【摘要】：目前，我國政府面臨的重要任務(wù)和挑戰(zhàn)是構(gòu)建社會主義和諧社會這一偉大社會工程，構(gòu)建社會主義和諧社會是我國全面實現(xiàn)小康社會的必然要求，這就要求政府要在和諧社會的建設(shè)發(fā)展中履行好職責，合理、高效地發(fā)揮好管理、協(xié)調(diào)、服務(wù)功能，只有建立在公共的、服務(wù)的、適當規(guī)模的政府，才是有效的政府。 有效政府并非是政府與生俱來的內(nèi)容，而是在古典的有限政府和現(xiàn)代有限政府的演進中發(fā)展而來的。20世紀90年代提出了有效政府一詞，有效政府是政府實現(xiàn)科學化管理的理性選擇，也是適應和諧社會對政府發(fā)展的客觀要求及政府適應角色轉(zhuǎn)變的現(xiàn)實選擇。但是當前，政府面臨的問題有法治化不足，侵權(quán)行政，執(zhí)政能力缺乏，管理效率低下等問題。這些問題不僅暴露出構(gòu)建和諧社會過程中與和諧理念的不相適應，更影響了在和諧社會下構(gòu)建的進程。 本文正是基于這一背景而展開了深入的研究，，在現(xiàn)有研究的基礎(chǔ)上，通過大量的閱讀文獻，首先從有效政府的內(nèi)涵及和諧社會的基本要求入手，明確了在和諧社會的建設(shè)和發(fā)展過程中，其有效的政府不在于政府的規(guī)�；虼蠡蛐〉倪x擇，而是著重明確有效的政府要能夠充分履行社會所賦予其的責任和義務(wù)，并在現(xiàn)行的市場中扮演積極主動的指導者和指揮者的角色。然后依據(jù)和諧社會與公共管理的相關(guān)理論，分析了現(xiàn)行社會中我國在政府的角色和職能存在的問題，并進行原因剖析，最后提出了推進有效政府構(gòu)建的路徑選擇。 在現(xiàn)在的社會體制下，要想達到完善我國政府在公共管理方面有效的目標，建立和健全有關(guān)政府的法律和法規(guī)；提高政府的執(zhí)政和指導的水平，配合良好而有效的激勵機制，激勵相關(guān)部門前進；強化政府內(nèi)部監(jiān)督和外部監(jiān)督的有效性,建立全方位、全視角、高效的行政監(jiān)督體系,突出我國政府在服務(wù)方面做出的貢獻才能在實踐的過程中建立有效的政府形式，才能有效的做到人本統(tǒng)和諧統(tǒng)一的目標。只有建立在公共的領(lǐng)域、服務(wù)形態(tài)確定、發(fā)揮規(guī)劃性、協(xié)調(diào)性和鼓勵性的作用，才是政府所和群眾共同需要的有效的政府，也已經(jīng)越來越成為人們的共識。
[Abstract]:At present, the important task and challenge faced by our government is to build a socialist harmonious society, a great social project, and to build a socialist harmonious society is an inevitable requirement for our country to realize a well-off society in an all-round way. This requires the government to perform its duties in the construction and development of a harmonious society, and to give full play to the functions of management, coordination and service in a reasonable and efficient manner. Only by establishing a government of public, service, and appropriate scale can it be an effective government. Effective government is not an inherent part of government, but the term effective government developed in the evolution of classical limited government and modern limited government in the 1990s. Effective government is not only the rational choice for the government to realize scientific management, but also the realistic choice to adapt to the objective requirements of the harmonious society for the development of the government and the change of the government's role. However, at present, the government is faced with problems such as insufficient rule of law, infringing administration, lack of governing ability, low management efficiency and so on. These problems not only reveal that the process of building a harmonious society is incompatible with the concept of harmony, but also affect the process of building a harmonious society. This paper is based on this background and launched in-depth research. On the basis of the existing research, through a large number of reading documents, first of all, from the connotation of effective government and the basic requirements of a harmonious society. It is clear that in the process of building and developing a harmonious society, its effective government does not lie in the size or the small choice of the government, but is focused on making it clear that an effective government should be able to fully fulfil the responsibilities and obligations entrusted to it by the society, And in the current market to play the role of active mentor and commander. Then according to the relevant theories of harmonious society and public management, this paper analyzes the problems existing in the role and function of our government in the current society, analyzes the reasons, and finally puts forward the path choice to promote the construction of effective government. Under the present social system, in order to achieve the goal of improving our government's effectiveness in public administration, to establish and perfect the laws and regulations of the relevant government, to raise the level of government administration and guidance, and to cooperate with a good and effective incentive mechanism, To encourage relevant departments to advance; to strengthen the effectiveness of internal and external government supervision; to establish an all-directional, all-perspective and efficient administrative supervision system; Only by highlighting the contribution of our government in service can we establish an effective form of government in the process of practice and achieve the goal of harmony and unity of humanism. Only by establishing the public domain, determining the service form, giving play to the role of planning, coordination and encouragement, is the effective government that the government and the masses need together, and it has become more and more common understanding.
