【摘要】：檔案作為國(guó)家重要的信息資源，是過(guò)去和現(xiàn)在的國(guó)家機(jī)構(gòu)、社會(huì)組織以及個(gè)人從事各種活動(dòng)直接形成的對(duì)國(guó)家和社會(huì)有保存價(jià)值的各種文字、圖表、聲像等不同形式的歷史記錄。其“真實(shí)、完整、有效”的原始記錄性使檔案成為一種具備參考憑證、鑒別歷史的特殊信息，在國(guó)家運(yùn)行、社會(huì)發(fā)展和公眾生活中發(fā)揮著不可替代的重要作用。隨著社會(huì)公眾檔案意識(shí)的逐漸增強(qiáng)，對(duì)檔案館社會(huì)服務(wù)供給效率和質(zhì)量的要求也日漸增高。我國(guó)各級(jí)國(guó)家綜合檔案館正處于向公共檔案館轉(zhuǎn)型時(shí)期，公共檔案館是我國(guó)檔案事業(yè)的主體，通過(guò)對(duì)公共檔案館社會(huì)服務(wù)的研究，可以彌補(bǔ)公共檔案館服務(wù)研究領(lǐng)域的不足，進(jìn)一步充實(shí)公共檔案館服務(wù)的研究?jī)?nèi)容，使公共檔案館社會(huì)服務(wù)研究更加系統(tǒng)化、理論化。在社會(huì)轉(zhuǎn)型和政府職能轉(zhuǎn)變的背景下，通過(guò)對(duì)公共檔案館社會(huì)服務(wù)的研究，能夠使公共檔案館的建設(shè)思路更加清晰，服務(wù)對(duì)象更加準(zhǔn)確全面，服務(wù)形式更加多樣，服務(wù)水平得到較大程度提升，有助于推進(jìn)公共檔案館建設(shè)的進(jìn)程，促進(jìn)檔案事業(yè)的科學(xué)可持續(xù)發(fā)展，有助于促進(jìn)我國(guó)經(jīng)濟(jì)社會(huì)全面發(fā)展和和諧社會(huì)的構(gòu)建，具有較大的現(xiàn)實(shí)意義。 本文分為五個(gè)部分對(duì)我國(guó)公共檔案社會(huì)服務(wù)進(jìn)行研究論述，緒論部分主要概述選題“我國(guó)公共檔案館社會(huì)服務(wù)研究”的背景和意義，綜合闡述了公共檔案館社會(huì)服務(wù)研究的國(guó)外、國(guó)內(nèi)研究情況和發(fā)展趨勢(shì)。描述論文的研究思路與研究方法。第二部分對(duì)公共檔案館社會(huì)服務(wù)基本理論進(jìn)行概述。重點(diǎn)分析界定了公共檔案館的內(nèi)涵、特性、服務(wù)對(duì)象與理念等概念，同時(shí)對(duì)新公共管理、新公共服務(wù)、信息經(jīng)濟(jì)學(xué)等支撐理論進(jìn)行了簡(jiǎn)要闡述。第三部分重點(diǎn)研究分析公共檔案館社會(huì)服務(wù)功能及現(xiàn)狀。對(duì)檔案館的檔案征集保管、檔案查詢(xún)利用、檔案編研開(kāi)發(fā)等傳統(tǒng)功能和社會(huì)記憶、信息服務(wù)、文化休閑、教育科研等社會(huì)服務(wù)功能進(jìn)行了詳細(xì)分析，并對(duì)公共檔案館社會(huì)服務(wù)現(xiàn)狀進(jìn)行了闡述。第四部分則對(duì)制約我國(guó)公共檔案館社會(huì)服務(wù)實(shí)現(xiàn)的因素進(jìn)行分析。從管理體制因素、服務(wù)機(jī)制因素、館藏資源建設(shè)因素、專(zhuān)業(yè)人才與技術(shù)因素等角度進(jìn)行論述。在分析過(guò)程引入新公共管理、新公共服務(wù)思想和信息經(jīng)濟(jì)學(xué)理論進(jìn)行部分問(wèn)題的分析闡述。 在前幾部分論述的基礎(chǔ)上，本文針對(duì)制約我國(guó)公共檔案館社會(huì)服務(wù)實(shí)現(xiàn)的各種因素提出公共檔案館社會(huì)服務(wù)實(shí)現(xiàn)的路徑選擇，為今后我國(guó)公共檔案館社會(huì)服務(wù)的建設(shè)提供參考對(duì)策和有效途徑。為此，國(guó)家應(yīng)該不斷推進(jìn)檔案館管理體制改革，改進(jìn)和創(chuàng)新檔案館的社會(huì)服務(wù)機(jī)制，加強(qiáng)館藏檔案資源建設(shè)、重視專(zhuān)業(yè)人才建設(shè)與新技術(shù)應(yīng)用，在公共檔案館社會(huì)服務(wù)實(shí)現(xiàn)的過(guò)程中，，積極引入新公共管理、新公共服務(wù)和信息經(jīng)濟(jì)學(xué)等思想和理論，來(lái)更加科學(xué)地推進(jìn)公共檔案館社會(huì)服務(wù)的建設(shè)，最終實(shí)現(xiàn)公共檔案館“大檔案、大服務(wù)”的發(fā)展格局，更好地滿(mǎn)足社會(huì)公眾日益增長(zhǎng)的檔案信息服務(wù)的需求，促進(jìn)公共檔案館社會(huì)服務(wù)均等化的實(shí)現(xiàn)。
[Abstract]:The archives, as the important information resources of the country, are the historical records of various forms, such as the past and present state institutions, social organizations and individuals who are directly formed in various activities, such as text, chart, sound image, and so on, which have the preservation value of the country and society. The original record of its "true, complete, effective" makes the file a kind of special information with reference voucher and identification history, and plays an important role in national operation, social development and public life. With the gradual enhancement of the public's file consciousness, the demand for the supply efficiency and quality of the archives' social service is also increasing. The national comprehensive archives at all levels of our country are in the transitional period to the public archives, the public archives are the main body of our country's archives, and through the research of the social services of the public archives, it can make up the deficiency in the research field of the service of the public archives. The research content of the service of the public archives is further enriched, so that the research of the social service of the public archives is more systematic and theoretical. In the background of the transformation of the social transformation and the government function, through the research of the social service of the public archives, the construction idea of the public archives can be more clear, the service object is more accurate and comprehensive, the service form is more diverse, the service level is improved to a great extent, It is of great practical significance to promote the process of the construction of the public archives and to promote the scientific and sustainable development of the archives.
