【摘要】：民族教育具有傳遞民族傳統(tǒng)文化與人類智慧結(jié)晶的功能，是解決民族成員心理不適與少數(shù)民族傳統(tǒng)文化傳承困境的最有效的途徑之一。以公平、效率、和諧為基本價(jià)值取向的教育管理，能推動(dòng)教育事業(yè)的快速、可持續(xù)的發(fā)展，有助于促進(jìn)少數(shù)民族地區(qū)的社會繁榮進(jìn)步和民族文化傳承，推動(dòng)經(jīng)濟(jì)全面發(fā)展，維護(hù)民族團(tuán)結(jié)與邊疆地區(qū)的穩(wěn)定。 鄂倫春自治旗成立62年以來，隨著社會跨越與經(jīng)濟(jì)發(fā)展，民族教育事業(yè)迅速發(fā)展，取得了巨大的成績。但總體來講，由于受文化、自然、社會、經(jīng)濟(jì)等因素的影響，目前還存在教育經(jīng)費(fèi)投入不足、職業(yè)教育發(fā)展緩慢等問題。尤其是隨著現(xiàn)代化進(jìn)程的推進(jìn)，民族文化傳承的自然進(jìn)程產(chǎn)生斷裂，原生態(tài)的民族文化生存受到嚴(yán)峻考驗(yàn)，亟需構(gòu)建一個(gè)多元民族文化教育傳承機(jī)制，實(shí)現(xiàn)民族文化解困。 本文在多元文化視角下，，運(yùn)用統(tǒng)計(jì)分析法、文獻(xiàn)法和田野調(diào)查法，全面分析鄂倫春自治旗內(nèi)部與外部公共環(huán)境，評估影響民族教育管理?xiàng)l件，系統(tǒng)研究鄂倫春自治旗民族教育管理的現(xiàn)狀與現(xiàn)實(shí)問題。并試圖依據(jù)鄂倫春自治旗民族教育發(fā)展的現(xiàn)實(shí)需要，運(yùn)用科學(xué)發(fā)展的理念，構(gòu)建一個(gè)完善的民族教育管理體制、多元教育經(jīng)費(fèi)投入機(jī)制和健全多元文化教學(xué)體制。旨在探討以最佳的公共管理方式，最大限度的整合優(yōu)質(zhì)教育資源，實(shí)現(xiàn)教育事業(yè)的發(fā)展，進(jìn)一步促進(jìn)鄂倫春民族教育事業(yè)的發(fā)展，實(shí)現(xiàn)民族文化解困。
[Abstract]:Ethnic education has the function of transmitting the crystallization of national traditional culture and human wisdom. It is one of the most effective ways to solve the psychological discomfort of ethnic members and the inheritance dilemma of minority traditional culture. The educational management, which takes fairness, efficiency and harmony as the basic value orientation, can promote the rapid and sustainable development of education, promote the social prosperity and progress in minority areas and the inheritance of national culture, and promote the overall development of economy. To maintain national unity and stability in the border areas. Since the establishment of Oroqun Autonomous Banner 62 years ago, with the development of society and economy, ethnic education has developed rapidly and made great achievements. But generally speaking, due to the influence of culture, nature, society, economy and other factors, there are still some problems such as insufficient investment in education funds and slow development of vocational education. Especially with the advancement of modernization, the natural process of national culture inheritance is broken, and the survival of the original national culture is severely tested. It is urgent to construct a multi-national cultural education inheritance mechanism to solve the difficulties of national culture. From the perspective of multiculturalism, this paper makes a comprehensive analysis of the internal and external public environment of Oroqun Autonomous Banner by means of statistical analysis, literature and field investigation, and evaluates the conditions affecting the management of ethnic education. This paper systematically studies the present situation and practical problems of ethnic education management in Oroqun Autonomous Banner. According to the actual needs of the development of ethnic education in Oroqun Autonomous Banner, the author tries to construct a perfect national education management system, a multi-education fund investment mechanism and a multi-cultural teaching system by using the scientific development concept. The purpose of this paper is to explore the best way of public administration, to integrate high quality educational resources to the maximum extent, to realize the development of education, to further promote the development of Oroqian national education, and to realize the national culture to solve the difficulties.
