【摘要】：補(bǔ)貼議題是WTO多哈回合規(guī)則談判的重要內(nèi)容,也是多哈發(fā)展議程的核心組成部分之一。在補(bǔ)貼所體現(xiàn)的國家利益和國家主權(quán)與反補(bǔ)貼措施所體現(xiàn)的國際規(guī)制和國際秩序之間取得恰當(dāng)平衡,始終是補(bǔ)貼與反補(bǔ)貼制度追求的目標(biāo)。公共機(jī)構(gòu)認(rèn)定、農(nóng)業(yè)補(bǔ)貼和漁業(yè)補(bǔ)貼三個領(lǐng)域國際規(guī)制的晚近發(fā)展,彰顯出各國之間立場分歧的顯著性和達(dá)成共識的難度。新形勢下中國應(yīng)當(dāng)從三個方面做出應(yīng)對:一是充分利用WTO既有規(guī)則反擊貿(mào)易保護(hù)主義,維護(hù)自身合法權(quán)益;二是梳理和調(diào)整國內(nèi)補(bǔ)貼實(shí)踐做法,提高相關(guān)規(guī)則制定和實(shí)施的法制化水平;三是協(xié)調(diào)好我國所同時具有的全球經(jīng)濟(jì)大國的身份和發(fā)展中國家的身份,以更加開放和前瞻的心態(tài)積極參與相關(guān)國際規(guī)則的形成或重構(gòu),提出更多符合自身地位和利益的"中國方案"。
[Abstract]:The issue of subsidies is an important part of the WTO Doha Round negotiations and one of the core components of the Doha Development agenda. It is always the goal of subsidy and countervailing system to strike a proper balance between national interests and national sovereignty and international regulation and international order embodied by subsidy and countervailing measures. The recent development of international regulation in the three fields of agricultural subsidy and fishery subsidy shows the significance of different countries' positions and the difficulty of reaching consensus. Under the new situation, China should deal with it from three aspects: first, to make full use of the existing rules of WTO to counter trade protectionism and safeguard its legitimate rights and interests; second, to sort out and adjust the practice of domestic subsidies. To improve the level of legalization in the formulation and implementation of relevant rules; third, to coordinate China's status as a global economic power and as a developing country at the same time, To actively participate in the formation or reconstruction of relevant international rules with a more open and forward-looking attitude, and to put forward more "China plans" that are in line with their own status and interests.
