基于360度績(jī)效評(píng)價(jià)優(yōu)化政府績(jī)效評(píng)估對(duì)策

【摘要】:隨著新公共管理運(yùn)動(dòng)在全球范圍內(nèi)的廣泛興起,政府績(jī)效評(píng)估也在世界各國(guó)發(fā)展起來(lái)。西方發(fā)達(dá)國(guó)家較早開(kāi)展了對(duì)政府績(jī)效評(píng)估的研究,并取得了卓越成就。我國(guó)政府績(jī)效評(píng)估的研究起步較晚,在績(jī)效評(píng)估主體、評(píng)估體系、評(píng)估方法都存在著不足。建立360度績(jī)效評(píng)價(jià)體系,在政府績(jī)效評(píng)估中運(yùn)用360度績(jī)效評(píng)價(jià)方法,有利于政府績(jī)效評(píng)估主體多元化、增強(qiáng)公眾參與度、建立科學(xué)的績(jī)效評(píng)估體系,也有助于高效型和服務(wù)型政府的建設(shè)。
[Abstract]:With the wide rise of the new public management movement in the world, the government performance evaluation has been developed all over the world. The western developed countries have carried out the research on the government performance evaluation earlier, and have made remarkable achievements. The research of government performance evaluation in our country starts late, and there are some deficiencies in the main body of performance evaluation, evaluation system and evaluation method. The establishment of 360-degree performance evaluation system and the application of 360-degree performance evaluation method in government performance evaluation are beneficial to the diversification of government performance evaluation subjects, the enhancement of public participation, and the establishment of a scientific performance evaluation system. It also contributes to the construction of efficient and service-oriented government.
