencing factors of the transformation of government functions, and points out the urgency and significance of the transformation of government functions under the new situation. On the basis of drawing lessons from the western new public management theory, this paper puts forward that to promote the successful transformation of Chinese economy, we must carry out the innovation-driven strategy, realize the successful transformation of government functions, and also carry out the innovation-driven strategy. We must innovate in four aspects: government concept, government organizational structure, government system and government human resources management, and initially construct the conceptual model of the realization path of the transformation of government functions. According to the realization path of the transformation of government function, this paper constructs the index system of evaluating the effectiveness of the transformation of government function, and introduces the method of fuzzy comprehensive evaluation, selects the grass-roots government of Danyang City, Jiangsu Province, which has been carrying out the pilot of administrative management system reform for two years, to carry on the empirical test, obtains the evaluation result, and puts forward some suggestions for the further deepening of the transformation of government function of Situ Town. Finally, it is necessary to further excavate the effectiveness evaluation theory of the transformation of government functions, establish an evaluation index system that can more reflect the characteristics of the transformation of government functions, explore more scientific and perfect evaluation methods, and better guide the successful transformation of government functions at all levels.
