【摘要】：政府績效評估最早始于英國,在美國得到大力發(fā)展。隨著新公共管理運動的開展,現(xiàn)代政府管理越來越重視社會和公民的作用,越來越多的社會組織和公眾參與到政府管理活動中來。公眾參與政府績效評估正是在這種趨勢下得到不斷發(fā)展和深入。 進入21世紀,我國政府行政理念發(fā)生了很大的變化,從以前的管制型政府到管理型政府再到服務型政府。為了適應這種變化,政府需要引入公眾參與到行政活動中來,公眾參與政府績效評估也就應運而生。公眾參與政府績效評估能夠達到表達自己意見、維護自身利益、改進政府服務、提高政府效能、發(fā)展民主行政的目的。 公眾參與鄉(xiāng)鎮(zhèn)政府績效評估是在我國績效評估實踐和理論發(fā)展到一定階段而產(chǎn)生的。它是我國落實基層自治,農(nóng)民實現(xiàn)參政議政的有力工具。當前,在我國鄉(xiāng)鎮(zhèn)政府績效評估中多是對上負責、對領(lǐng)導負責、以GDP為主的考核方式?jīng)]有得到根本性的轉(zhuǎn)變。公眾參與鄉(xiāng)鎮(zhèn)政府績效評估還存在著公民參與意識差、參與能力欠缺、評估過程不規(guī)范、信息缺乏透明、評估結(jié)果作用有限等問題。為了解決這些問題,在借鑒英美發(fā)達國家公眾參與政府績效評估的有益經(jīng)驗的基礎上,結(jié)合我國鄉(xiāng)鎮(zhèn)政府績效評估的實情,提出我國鄉(xiāng)鎮(zhèn)政府績效評估中公眾參與問題需要從評估主體、被評估者、法律法規(guī)和績效評估機制體系四個方面進行解決的建議。
[Abstract]:Government performance evaluation began in Britain and developed vigorously in the United States. With the development of the new public management movement, modern government management pays more and more attention to the role of society and citizens, and more social organizations and the public participate in the government management activities. Public participation in government performance evaluation is under this trend to be constantly developed and in-depth. In the 21st century, great changes have taken place in the concept of government administration in our country, from the former regulatory government to the management-oriented government and then to the service-oriented government. In order to adapt to this change, the government needs to introduce public participation in administrative activities, public participation in government performance evaluation also came into being. Public participation in government performance evaluation can achieve the purpose of expressing opinions, safeguarding their own interests, improving government services, improving government effectiveness and developing democratic administration. Public participation in the performance evaluation of township government comes into being at a certain stage in the practice and theory of performance evaluation in China. It is a powerful tool for our country to implement basic-level autonomy and farmers to participate in political affairs. At present, in the performance evaluation of township government in our country, most of them are responsible to the leaders, but the assessment method based on GDP has not been fundamentally changed. There are still some problems in public participation in township government performance evaluation, such as poor citizen participation consciousness, lack of participation ability, non-standard evaluation process, lack of transparency of information, limited function of evaluation results, etc. In order to solve these problems, on the basis of drawing lessons from the beneficial experience of public participation in government performance evaluation in Anglo-American developed countries, combined with the actual situation of township government performance evaluation in China, This paper puts forward some suggestions to solve the problem of public participation in the performance evaluation of township government from four aspects: the subject, the person to be evaluated, the laws and regulations, and the system of performance evaluation mechanism.
