【摘要】：近年來興起的公共治理理論是一種新型的社會治理范式，引發(fā)世界范圍內(nèi)的廣泛關(guān)注和研究。國內(nèi)自引入公共治理理論以來對其研究無論是理論界還是實踐界都取得了一定的成就，但尋求公共治理背后科學(xué)原理的研究仍然存在不足。目前學(xué)界對于公共治理理論與政治哲學(xué)的聯(lián)系以及公共治理本質(zhì)的契約關(guān)系的研究還鮮有探討。思考一種公共治理的邏輯發(fā)展并找到及證明其作為一種程序的公共治理的產(chǎn)生顯得尤為重要。以社會契約的視角看待公共治理，運用契約論的方法研究公共治理可能為拓展和挖深公共治理的研究提供了一個新的方向。 公共治理的本質(zhì)是平等的利害相關(guān)的多元主體在公平公開環(huán)境下，對共同關(guān)注的公共問題共同協(xié)商和對話，，并達(dá)成共識的一種合作式公共管理方式，是運行在政治結(jié)構(gòu)之下的公共管理模式。公共治理是通過多元主體之間的契約關(guān)系對共同關(guān)注的公共問題進(jìn)行合作管理協(xié)商一致獲得合意的公共管理模式，它主要是利害相關(guān)的公民間對公共問題的合作管理的一種對話商談和合意。 公共治理的原則是公平和民主，對個人的原則的是平等、真善和理性。公共治理的環(huán)境是一種“初始境況”，“陽光之幕”是根據(jù)公共治理而設(shè)定，包括客觀環(huán)境與主觀環(huán)境，得益于羅爾斯關(guān)于正義環(huán)境的思考。公共治理的制度是通過對社會人員的組成劃分為不同社會專職的四類公民，分別是普通公民、專家學(xué)者、政府人員和政治領(lǐng)導(dǎo)，以協(xié)商和對話達(dá)成共識為主要模式，根據(jù)程序和原則進(jìn)行。公共治理作為一種社會治理方法和公共管理理論的發(fā)展，在治理的環(huán)境下必將作為公共問題處理的方式。
[Abstract]:The theory of public governance, which has emerged in recent years, is a new paradigm of social governance, which has attracted worldwide attention and research. Since the introduction of the theory of public governance in China, both theoretical and practical research has made some achievements, but there are still deficiencies in the study of the scientific principles behind public governance. At present, there is little research on the relationship between public governance theory and political philosophy and the contractual relationship of the nature of public governance. It is particularly important to think about the logical development of a public governance and to find and prove its emergence as a procedure. The study of public governance from the perspective of social contract and the study of public governance with the method of contract theory may provide a new direction for the study of expanding and digging into public governance. The essence of public governance is a cooperative mode of public management, in which the multiple subjects of equal interests and related parties, in a fair and open environment, consult and engage in dialogue on public issues of common concern, and reach a consensus. It is the mode of public administration that runs under the political structure. Public governance is a consensual mode of public management through the cooperative management of public issues of common concern through the contractual relationship among multiple subjects. It is mainly a kind of dialogue and agreement on the cooperative management of public issues among the relevant citizens. The principle of public governance is fair and democratic, and the principle of individual is equality, good and reason. The environment of public governance is a kind of "initial situation", "the curtain of sunshine" is set according to public governance, including objective environment and subjective environment, which benefit from Rawls' thinking about just environment. The system of public governance is to divide the composition of social personnel into four types of citizens, namely ordinary citizens, experts and scholars, government personnel and political leaders, with consultation and dialogue as the main mode of reaching consensus. In accordance with procedures and principles. As a kind of social governance method and the development of public management theory, public governance is bound to be the way to deal with public problems in the environment of governance.
