【摘要】：黨的十七大勝利閉幕之后，以擴(kuò)大公共服務(wù)，完善社會(huì)管理為主要內(nèi)容的社會(huì)建設(shè)被正式提上全國各級(jí)政府的工作日程。政府需要一個(gè)即有利于政府職能轉(zhuǎn)移又能提高公共服務(wù)績效的公共服務(wù)供給新模式來實(shí)現(xiàn)服務(wù)型政府的建設(shè)。經(jīng)過多方考證，政府購買公共服務(wù)進(jìn)入了人們的視野。隨后，廣東省開始先行試點(diǎn),自此拉開了政府購買公共服務(wù)的序幕。廣東省充分利用地方優(yōu)勢，通過出臺(tái)政策，完善制度，培育發(fā)展社會(huì)組織等措施為實(shí)現(xiàn)政府購買創(chuàng)造了必要地條件。經(jīng)過幾年的發(fā)展，廣東省部分公共服務(wù)職能得到有效轉(zhuǎn)移，公共管理能力和公共服務(wù)水平也有了很大程度的提高。 本文正是基于廣東實(shí)踐，旨在研究制約政府購買公共服務(wù)發(fā)展的主要問題。全文共五個(gè)部分：第一部分對(duì)論文的研究背景及選題意義進(jìn)行闡述并對(duì)國內(nèi)外政府購買公共服務(wù)的相關(guān)研究進(jìn)行歸納分析。第二部分為基本理論分析，主要介紹公共產(chǎn)品理論、新公共管理理論、新公共服務(wù)理論以及治理和善治理論等，為政府購買公共服務(wù)的問題分析奠定理論基礎(chǔ)。第三部分探討廣東政府購買公共服務(wù)的現(xiàn)狀和特點(diǎn)。第四部分基于廣東實(shí)際，，分析當(dāng)前政府購買公共服務(wù)存在的問題并對(duì)其成因進(jìn)行分析。第五部分針對(duì)廣東政府購買公共服務(wù)的問題提出相應(yīng)的政策建議。
[Abstract]:After the successful conclusion of the 17th National Congress of the Communist Party of China (CPC), the construction of the society, whose main content is the expansion of public services and the improvement of social management, has been formally put on the agenda of the governments at all levels of the country. The government needs a new mode of public service supply which is beneficial to the transfer of government functions and can improve the performance of public service to realize the construction of service-oriented government. After various textual research, the government buys the public service to enter the people's vision. Subsequently, Guangdong Province began pilot, since the government purchase of public services prologue. By making full use of local advantages, Guangdong province has created necessary conditions for government purchase by issuing policies, perfecting system, cultivating and developing social organizations and so on. After several years' development, some public service functions in Guangdong Province have been transferred effectively, and the ability of public management and the level of public service have been greatly improved. Based on Guangdong practice, this paper aims to study the main problems restricting the development of government purchase of public services. This paper consists of five parts: the first part expounds the research background and the significance of the topic, and summarizes and analyzes the relevant research on the purchase of public services by domestic and foreign governments. The second part mainly introduces the theory of public goods, the theory of new public management, the theory of new public service, and the theory of governance and good governance, which lays a theoretical foundation for the analysis of the problem of government purchasing public services. The third part discusses the current situation and characteristics of Guangdong government purchasing public services. The fourth part, based on Guangdong's reality, analyzes the problems existing in government purchasing public services and analyzes the causes. The fifth part puts forward the corresponding policy suggestion to the Guangdong government purchase the public service.
