【摘要】:長(zhǎng)期以來(lái),中國(guó)公務(wù)用車(chē)管理模式以計(jì)劃經(jīng)濟(jì)體制的供給制為基礎(chǔ),隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)發(fā)展的日趨成熟,傳統(tǒng)公務(wù)用車(chē)管理模式的弊端逐漸凸顯:數(shù)量龐大、支出過(guò)高、效率偏低、監(jiān)督乏力,進(jìn)而成為滋生腐敗的溫床,被社會(huì)公眾形象地稱之為“車(chē)輪腐敗”、“轎子腐敗”,這反映了社會(huì)公眾對(duì)公務(wù)用車(chē)管理現(xiàn)狀的普遍不滿。因此,公務(wù)用車(chē)改革勢(shì)在必行.自1993年起,中國(guó)開(kāi)始推行公務(wù)用車(chē)改革,力圖通過(guò)多方嘗試,探索出一條符合中國(guó)實(shí)際的改革模式。但經(jīng)過(guò)20余年的改革,始終沒(méi)有突破性的進(jìn)展。各地在改革過(guò)程中,由于改革方案存在缺陷、具體細(xì)則有失公允、既得利益者阻礙等原因,諸多改革不但沒(méi)有達(dá)到應(yīng)有的效果,甚至陷入越改越亂的尷尬局面。 本文借助新公共管理理論,系統(tǒng)分析了中國(guó)公務(wù)用車(chē)管理的現(xiàn)狀。首先,本文以公務(wù)用車(chē)的本質(zhì)屬性為基礎(chǔ),從管理主體、資金來(lái)源和使用范圍三方面明確了公務(wù)用車(chē)的內(nèi)涵和外延。其次,本文介紹了當(dāng)前中國(guó)公務(wù)用車(chē)管理制度,總結(jié)了當(dāng)前公務(wù)用車(chē)管理中存在的問(wèn)題,并從體制機(jī)制、社會(huì)因素和歷史因素等方面進(jìn)行了分析。再者,本文介紹了國(guó)外公務(wù)用車(chē)管理的先進(jìn)經(jīng)驗(yàn),對(duì)比了當(dāng)前幾種管理模式的優(yōu)缺點(diǎn),為公務(wù)用車(chē)改革提供了一定參考。最后,本文根據(jù)理論研究和實(shí)際情況,提出了中國(guó)公務(wù)用車(chē)管理改革的基本原則,并提出了改革的具體措施。
[Abstract]:For a long time, the management mode of official vehicles in China is based on the supply system of planned economy system. With the development of socialist market economy, the disadvantages of the traditional management mode of official vehicles have gradually become obvious: the quantity is huge, the expenditure is too high. Efficiency is on the low side, supervision is weak, and then become the breeding ground of corruption, which is referred to as "wheel corruption" and "sedan chair corruption" by the public, which reflects the general dissatisfaction of the public with the management of official vehicles. Therefore, the reform of official vehicles is imperative. Since 1993, China has begun to carry out the reform of official vehicles, trying to find out a reform model that accords with China's reality through various attempts. However, after more than 20 years of reform, there has been no breakthrough progress. In the process of reform, due to the defects in the reform plan, the unfair specific rules, the obstruction of vested interests and other reasons, many reforms have not achieved the desired results. With the help of the new public management theory, this paper systematically analyzes the current situation of the management of official vehicles in China. Firstly, based on the essential attributes of official vehicles, this paper clarifies the connotation and extension of official vehicles from three aspects: the main body of management, the source of funds and the scope of use. Secondly, this paper introduces the current management system of official vehicles in China, summarizes the existing problems in the management of official vehicles, and analyzes the system mechanism, social factors and historical factors. Furthermore, this paper introduces the advanced experiences of foreign countries in the management of official vehicles, compares the advantages and disadvantages of several current management modes, and provides a certain reference for the reform of official vehicles. Finally, according to the theoretical research and the actual situation, this paper puts forward the basic principles of the management reform of official vehicles in China, and puts forward the concrete measures of the reform.
