行政動機影響行政行為的機制研究

【摘要】:我國是社會主義國家,隨著社會主義市場經(jīng)濟體制的建立,建設與我國相適應的社會主義政治文明迫在眉睫,社會的發(fā)展客觀上要求我國政府部門進行職能轉變,向服務型政府進行改革,這已經(jīng)成為時代發(fā)展的潮流,建設服務型政府無論是從公共管理實踐角度還是行政理論創(chuàng)新角度來看都具有十分重要的意義。政府行政行為是影響政府效能的重要因素,而行政人員的行政動機,則是影響行政行為的前題。為對行政動機的影響機制,,具有重要的理論意義和現(xiàn)實價值。從學科的角度而言,行政學作為一門規(guī)范性的學科,其研究對象直接面向公共行政領域的理論指導和具體實踐。行政學是出于完善公共行政學學科體系的需要而產(chǎn)生的。隨著行政事務的日益紛繁復雜,單純從行政學的角度來研究行政行為已經(jīng)無法滿足現(xiàn)實的需要,這就迫使人們不得不開辟新的領域。 論文圍繞動機是推動人們行動的原因,是一個人發(fā)動和維持活動的心理傾向這一個課題。分析了本課題的選題背景與意義,引薦了豐富的國內(nèi)外文獻,形成文獻綜述,并對本文的研究內(nèi)容與研究方法進行了歸納管理,隨之對,行為是行政人員在進行行政活動時具體的行政行為,行政動機則是推動行政人員行使行政行為的主觀原因。動機相同,行為可能相同,動機相同,行為也可能不同相關概念理論性闡述。運用分析比較法對公共行政領域的行政行為呈現(xiàn)對經(jīng)濟騰飛的滯后:政府責任的缺失、行政人員道德的失范現(xiàn)象、以及一系列腐敗現(xiàn)象的產(chǎn)生,行政動機與行政行為越來越受到重視,而行政行為的規(guī)范、原則卻因行政人員在行政動機不同而有不同的選擇和表現(xiàn)。通過當前的分析,對社會轉型期政府,對公平、正義的重視,要求行政人員將實現(xiàn)公平、正義作為自身的價值并承擔相應的責任;诰咨系默F(xiàn)實,深入分析行政人員在行政行為選擇中的動機,并設法引導行政人員的行政行為,使之更好地符合時代發(fā)展社會進步的要求,客觀上要求深入研究行政動機影響行政行為的內(nèi)在機制,探尋規(guī)范行政行為的有效路徑和策略。
[Abstract]:China is a socialist country. With the establishment of the socialist market economy system, it is urgent to build a socialist political civilization suitable for our country. The development of the society requires the government departments of our country to transform their functions objectively. The reform of service-oriented government has become the trend of the development of the times. The construction of service-oriented government is of great significance both from the perspective of public management practice and from the perspective of administrative theory innovation. The administrative behavior of the government is an important factor which affects the efficiency of the government, and the administrative motivation of the administrative personnel is the precondition of the influence of the administrative action. In order to influence the mechanism of administrative motivation, it has important theoretical significance and practical value. From the point of view of discipline, as a normative discipline, the research object of administrative science is directly oriented to the theoretical guidance and concrete practice in the field of public administration. Administrative science comes out of the need of perfecting the discipline system of public administration. With the increasing complexity of administrative affairs, the study of administrative behavior from the perspective of administrative science has been unable to meet the needs of reality, which forces people to open up new fields. Motivation is the cause of people's action, and it is a subject of a person's psychological tendency to initiate and maintain activities. This paper analyzes the background and significance of this topic, introduces a wealth of domestic and foreign literature, forms a literature review, and summarizes the research contents and methods of this paper. The behavior is the concrete administrative behavior of the administrative personnel when carrying on the administrative activity, the administrative motive is the subjective reason which impels the administrative personnel to carry out the administrative action. Motivation is the same, behavior may be the same, motivation is the same, behavior may be different related concepts theoretical elaboration. The application of comparative analysis to the administrative behavior in the field of public administration presents a lag in economic take-off: the absence of government responsibility, the loss of administrative ethics, and the emergence of a series of corruption phenomena. More and more attention has been paid to administrative motivation and administrative behavior, but the norms and principles of administrative behavior have different choices and manifestations according to different administrative motives of administrative staff. Through the current analysis, to the social transition government, to the fairness, the justice attention, requests the administrative personnel to realize the fairness, the justice as its own value and undertakes the corresponding responsibility. On the basis of the reality on the lips, this paper analyzes in depth the motivation of the administrative personnel in the choice of administrative action, and tries to guide the administrative behavior of the administrative staff so that it can better meet the requirements of the development and social progress of the times. Objectively, it is necessary to deeply study the internal mechanism of administrative motivation influencing administrative behavior, and to explore effective ways and strategies to standardize administrative behavior.
