【摘要】：近些年，我國的現(xiàn)代化進程已經(jīng)進入到一個重要時期，在復雜多變的國際經(jīng)濟、政治形勢下如何保證我國的經(jīng)濟社會保持平穩(wěn)、較快發(fā)展已經(jīng)成為全社會共同關心的話題。因此，通過進一步加強具有中國特色的多黨合作和政治協(xié)商制度，使得民主黨派能夠在社會整合、政治參與、民主監(jiān)督和維護穩(wěn)定等方面發(fā)揮更大的作用，對于我國順利完成“十二五”規(guī)劃制定的各項指標，建設社會主義和諧社會具有十分重要的意義。為了鞏固和發(fā)展中國特色社會主義政黨制度就必須要做到保持執(zhí)政黨和參政黨能力的不斷提升以及能力的匹配。中國共產(chǎn)黨為適應復雜多變的國際國內形勢，肩負起執(zhí)政黨的職責和使命，首先在2004年提出了加強執(zhí)政能力建設，并把執(zhí)政能力建設和保持黨員先進性建設作為執(zhí)政黨能力建設的首要任務。為此各民主黨派應不斷加強自身能力建設，，這種建設不僅是實現(xiàn)中共和民主黨派間能力與地位的匹配，更是為了更好的推進中國特色社會主義事業(yè)取得更大的進步。 我國的參政黨理論研究雖然與建國之初相比有了很大的進步，但是與執(zhí)政黨理論研究相比仍然處在一個比較滯后的位置。通過查找翻閱各種理論文章、期刊雜志、著作等，筆者發(fā)現(xiàn)在參政黨理論研究中存在著一些問題，如：就參政黨自身建設的某一點進行研究的多，從宏觀角度研究多黨合作制度下參政黨整體建設的少；對于執(zhí)政黨和參政黨的建設進行分別研究對比的多，從執(zhí)政黨與參政黨的相互關系及影響的研究少；對參政黨職能中參政議政職能的研究多，對參政黨整體進行系統(tǒng)研究的少。由于筆者在民主黨派機關工作，對于民主黨派的職能有比較充分的認識和了解，我認為目前民主黨派對于公共管理的參與度還不是很高。為此應采取以下措施加強民主黨派參與公共管理：1.強化參政黨的政黨角色，明確各自的政治位置，突出責任感和使命感，真正做到自動自覺地行使作為一個民主黨派成員參政議政、民主監(jiān)督的權力，積極主動地參與到各種政治生活中去，進而提高參與公共管理的能力和水平。2.加強理論學習，全面提高民主黨派成員的理論素養(yǎng)和政治素質，并要求他們在學習中探索以各種理論知識聯(lián)系工作實際的各種途徑，做到既能夠將政治理論知識運用到自己的實際工作中，又能夠用自己工作中積累的經(jīng)驗和取得的成績檢驗和豐富所學的政治理論知識。3.培育創(chuàng)新改革精神，把中國共產(chǎn)黨的方針政策同本民主黨派的機關工作相結合，在實際監(jiān)督合作中，不斷探求民主參政的新方法、新舉措，開創(chuàng)民主黨派工作新局面。4.完善參政議政工作制度，調動全體民主黨派成員的參政議政熱情，建立起從基層黨派成員到參政議政專家的多種參政議政形式，進一步提高參政議政水平。5.完善民主監(jiān)督機制，提高民主監(jiān)督的制約力，完善相應的國家法律制度；擴大公民的知情渠道，建立公開透明的公示制度；建立各種規(guī)章制度的易操作性，保證民主監(jiān)督機制正常、有序、高效地運轉。
[Abstract]:In recent years , China ' s modernization process has entered an important period , and how to ensure that our country ' s economy and society remain stable in the complex and changeable international economic and political situation . Therefore , by further strengthening the multi - party cooperation and political consultation system with Chinese characteristics , the Communist Party of China ( CPC ) has played a more important role in the construction of socialist harmonious society .

The study of political party theory in our country has made great progress compared with the beginning of the founding of the country , but it is still in a lag position as compared with the theory of ruling party . By looking up and reading various theoretical articles , journal magazines , writings , etc . , the author finds that there are some problems in the study of political party ' s theory , such as the research on a certain point of the construction of the political party itself , and the study of the construction of the political party under the multi - party cooperation system from the macro perspective .
The research on the relationship between the ruling party and the political party has little influence on the construction of the ruling party and the political party , respectively .
In order to improve the Party ' s ability and level of participation in public administration , we should strengthen theoretical study , improve the theoretical accomplishment and political quality of democratic parties , and improve the level of participation in public administration .

Establish the easy operation of various rules and regulations , ensure the normal , orderly and efficient operation of the democratic supervision mechanism .
