重慶新農(nóng)村建設中人力資本問題研究

【摘要】:社會主義新農(nóng)村建設是中央針對中國“三農(nóng)”問題提出的一項非常重要的農(nóng)村政策,是改變我國城鄉(xiāng)二元經(jīng)濟結構、推進農(nóng)村經(jīng)濟社會發(fā)展的重大舉措,事關全面建設小康社會和社會主義現(xiàn)代化建設的全局。社會主義新農(nóng)村建設政策的終極目標是讓農(nóng)村居民過上富裕、健康、文明的幸福生活。全國各地政府在積極推進社會主義新農(nóng)村建設的過程中,重點工作都是在關注農(nóng)村基礎設施建設、推進農(nóng)業(yè)科技創(chuàng)新和深化農(nóng)村產(chǎn)業(yè)結構調(diào)整等方面,而對培養(yǎng)社會主義新農(nóng)村建設的主體——“有文化、懂技術、會經(jīng)營”的新型農(nóng)民重視程度還不夠,農(nóng)村人力資本水平低下已經(jīng)成為制約當下新農(nóng)村建設一個重要瓶頸。 重慶市是中西部地區(qū)唯一的直轄市,是全國統(tǒng)籌城鄉(xiāng)綜合配套改革試驗區(qū),在促進區(qū)域協(xié)調(diào)發(fā)展和推進改革開放大局中具有重要的戰(zhàn)略地位。重慶市集大城市、大農(nóng)村、大庫區(qū)、大山區(qū)和民族地區(qū)于一體,城鄉(xiāng)二元結構矛盾突出,統(tǒng)籌城鄉(xiāng)發(fā)展任重道遠。重慶市要實現(xiàn)城鄉(xiāng)統(tǒng)籌協(xié)調(diào)發(fā)展,建設“生產(chǎn)發(fā)展、生活寬裕、鄉(xiāng)風文明、村容整潔、管理民主”的社會主義新農(nóng)村,除了要加大對農(nóng)村物質(zhì)資本的投入外,還重點加強是需要大量的較高素質(zhì)農(nóng)村人力資本。本文以重慶新農(nóng)村建設中的農(nóng)村人力資本問題為研究對象,結合重慶市農(nóng)村人力資本在教育、培訓、醫(yī)療保健、遷移方面的實際狀況,探索農(nóng)村人力資本如何影響重慶新農(nóng)村建設,并根據(jù)新農(nóng)村建設對人力資本的需求狀況提出農(nóng)村人力資本開發(fā)與投資的政策建議,進而為我國農(nóng)村人力資本開發(fā)和新農(nóng)村建設提供一定理論依據(jù)。本文力求通過研究來厘清幾個問題:重慶新農(nóng)村建設中人力資本主要問題是什么?農(nóng)村人力資本為什么出現(xiàn)這些問題?農(nóng)村人力資本是如何影響、制約重慶新農(nóng)村建設的?如何突破重慶新農(nóng)村建設中人力資本的瓶頸?如何統(tǒng)籌城鄉(xiāng)人力資本投資與開發(fā),改變由農(nóng)村向城市單向流動,實現(xiàn)城鄉(xiāng)人力資本雙向流動?本文用多方搜集數(shù)據(jù)和資料來進行實證分析,借鑒美國、英國、日本、韓國等國內(nèi)外農(nóng)村人資本培育的先進經(jīng)驗,為重慶市正在進行的統(tǒng)籌城鄉(xiāng)發(fā)展綜合配套改革試驗區(qū)建設和新農(nóng)村建設提供理論支撐和智力支持。 本研究共分九章,具體內(nèi)容如下: 第一章:緒論。簡要介紹論文的研究背景、意義、主要內(nèi)容、基本思路、研究方法和創(chuàng)新點,并對國內(nèi)外關于新農(nóng)村建設、農(nóng)村人力資本與經(jīng)濟發(fā)展的關系等研究進行綜述。 第二章:相關概念與理論基礎。主要介紹社會主義新農(nóng)村建設的基本理論、人力資本基本理論、統(tǒng)籌城鄉(xiāng)發(fā)展理論,本文將運用三大理論來對研究問題展開分析與討論。 第三章:新農(nóng)村建設中人力資本作用與內(nèi)在機理分析。主要介紹了農(nóng)村人力資本對新農(nóng)村建設的作用;同時,比較全面地分析了農(nóng)村人力資本在教育、培訓、遷移就業(yè)、醫(yī)療健康方面影響新農(nóng)村建設的內(nèi)在機理,并創(chuàng)建了農(nóng)村人力資本影響新農(nóng)村建設內(nèi)在機理模型圖。 第四章:重慶新農(nóng)村建設中人資本需求分析。運用德爾菲(Delphi)法對重慶新農(nóng)村建設最需要的人才進行了判斷分析,研究結果顯示,重慶要建設好社會新農(nóng)村需要人力資本包括:大量有文化、懂技術、會經(jīng)營的新型農(nóng)民;高水平的農(nóng)村公共管理人才;社會事業(yè)單位人才,如農(nóng)業(yè)科技推廣人才、教育、醫(yī)療衛(wèi)生人才;市場經(jīng)營管理人才,如市場營銷人才、市場規(guī)劃人才、市場策劃人才、市場開拓人才、物流人才;農(nóng)業(yè)生產(chǎn)實用人才。 第五章:重慶新農(nóng)村建設中人力資本現(xiàn)狀分析。從重慶市農(nóng)村人力資本總體情況、農(nóng)村基礎教育情況、農(nóng)村人力資本職業(yè)技能培訓情況、農(nóng)村醫(yī)療保健情況、農(nóng)村人力資本流動狀況五方面進行描述分析;為了全面呈現(xiàn)出重慶農(nóng)村人力資本的現(xiàn)實狀況,本章運用了大量統(tǒng)計數(shù)據(jù)和筆者的問卷調(diào)查數(shù)據(jù),并與北京、上海、天津進行了對比研究。 第六章:重慶農(nóng)村人力資本存在的主要問題及原因分析。在對現(xiàn)狀分析的基礎上,從教育、培訓、醫(yī)療保健、人口遷移四個方面對當前重慶市農(nóng)村人力資本面臨的主要問題進行了歸納;并從經(jīng)濟環(huán)境障礙、制度政策障礙、思想意識障礙資金投入障礙等方面對存在的主要問題進行了原因探析。 第七章:重慶農(nóng)村人力資本對新農(nóng)村建設的影響實證分析。為研究重慶農(nóng)村人力資本建設對新農(nóng)村建設的影響情況,本文建立了四個線型模型,分別將生產(chǎn)發(fā)展、生活寬裕、鄉(xiāng)風文明及村容整潔作為四個方程模型的因變量,將教育、培訓、醫(yī)療保健、轉(zhuǎn)移作為四個方程的自變量,以此分析農(nóng)村人力資本的四個方面如何影響新農(nóng)村建設的四個部分。方程模型是將重慶農(nóng)村人力資本包含的教育、培訓、保健、轉(zhuǎn)移四個方面加總,分別驗證其對生產(chǎn)發(fā)展、生活寬裕、鄉(xiāng)風文明、村容整潔的影響情況。 第八章:國外經(jīng)驗與借鑒。其他發(fā)達國家普遍重視對農(nóng)村人力資源的教育和培訓,從基礎教育到職業(yè)技能培訓、技術推廣、進修深造等,都有一套完整的教育培訓體系。本文主要介紹美國、英國、日本、韓國四個國家農(nóng)村建設的經(jīng)驗以及在農(nóng)村教育、農(nóng)民培訓、農(nóng)村人口遷移、醫(yī)療保障方面的經(jīng)驗,為重慶城鄉(xiāng)統(tǒng)籌發(fā)展中新農(nóng)村建設尋找出路。 第九章:重慶新農(nóng)村建設中人力資本投資的政策建議。依據(jù)“農(nóng)村人才是第一資源”、“統(tǒng)籌城鄉(xiāng)人才資源”、“本地培養(yǎng)與外部引進相結合”、“農(nóng)村人才終身教育與培訓”四大原則,針對重慶農(nóng)村人力資本主要問題分別提出政策建議。
[Abstract]:Building a new socialist countryside is a very important rural policy put forward by the central government in response to China's "three rural" issues. It is an important measure to change the urban-rural dual economic structure and promote the development of rural economy and society. It is related to the overall situation of building a well-off society in an all-round way and socialist modernization. The ultimate goal is to make rural residents live a prosperous, healthy and civilized and happy life. In the process of actively promoting the construction of a new socialist countryside, the governments around the country focus on the construction of rural infrastructure, the promotion of agricultural science and technology innovation and the deepening of the adjustment of rural industrial structure, etc., while cultivating a new socialist countryside. The main body of village construction - "educated, know technology, can manage" the new farmers are not enough attention, the low level of rural human capital has become an important bottleneck restricting the construction of new countryside.
Chongqing is the only municipality directly under the central government in the central and western regions of China. It is a pilot area of comprehensive urban and rural reform in China. It plays an important strategic role in promoting regional coordinated development and promoting the overall situation of reform and opening up. There is a long way to go. In order to realize the coordinated development of urban and rural areas, and to build a new socialist countryside with "production and development, well-off life, civilized rural style, clean village, democratic management", Chongqing should not only increase the investment in rural material capital, but also focus on strengthening the need for a large number of high-quality rural human capital. Based on the actual situation of human capital in rural areas of Chongqing in education, training, medical care and migration, this paper explores how rural human capital affects the construction of new countryside in Chongqing, and puts forward the development and investment of rural human capital according to the demand for human capital in the construction of new countryside. This paper tries to clarify several problems through research: what are the main problems of human capital in the construction of new countryside in Chongqing? Why are these problems in rural human capital? How does rural human capital affect and restrict the construction of new countryside in Chongqing? Rural construction? How to break through the bottleneck of human capital in Chongqing's new rural construction? How to balance the investment and development of human capital in urban and rural areas, change the one-way flow from rural to urban areas, and realize the two-way flow of human capital in urban and rural areas? The advanced experience of rural human capital cultivation provides theoretical and intellectual support for Chongqing's ongoing comprehensive reform pilot area of urban and rural development and new rural construction.
The study is divided into nine chapters. The details are as follows:
Chapter 1: Introduction. Briefly introduces the research background, significance, main contents, basic ideas, research methods and innovations of this paper, and summarizes the research on the new rural construction, the relationship between rural human capital and economic development at home and abroad.
Chapter 2: Relevant concepts and theoretical basis. It mainly introduces the basic theory of building a new socialist countryside, the basic theory of human capital, and the theory of balancing urban and rural development.
Chapter 3: The analysis of the function and internal mechanism of human capital in the new rural construction. It mainly introduces the function of rural human capital in the new rural construction. At the same time, it comprehensively analyzes the internal mechanism of rural human capital in the aspects of education, training, migration and employment, medical and health which affect the new rural construction, and establishes the rural human capital. The model of affecting the internal mechanism of new rural construction.
Chapter Four: The analysis of human capital demand in the construction of new countryside in Chongqing.The Delphi method is used to judge and analyze the most needed talents in the construction of new countryside in Chongqing. Public management personnel; social institutions personnel, such as agricultural science and technology promotion personnel, education, medical and health personnel; marketing management personnel, such as marketing personnel, market planning personnel, market planning personnel, market development personnel, logistics personnel; agricultural production practical personnel.
Chapter Five: Analysis of the current situation of human capital in the construction of new countryside in Chongqing. Describe and analyze the overall situation of human capital in rural areas, basic education in rural areas, vocational skills training of human capital in rural areas, medical and health care in rural areas, and the flow of human capital in rural areas in order to fully present the human capital in rural areas of Chongqing. This chapter uses a large number of statistical data and the author's questionnaire survey data, and compares them with Beijing, Shanghai and Tianjin.
Chapter 6: Analysis of the main problems and causes of rural human capital in Chongqing. Based on the analysis of the current situation, the main problems of rural human capital in Chongqing are summarized from four aspects: education, training, medical care and population migration; and the obstacles of economic environment, system and policy, ideological and ideological barriers. Chapter 7: Empirical analysis of the impact of rural human capital on new rural construction in Chongqing. Chapter 9: Policy Suggestions on Human Capital Investment in Chongqing's New Rural Construction.
