【摘要】：19世紀80年代至20世紀30年代的半個世紀,是世界電力應(yīng)用體系形成的年代,也是基本與英美同步的近代上海電力照明產(chǎn)業(yè)從興起到規(guī)�；缆返哪甏�。本文具體考察了這一時期內(nèi),經(jīng)營該產(chǎn)業(yè)的電力企業(yè)在設(shè)備、技術(shù)、投資、管理、營收等方面的狀況,以及電力照明系統(tǒng)發(fā)電、輸電、配電規(guī)模與照明網(wǎng)絡(luò)覆蓋的范圍來反映產(chǎn)業(yè)營運與成長的基本面貌。 論文的主要觀點突出了公共租界的市政管理機構(gòu)——工部局在近代上海電力照明產(chǎn)業(yè)興起與演進中所起的主導作用。它不僅成為產(chǎn)業(yè)在近代上�！捌鸩阶钤纭�、“規(guī)模最大”的決定性力量,也成為產(chǎn)業(yè)在近代上海興起“彼先吾后”,規(guī)�！氨伺d吾薄”格局的主要原因,推動了上海及周邊地區(qū)電氣事業(yè)的發(fā)展。因此,論文各章將圍繞這一基本論點,突出工部局在產(chǎn)業(yè)興起與演進過程中所起主導作用的表現(xiàn)與地位(“裁判員”、“執(zhí)法員”、“經(jīng)營者”、“管理者”、“示范者”)展開具體地論述與論證。 全文共分六章,除了第一章緒論外,從第二章起,主要論述了近代上海城市電力照明產(chǎn)業(yè)從技術(shù)引進、“上電”承建直至走上公營道路過程中工部局發(fā)揮主導作用的表現(xiàn)、原因及其影響,并以此說明產(chǎn)業(yè)在興起與發(fā)展初期所遇到的助力與困境所在,展現(xiàn)近代上海電力照明產(chǎn)業(yè)起步的基本面貌和特點。 第三章與第四章主要論述了工部局作為公共租界電氣事業(yè)的“經(jīng)營者”,在36年時間中全面推動產(chǎn)業(yè)規(guī)�；缆返臍v程。其中,第三章圍繞工部局公營電氣事業(yè)的建立,以及斐倫路主電廠時期,產(chǎn)業(yè)在設(shè)備、技術(shù)、發(fā)電、輸電、用電規(guī)模,與公、私電力照明網(wǎng)絡(luò)的覆蓋范圍等方面的狀況,反映這一時期電力照明產(chǎn)業(yè)作為工部局電氣處售電的主要領(lǐng)域,照明用電逐年增加,產(chǎn)業(yè)規(guī)模逐年成長的趨勢；第四章則主要論述了工部局電氣處在江邊主電廠時期,產(chǎn)業(yè)伴隨工部局電氣處電力工業(yè)產(chǎn)業(yè)的快速發(fā)展,最終走上規(guī)�；缆返倪M程與營運、成長的特點。 第五章主要論述了工部局自營公共租界電氣事業(yè)的管理體制及其所表現(xiàn)出的代表“僑民利益”、“企業(yè)利益”、“殖民利益”的身份與地位。該章以工部局電氣處改制問題為中心,探討電氣處作為殖民主義在上海設(shè)立租界所建立的公共管理機構(gòu)——工部局的下屬部門,要求獨立的原因、改制獨立問題上所遇到的阻礙等問題的本身,兼顧分析工部局電氣處電力照明產(chǎn)業(yè)的經(jīng)營方針、財務(wù)與工程狀況,反映產(chǎn)業(yè)在管理體制上的特點,及其經(jīng)營與管理公共租界電氣事業(yè)的動機與效果問題。 第六章以工部局興辦公共租界電力照明產(chǎn)業(yè)對華界所起到的示范作用為研究視角,闡述華界“滬南”、“閘北”兩區(qū)懸燈辦電的歷史進程,并且比較華洋兩界辦電的特點,從而進一步揭示主政者所持的不同態(tài)度與管理方法對產(chǎn)業(yè)發(fā)展所產(chǎn)生的不同影響,進一步闡明政府主導下產(chǎn)業(yè)興起與演進的特點。 最后是本文的結(jié)論。文本以近代上海電力照明產(chǎn)業(yè)為個案,從產(chǎn)業(yè)的興起與演進的特點反映上海城市現(xiàn)代化進程。近代上海電力照明產(chǎn)業(yè)的興起與演進是清末民初上海城市現(xiàn)代化進程的一環(huán),反映了上海開埠后工部局按照英美國家的市政建設(shè)與市政管理方法、英美國家的產(chǎn)業(yè)經(jīng)營與管理理念和模式治理公共租界,以及租界帶動華界的現(xiàn)代化演進趨勢。
[Abstract]:In the half - century of the 1980s and 1930s , it is the era of the formation of the world ' s power application system . It is also a modern Shanghai power lighting industry which has been synchronized with the British and the United States from the rise to the large - scale road . In this paper , the status of the power enterprises operating in the industry in the fields of equipment , technology , investment , management , revenue collection and so on are discussed in detail . The basic appearance of the industrial operation and growth is reflected in the scope of power generation , power transmission , distribution scale and the coverage of the lighting network .

The main points of this paper highlight the leading role of the municipal administration in the public rental industry in the rise and evolution of the modern Shanghai power lighting industry . It not only becomes the decisive force of the industry in the modern Shanghai " starting the first " and " the largest scale " , but also becomes the main reason for the development of the electrical cause in Shanghai and the surrounding area . Therefore , the chapters of the paper will surround this basic point , and the prominent industry will focus on the performance and status of the leading role in the process of industrial rise and evolution ( " the referee " , " law enforcement officer " , " operator " , " manager " and " model " ) .

In the second chapter , from the second chapter , the paper mainly discusses the performance , reason and influence of the industry ' s leading role in the process of the public - run road from the second chapter . It also shows the power and the predicament of the industry in the early stage of the rise and development , and the basic features and features of the development of the modern Shanghai power lighting industry .

The third chapter and chapter four mainly discuss the development of the industrial scale road in 36 years .
