【摘要】：在現(xiàn)代化進程中，隨著經(jīng)濟社會的飛速發(fā)展，區(qū)域生態(tài)問題也日益嚴重，最終成為影響經(jīng)濟平穩(wěn)可持續(xù)發(fā)展的重大障礙。國內(nèi)外研究經(jīng)驗指出，加強地方政府之間的合作是化解區(qū)域發(fā)展困境行之有效的方式。但是基于地方政府難以擺脫的“經(jīng)濟人”屬性，地方政府在本地區(qū)生態(tài)問題的治理上存在著許多十分嚴峻的考驗。通過對這些問題的進一步分析，本文認為，要化解地方政府生態(tài)治理合作中的困境，必須從理念和制度著手，提出了加強生態(tài)文明建設(shè)提高生態(tài)意識和合作意識的理念以及構(gòu)建區(qū)域公共管理的概念。針對在利益協(xié)調(diào)、溝通協(xié)商、法律規(guī)范等方面的制度缺失，更是提出了相應(yīng)的制度設(shè)計，，為加強地方政府在區(qū)域生態(tài)治理上的合作提供了可操作的解決方法。
[Abstract]:In the process of modernization, with the rapid development of economy and society, the regional ecological problems are becoming more and more serious, and finally become a major obstacle to the steady and sustainable development of economy. Domestic and foreign research experience points out that strengthening the cooperation between local governments is an effective way to resolve the dilemma of regional development. But based on the attribute of "economic man" that local government cannot get rid of, the local government has many severe tests on the management of local ecological problems. Through the further analysis of these problems, this paper holds that in order to solve the dilemma of local government ecological governance cooperation, we must start from the concept and system. This paper puts forward the idea of strengthening the construction of ecological civilization and raising the consciousness of ecology and cooperation, and the concept of constructing regional public management. In view of the lack of interest coordination, communication and consultation, legal norms and other aspects, the corresponding system design is put forward, which provides an operational solution for strengthening the cooperation of local governments in regional ecological governance.
