社會資本對“微政務”公眾參與意向的影響研究

【摘要】：基于社交平臺而誕生的"微政務",已成為電子政務2.0模式下的公共管理新方式。優(yōu)化公共服務,促進公眾參與,是發(fā)展"微政務"的出發(fā)點和歸宿。但當前我國"微政務"面臨公眾參與層次低、參與不充分等困境。研究引入社會資本理論,從社會資本視角分析"微政務"公眾參與問題,以社會資本為外因潛變量,"微政務"信任和公眾參與意向為內(nèi)因潛變量,通過問卷調(diào)查和數(shù)據(jù)分析,并結合Structural Equation Model(SEM)進行假設檢驗和模型擬合,以分析社會資本對"微政務"公眾參與意向的影響。研究表明,社會資本的3個維度:社會網(wǎng)絡、社會信任和社會規(guī)范均正向影響"微政務"信任,進而對公眾參與意向產(chǎn)生正向作用,即社會資本越豐富,公眾越信任"微政務",參與意向越強烈。研究認為,政府部門應從豐富公眾社會資本入手,培育"微政務"信任,促進"微政務"公眾參與。
[Abstract]:Micro-government based on social platform has become a new mode of public management in e-government 2.0 mode. To optimize public services and promote public participation is the starting point and destination for the development of micro-government. But at present, the micro-government in our country is faced with the difficulties of low level of public participation and insufficient participation. This paper introduces the theory of social capital, analyzes the problem of public participation in micro-government from the perspective of social capital, taking social capital as the latent variable of external cause, and "micro-government" trust and public participation intention as latent variables of internal cause, through questionnaire survey and data analysis. The influence of social capital on the public participation intention of "micro-government" is analyzed by using Structural Equation Model (SEM) hypothesis test and model fitting. The study shows that the three dimensions of social capital: social network, social trust and social norms all positively affect "micro-government" trust, and thus have a positive effect on the intention of public participation, that is, the richer the social capital, the more abundant social capital is. The more the public trusts micro-government, the stronger the intention to participate. The research suggests that government departments should start with enriching public social capital, cultivate trust in micro-government and promote public participation in micro-government.
