【摘要】:從20世紀(jì)80年代至今,隨著我國不斷深入的進(jìn)行經(jīng)濟(jì)改革,我國的政府同樣也經(jīng)歷了一個(gè)持續(xù)改革的過程。關(guān)于這段改革,大致經(jīng)歷了這樣一個(gè)歷程:20世紀(jì)80年代,主要圍繞著“集權(quán)與分權(quán)”的問題展開改革,主要是出于對政府傳統(tǒng)集權(quán)模式的反思,分權(quán)被作為政府改革的中心議題。隨后的90年代,又展開了關(guān)于“大政府與小政府”的探討,小政府的模式曾經(jīng)被學(xué)界和政界所看好,因此這一時(shí)期政府改革的主要內(nèi)容是裁并機(jī)構(gòu)和精簡人員。進(jìn)入21世紀(jì)后,關(guān)于如何進(jìn)行政府改革,人們又有了新的結(jié)論:一個(gè)良好的政府并不是以政府權(quán)力的集中或者分散,或者是政府規(guī)模的大小為衡量標(biāo)準(zhǔn)的,而應(yīng)該是有效的行使公共管理和公共服務(wù)職能的“強(qiáng)政府”。在此基礎(chǔ)上,改變政府管理模式,轉(zhuǎn)變政府職能,建設(shè)服務(wù)型政府就成為當(dāng)代我國政府改革的新的目標(biāo)。 服務(wù)型政府要求“以人為本”,體現(xiàn)服務(wù)、責(zé)任的價(jià)值觀,公務(wù)員是構(gòu)建服務(wù)型政府的主體,所以本文通過人文主義的視角,從公務(wù)員行政倫理的角度探討如何構(gòu)建服務(wù)型政府。服務(wù)型政府建構(gòu)下的公務(wù)員必須要轉(zhuǎn)變過去政府管理模式下的工作方式和倫理理念,加強(qiáng)自身的行政倫理建設(shè),提高行政倫理素養(yǎng),做一個(gè)符合服務(wù)型政府要求的公務(wù)人員。 在當(dāng)前服務(wù)型政府的構(gòu)建中,公務(wù)員行政倫理建設(shè)取得了顯著的成績,如主體服務(wù)意識(shí)加強(qiáng),道德素質(zhì)顯著提高,依法行政的觀念顯著加強(qiáng),公平正義民主觀念深入內(nèi)心。但仍存在如下突出的問題,一是公務(wù)員行政倫理角色發(fā)生錯(cuò)位,二是公務(wù)員的行政價(jià)值觀發(fā)生扭曲,三是公務(wù)員的行政倫理行為發(fā)生失范。其主要原因,一是公務(wù)員的行政倫理素質(zhì)發(fā)展水平不高,二是官本位思想不減,三是公務(wù)員的行政倫理立法不足,四是公務(wù)員的行政倫理缺乏有效的監(jiān)督體系。為此,本文從內(nèi)外兩條路徑來探討如何加強(qiáng)公務(wù)員的行政倫理建設(shè)。內(nèi)部路徑主要從公務(wù)員自身來說,要加強(qiáng)公務(wù)員的行政倫理道德修養(yǎng)、樹立公務(wù)員的行政倫理意識(shí)、塑造公務(wù)員的行政倫理人格;外部路徑主要是在借鑒國外經(jīng)驗(yàn)的基礎(chǔ)上,建立健全公務(wù)員行政倫理的法律體系,完善公務(wù)員行政倫理的監(jiān)督機(jī)制,充分發(fā)揮內(nèi)部監(jiān)督和外部監(jiān)督的作用,營造一個(gè)良好的行政倫理環(huán)境。
[Abstract]:Since the 1980s, with the deepening of economic reform in China, our government has also experienced a continuous process of reform. About this period of reform, roughly experienced such a process: 1980s, mainly around the issue of "centralization and separation of powers," mainly out of reflection on the traditional mode of centralization of government. Decentralization is central to government reform. Then in the 1990s, the discussion of "big government and small government" was carried out. The model of small government was once favored by academic and political circles, so the main content of government reform in this period was to cut down and organize and to streamline personnel. After entering the 21st century, people have come to a new conclusion on how to carry out government reform: a good government is not measured by the centralization or dispersion of government power, or the size of the government. Instead, it should be a "strong government" that effectively exercises the functions of public administration and public service. On this basis, changing the government management mode, transforming the government function and constructing the service-oriented government become the new goal of the government reform in contemporary China. The service-oriented government demands "people-oriented", embodies the values of service and responsibility. Civil servant is the main body of constructing service-oriented government, so this paper discusses how to construct service-oriented government from the angle of administrative ethics of civil servants from the perspective of humanism. Under the construction of service-oriented government, civil servants must change their working methods and ethical concepts under the past government management mode, strengthen their own administrative ethics construction, and improve their administrative ethical literacy. In the current construction of service-oriented government, the construction of civil servants' administrative ethics has made remarkable achievements, such as the strengthening of the subjective service consciousness, the significant improvement of moral quality, The concept of administration by law has been strengthened significantly, and the concept of fairness, justice and democracy has penetrated into the heart. However, there still exist the following outstanding problems: first, the role of civil servants' administrative ethics is misplaced, the second is the distortion of civil servants' administrative values, and the third is that the civil servants' administrative ethical behavior is out of order. The main reasons are that the level of the development of civil servant's administrative ethics quality is not high, the official standard thought is not reduced, the civil servant's administrative ethics legislation is insufficient, and the civil servant's administrative ethics lacks an effective supervision system. Therefore, this paper discusses how to strengthen the administrative ethics construction of civil servants from the internal and external two ways. From the perspective of the civil servants themselves, the internal path should strengthen the administrative ethics and moral cultivation of the civil servants, establish the administrative ethics consciousness of the civil servants, and mold the administrative ethical personality of the civil servants, while the external path is mainly based on the experience of foreign countries. We should establish and perfect the legal system of civil servants' administrative ethics, perfect the supervision mechanism of civil servants' administrative ethics, give full play to the functions of internal and external supervision, and create a good environment of administrative ethics.
