【摘要】：自設(shè)立承擔(dān)文物保護(hù)、管理的地方部門(mén)：文物管理所以來(lái),開(kāi)遠(yuǎn)市的文物工作走過(guò)了從無(wú)到有、從小到大、從被漠視到受重視的曲折歷程。當(dāng)前,隨著文化體制改革的不斷深化、推動(dòng)社會(huì)主義文化大發(fā)展大繁榮若干舉措的陸續(xù)出臺(tái),從中央到地方,文物工作迎來(lái)了歷史上最好的發(fā)展時(shí)期,縣(市)級(jí)文物管理所應(yīng)該如何抓住機(jī)遇,總結(jié)經(jīng)驗(yàn)教訓(xùn),繼往開(kāi)來(lái),在體制、機(jī)制上著眼新舉措,力求新突破,有所開(kāi)創(chuàng)、建樹(shù),既是縣級(jí)文物部門(mén)實(shí)踐的重要內(nèi)容,也是豐富公共管理學(xué)、文物政策學(xué)基層研究的有益補(bǔ)充。 筆者自進(jìn)入大學(xué)歷史系進(jìn)行系統(tǒng)學(xué)習(xí)至在基層文物部門(mén)參加工作,十一載寒來(lái)暑往,經(jīng)歷了從理論到實(shí)際、從理想到現(xiàn)實(shí)諸方面的考驗(yàn)與歷練,結(jié)合云南大學(xué)公共管理學(xué)院MPA學(xué)生的培養(yǎng)方向與自己的專業(yè)知識(shí)、實(shí)踐經(jīng)驗(yàn),以開(kāi)遠(yuǎn)市的文物管理為個(gè)案,通過(guò)對(duì)開(kāi)遠(yuǎn)市文物事業(yè)發(fā)展的優(yōu)劣勢(shì)和面臨的機(jī)遇與挑戰(zhàn)進(jìn)行SWOT分析,有的放矢提出進(jìn)一步加強(qiáng)和改進(jìn)開(kāi)遠(yuǎn)市政府文物管理的對(duì)策建議,試圖探索文物工作有效保護(hù)和合理利用最佳結(jié)合的措施和途徑。
[Abstract]:Since the establishment of the local department responsible for the protection and management of cultural relics: the cultural relics management institute in Kaiyuan City has gone through a tortuous course from scratch, from small to large, from being ignored to being valued. At present, with the deepening of the reform of the cultural system, a number of measures have been taken to promote the great development and prosperity of socialist culture. From the central to the local levels, the work on cultural relics has ushered in the best period of development in history. How to seize the opportunity, sum up the experiences and lessons, build on the future, focus on new measures in the system and mechanism, strive for new breakthroughs, create new things, and make achievements, which is an important content of the practice of the department of cultural relics at the county level. It is also a useful supplement to enrich the basic research of public management and cultural relic policy. From entering the history department of the university for systematic study to taking part in the work of the grass-roots department of cultural relics, the author has experienced trials and experiences from theory to practice, from ideal to reality for 11 years. Combined with the training direction and professional knowledge and practical experience of MPA students in the School of Public Administration of Yunnan University, this paper takes the cultural relic management of Kaiyuan City as a case study. Based on the SWOT analysis of the advantages and disadvantages, opportunities and challenges of the development of cultural relics in Kaiyuan, the countermeasures and suggestions for further strengthening and improving the administration of cultural relics in Kaiyuan are put forward. This paper attempts to explore the measures and ways to effectively protect and utilize the best combination of cultural relics work.
