江門(mén)市行政服務(wù)標(biāo)準(zhǔn)化運(yùn)用研究

【摘要】:標(biāo)準(zhǔn)化是國(guó)民經(jīng)濟(jì)中一項(xiàng)重要的綜合性基礎(chǔ)工作,是對(duì)相關(guān)領(lǐng)域內(nèi)重復(fù)應(yīng)用的問(wèn)題給出解決辦法的活動(dòng)。標(biāo)準(zhǔn)化在工業(yè)領(lǐng)域最先得到應(yīng)用,工業(yè)生產(chǎn)中對(duì)技術(shù)標(biāo)準(zhǔn)的應(yīng)用和不斷完善極大地促進(jìn)了生產(chǎn)力的發(fā)展。近年來(lái),隨著經(jīng)濟(jì)、社會(huì)的全面發(fā)展,標(biāo)準(zhǔn)化的理論已經(jīng)逐步超出了單一產(chǎn)品技術(shù)標(biāo)準(zhǔn)的范疇,被廣泛地應(yīng)用到服務(wù)與管理實(shí)踐過(guò)程中,其功能性也由單一經(jīng)濟(jì)性向社會(huì)性拓展。標(biāo)準(zhǔn)化管理體系是世界先進(jìn)管理實(shí)踐經(jīng)驗(yàn)的科學(xué)總結(jié),是關(guān)于質(zhì)量管理和質(zhì)量保證方面標(biāo)準(zhǔn)的集合,在企業(yè)管理應(yīng)用中產(chǎn)生了積極的作用,收到了顯著的效益,得到了世界各國(guó)的普遍認(rèn)同和響應(yīng)。 近年來(lái),國(guó)內(nèi)外一些政府部門(mén),為提高政府行政機(jī)關(guān)效能,大膽探索創(chuàng)新,把標(biāo)準(zhǔn)化體系導(dǎo)入政府公共管理中。在經(jīng)濟(jì)社會(huì)轉(zhuǎn)型和服務(wù)型政府改革的背景下,我國(guó)如何將國(guó)際上普遍推行的標(biāo)準(zhǔn)化管理理論引入政府行政服務(wù)管理領(lǐng)域,通過(guò)標(biāo)準(zhǔn)化“簡(jiǎn)化、優(yōu)化、協(xié)調(diào)、統(tǒng)一”的原理,有效調(diào)整行政系統(tǒng)的內(nèi)部組織關(guān)系和工作運(yùn)作程序,為公眾提供公正、快捷、高質(zhì)量的行政服務(wù),已經(jīng)成為政府管理現(xiàn)代化的新趨勢(shì)和推動(dòng)服務(wù)性政府建設(shè)的新手段。而通過(guò)研究行政服務(wù)標(biāo)準(zhǔn)體系的構(gòu)建以推動(dòng)行政服務(wù)標(biāo)準(zhǔn)化工作也成為目前行政服務(wù)領(lǐng)域值得重視和研究的課題。 本文從行政服務(wù)領(lǐng)域的管理工作出發(fā),運(yùn)用標(biāo)準(zhǔn)化工作視角,運(yùn)用文獻(xiàn)分析、個(gè)案研究、舉證研究等方法,通過(guò)國(guó)內(nèi)外行政標(biāo)準(zhǔn)化工作的比較,結(jié)合我國(guó)行政體制改革和服務(wù)型政府的推進(jìn)工作,探索性地提出行政服務(wù)標(biāo)準(zhǔn)體系構(gòu)建的思路和途徑,并綜合運(yùn)用分析與歸納,理論與實(shí)際相結(jié)合的研究方法,將體系的構(gòu)建研究加以應(yīng)用,以江門(mén)市行政服務(wù)中心的標(biāo)準(zhǔn)化實(shí)踐經(jīng)驗(yàn)為例,提供了構(gòu)建和應(yīng)用行政服務(wù)標(biāo)準(zhǔn)體系簡(jiǎn)約易行、極具推廣價(jià)值的新范式,為地方政府和相關(guān)基層單位全面開(kāi)展行政服務(wù)標(biāo)準(zhǔn)化建設(shè),,提升行政服務(wù)水平,提高行政效能,提升公眾滿意度提供了科學(xué)的方法。 標(biāo)準(zhǔn)化在政府部門(mén)行政服務(wù)中運(yùn)用的實(shí)踐發(fā)展和理論探索主要也都發(fā)生在最近20年中,無(wú)論是理論體系還是研究方法仍處于不斷發(fā)展和完善之中。由于受到研究文獻(xiàn)、研究時(shí)間和作者研究能力的限制,本文的研究還只是初步的探索,仍有一些不足需要進(jìn)一步完善。
[Abstract]:Standardization is an important comprehensive basic work in the national economy. It is an activity to solve the problem of repeated application in related fields. Standardization is first applied in the field of industry. The application and continuous improvement of technical standards in industrial production greatly promote the development of productive forces. In recent years, with the overall development of economy and society, the theory of standardization has gradually exceeded the scope of single product technical standard, and has been widely used in the process of service and management practice. Its function also develops from single economy to sociality. The standardized management system is a scientific summary of the world's advanced management practice experience and a collection of standards on quality management and quality assurance. It has played an active role in the application of enterprise management and received remarkable benefits. Has obtained the universal recognition and the response from the world various countries. In recent years, some government departments at home and abroad, in order to improve the effectiveness of government administrative organs, bold exploration and innovation, the standardization system into government public management. Under the background of economic and social transformation and service-oriented government reform, how to introduce the international standardized management theory into the field of government administrative service management, and how to adopt the principle of "simplification, optimization, coordination and unification". It has become a new trend of the modernization of government management and a new means to promote the construction of service-oriented government to effectively adjust the internal organizational relations and working procedures of the administrative system and provide fair, fast and high-quality administrative services to the public. To promote the standardization of administrative service by studying the construction of administrative service standard system has become a subject worthy of attention and research in the field of administrative service. In this paper, from the administrative service field of management, the use of standardization work perspective, the use of literature analysis, case studies, evidence research and other methods, through the comparison of domestic and foreign administrative standardization work. Combined with the reform of the administrative system and the promotion of the service-oriented government, this paper puts forward the ideas and approaches of constructing the administrative service standard system, and synthetically applies the research methods of analysis and induction, theory and practice. Taking the standardization practice experience of Jiangmen Administrative Service Center as an example, this paper provides a new paradigm of constructing and applying administrative service standard system, which is simple and easy to carry out and has great value of popularization. It provides a scientific method for local government and related grass-roots units to develop the standardization of administrative services, improve the level of administrative services, improve administrative efficiency, and enhance public satisfaction. The practical development and theoretical exploration of standardization applied in the administrative service of government departments mainly occurred in the last 20 years. Both the theoretical system and the research methods are still in the process of continuous development and perfection. Due to the limitation of the research literature, the research time and the author's research ability, the research of this paper is only a preliminary exploration, there are still some deficiencies need to be further improved.
