【摘要】：作為水資源管理重要組成部分的城市水務行業(yè)，是城市公用事業(yè)的關(guān)鍵和核心內(nèi)容，與老百姓的生產(chǎn)生活息息相關(guān)。隨著社會經(jīng)濟和城市化的持續(xù)發(fā)展，城市水務業(yè)一方面要求通過市場化改革來提高運行效率和改善服務質(zhì)量，解決政府投資不足問題；另方面因承擔重要的社會服務職能而對調(diào)整和完善政府監(jiān)管提出了更高要求。我國城市水務業(yè)市場化改革尚處于發(fā)展階段，政府規(guī)制未完全建立，政府監(jiān)管還存在很多問題，制約著城市水務市場化改革的順利推進。 本文以新公共管理及政府規(guī)制理論等為理論依據(jù)，在全球公用事業(yè)市場化改革的大背景下，通過分析比較目前政府規(guī)制研究成果和借鑒國內(nèi)外城市水務市場化改革實踐經(jīng)驗，從論證我國城市水務必須走市場化改革道路出發(fā)，結(jié)合當前我國城市水務市場化改革過程中所面臨的困難和問題，提出政府的有效監(jiān)管是改革順利推進的關(guān)鍵環(huán)節(jié)，同時聯(lián)系梅州實際提出相應的對策。論文共分六部分 第一部分闡述本課題的研究背景、意義、研究現(xiàn)狀、內(nèi)容、思路和方法。 第二部分從涉及城市水務、政府監(jiān)管等相關(guān)概念出發(fā)，分析水務市場化與民營化的關(guān)系；通過對國外公共服務政府監(jiān)管理論體系的演變進行回顧和總結(jié)，對目前國內(nèi)外城市水務政府監(jiān)管問題研究進行分析等。 第三部分從實踐出發(fā)介紹西方發(fā)達國家水務市場化改革的做法以及城市水務市場化政府監(jiān)管的改革實踐，結(jié)合國內(nèi)水務市場化改革進程，對國內(nèi)城市水務市場化改革模式進行了梳理，從市場化機制局限性、政府角色定位要求、市場化自身調(diào)節(jié)能力有限、政府自身職能要求和實現(xiàn)公共利益需要等角度闡述加強政府監(jiān)管的必要性。 第四部分從國內(nèi)外城市水務政府監(jiān)管實踐出發(fā)，，分析歸納水務市場化改革成功經(jīng)驗及其啟示；從我國政府水務監(jiān)管的體制、法制、手段等方面，分析我國城市水務市場化改革中政府監(jiān)管現(xiàn)狀和特點；指出存在的主客觀問題并分析其原因， 第五部分結(jié)合目前梅州水資源及水務管理體制改革現(xiàn)狀，從供水水源管理和城市水務服務供給及運營模式著手，運用有關(guān)政府監(jiān)管理論，分析存在的問題。 第六部分針對梅州水務改革現(xiàn)狀，提出建立和完善政府監(jiān)管政策法規(guī)、完善城鄉(xiāng)水務一體化管理模式、加強執(zhí)法能力建設(shè)、加大政府對水務投入力度、規(guī)范完善價格規(guī)制、加強水安全保障、完善公眾參與機制、健全對政府約束和監(jiān)督機制等意見和建議。
[Abstract]:As an important part of water resources management, urban water industry is the key and core content of urban public utilities, which is closely related to the production and life of ordinary people. With the sustainable development of social economy and urbanization, on the one hand, the urban water industry needs to improve the operational efficiency and service quality through market-oriented reform to solve the problem of insufficient government investment; On the other hand, higher demands have been put forward to adjust and perfect government supervision because of its important social service functions. The market-oriented reform of urban water industry in China is still in the stage of development, government regulation has not been fully established, and there are still many problems in government supervision. This paper takes the new public management and government regulation theory as the theoretical basis, under the background of the global public utility marketization reform. Based on the analysis and comparison of the current research results of government regulation and the practical experience of market reform of urban water affairs at home and abroad, this paper demonstrates that China's urban water affairs must take the road of marketization reform. Combined with the difficulties and problems in the process of the market-oriented reform of urban water affairs in our country, this paper points out that the effective supervision of the government is the key link of the smooth progress of the reform, and puts forward corresponding countermeasures in connection with the actual situation in Meizhou. The thesis is divided into six parts: the first part describes the research background, significance, research status, contents, ideas and methods. The second part starts from the related concepts, such as urban water affairs, government supervision and so on. This paper analyzes the relationship between water marketing and privatization, reviews and summarizes the evolution of foreign government supervision system of public service. The third part introduces the practice of water market reform in western developed countries and the reform practice of city water market government supervision. Combined with the process of domestic water marketing reform, this paper combs the market reform mode of domestic urban water affairs, from the limitation of marketization mechanism, the requirement of government role orientation, and the limited adjustment ability of marketization itself. The fourth part analyzes the successful experience of water market reform and its enlightenment from the practice of urban water government supervision at home and abroad. From the aspects of the system, legal system and means of government water supervision in our country, this paper analyzes the present situation and characteristics of government supervision in the market-oriented reform of urban water affairs in China. This paper points out the existing subjective and objective problems and analyzes the reasons. The fifth part combines with the current situation of water resources and water affairs management system reform in Meizhou, starts with the water supply source management and the supply and operation mode of urban water affairs service, and applies the relevant government supervision theory. In the sixth part, according to the current situation of water affairs reform in Meizhou, the author proposes to establish and perfect the government supervision policies and regulations, to perfect the integrated management model of urban and rural water affairs, to strengthen the construction of law enforcement capacity, and to increase the government's investment in water affairs. Suggestions and suggestions on price regulation, water safety protection, public participation mechanism, government restraint and supervision mechanism are proposed.
