【摘要】：改革開放為我國的經(jīng)濟發(fā)展帶來翻天覆地的變化,經(jīng)濟技術開發(fā)區(qū)在招商引資、引進人才、引進先進技術和管理經(jīng)驗、擴大對外貿(mào)易、帶動地方經(jīng)濟發(fā)展方面成績卓著。本文通過對我國的經(jīng)濟技術開發(fā)區(qū)發(fā)展歷史、發(fā)展現(xiàn)狀和經(jīng)濟技術開發(fā)區(qū)政府職能模式的研究和探討,在前人對經(jīng)濟技術開發(fā)區(qū)、高新技術開發(fā)區(qū)行政體制、治理模式研究的基礎上,對呼和浩特如意經(jīng)濟技術開發(fā)區(qū)政府職能存在的問題進行了辯證的探討和研究,提出了如意經(jīng)濟技術開發(fā)區(qū)除了具有其他經(jīng)濟技術開發(fā)區(qū)普遍存在的政府主體不明確、融資渠道單一、土地嚴重緊缺、公共服務缺失大等政府職能問題之外,還存在長期戰(zhàn)略規(guī)劃不穩(wěn)定、招商引資政策失衡、土地利用率低、公共服務缺失等特有的如意開發(fā)區(qū)政府職能部門行使職能過程中所產(chǎn)生的問題。通過對如意開發(fā)區(qū)共有和特有的問題進行研究分析后,研究探討了解決這些問題的方法和結(jié)論,包括解決管委會不具備一級政府主體的三種方法探討,制定科學、準確、穩(wěn)定、長期的戰(zhàn)略規(guī)劃對策、和利用新公共管理理論引進市場機制解決公共服務問題的辦法借鑒等等。本文的研究成果對如意開發(fā)區(qū)具有一定的參考借鑒作用,對類似政府職能模式和其他經(jīng)濟技術開發(fā)區(qū)管委會也有實際的指導參考價值。
[Abstract]:The reform and opening up has brought about earth-shaking changes for the economic development of our country. The economic and technological development zones have made remarkable achievements in attracting investment, introducing talents, introducing advanced technology and management experience, expanding foreign trade and driving the development of local economy. Through the research and discussion on the development history, the present development situation and the mode of government function of the economic and technological development zones in China, this paper discusses the administrative system of the economic and technological development zones and the high and new technology development zones in the past. On the basis of the study of governance model, this paper makes a dialectical discussion and study on the problems existing in the government function of Ruyi Economic and technological Development Zone in Hohhot. In addition to the problems of government functions, such as unclear government bodies, single financing channels, serious land shortage and lack of public services, Ruyi Economic and technological Development Zone has many problems, such as the government subject is not clear, the financing channels are single, and the public services are lacking. There are also some problems in the process of government function in Ruyi Development Zone, such as unstable long-term strategic planning, unbalanced investment policy, low land utilization rate and lack of public service. Through the research and analysis of the common and unique problems in Ruyi Development Zone, the paper discusses the methods and conclusions to solve these problems, including the discussion of three methods to solve the problem, which do not have the main body of the first-level government, and formulate scientific, accurate and stable methods. Long-term strategic planning countermeasures, and the use of new public management theory to introduce the market mechanism to solve the problem of public service, and so on. The research results of this paper have certain reference function to Ruyi Development Zone, and also have practical guiding reference value to similar government function model and other economic and technological development zone management committee.
