【摘要】：當(dāng)世界經(jīng)濟(jì)和信息飛速發(fā)展時(shí)，政府信息資源作為重要的戰(zhàn)略資源，擁有巨大的價(jià)值和發(fā)展?jié)摿�，越來越影響著國家的總體實(shí)力和競爭力。因此，大力開發(fā)和利用政府信息資源，增強(qiáng)國際競爭力，已成為世界各國的共同選擇。歐盟、美國等國家在政府信息資源再利用方面取得了舉世矚目的成就，實(shí)踐證明，這與完善的政府信息再利用管理體制是分不開的。在我國，，政府掌握著大量的政府信息資源，但傳統(tǒng)化的管理體制，缺乏專業(yè)的信息管理機(jī)構(gòu)，信息再利用法律不完善，市場化的運(yùn)行機(jī)制尚未建成，構(gòu)成了政府信息資源再利用管理的體制障礙，導(dǎo)致政府信息資源的商業(yè)價(jià)值沒有被完全開發(fā)。 隨著我國經(jīng)濟(jì)和社會(huì)的高速發(fā)展，行政體制改革的不斷深化，社會(huì)主義市場經(jīng)濟(jì)體制的初步建立，對(duì)政府信息資源的需求量會(huì)急劇增加，如何改革和完善現(xiàn)行政府信息資源再利用管理體制，為政府信息資源再利用提供一個(gè)良好的平臺(tái)，成為一個(gè)亟需解決的問題。因此，本文通過研究政府信息資源再利用管理體制，旨在提高政府信息資源再利用管理效率，促進(jìn)政府信息資源再利用的發(fā)展，使我國政府信息資源再利用管理體制盡快與國際接軌，并最終建立起來集中統(tǒng)一、職責(zé)明確、運(yùn)轉(zhuǎn)協(xié)調(diào)、靈活高效的政府信息資源再利用管理體制。 本文首先對(duì)選題的研究背景、意義和國內(nèi)外研究現(xiàn)狀進(jìn)行概述；并對(duì)政府信息資源再利用管理體制的內(nèi)涵和理論依據(jù)進(jìn)行分析，將公共物品管理理論和新公共管理理論引入到政府信息資源再利用管理體制中；然后，系統(tǒng)考察國外在完善政府信息資源再利用管理體制方面的有效實(shí)踐；結(jié)合我國政府信息資源再利用管理體制的現(xiàn)狀，找出我國政府信息資源再利用管理體制存在的問題，深入剖析了問題產(chǎn)生的原因；最后，在結(jié)合國外健全信息再利用管理體制的經(jīng)驗(yàn)的基礎(chǔ)上，提出了完善我國政府信息資源再利用管理體制的對(duì)策建議。
[Abstract]:With the rapid development of world economy and information, government information resources, as an important strategic resource, have great value and development potential, which increasingly affect the overall strength and competitiveness of a country. Therefore, the development and utilization of government information resources to enhance international competitiveness has become a common choice in the world. European Union, United States and other countries have made remarkable achievements in the reuse of government information resources, which has been proved to be inseparable from the perfect management system of government information reuse. In our country, the government holds a large amount of government information resources, but the traditional management system, the lack of professional information management institutions, the imperfect law of information reuse, the market-oriented operating mechanism has not yet been completed. It constitutes an institutional obstacle to the reuse and management of government information resources, resulting in the incomplete exploitation of the commercial value of government information resources. With the rapid development of our economy and society, the deepening of the reform of the administrative system and the initial establishment of the socialist market economic system, the demand for government information resources will increase sharply. How to reform and perfect the current government information resources reuse management system and provide a good platform for the government information resources reuse has become an urgent problem. Therefore, this paper aims to improve the efficiency of government information resources reuse management and promote the development of government information resources reuse by studying the government information resources reuse management system. The management system of government information resources reuse in our country should be integrated with the international system as soon as possible, and finally establish a centralized and unified management system with clear responsibilities, coordinated operation and flexible and efficient government information resources reuse management system. This paper first summarizes the research background, significance and current situation of the research at home and abroad, and analyzes the connotation and theoretical basis of the government information resources reuse management system. This paper introduces the theory of public goods management and the theory of new public management into the management system of the reuse of government information resources, and then systematically investigates the effective practice of perfecting the management system of the reuse of government information resources abroad. Combined with the current situation of the government information resources reuse and management system in our country, this paper finds out the problems existing in the government information resources reuse management system, and analyzes the causes of the problems in depth. Based on the experience of improving the management system of information reuse in foreign countries, this paper puts forward some countermeasures and suggestions for perfecting the management system of information resources reuse in our country.
