【摘要】：當(dāng)前,我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展正處于轉(zhuǎn)型升級(jí)的關(guān)鍵時(shí)期,越來(lái)越多的地方政府意識(shí)到,要確保本地區(qū)經(jīng)濟(jì)社會(huì)可持續(xù)健康發(fā)展,在激烈的區(qū)域競(jìng)爭(zhēng)中搶得發(fā)展先機(jī),就必須順應(yīng)時(shí)代發(fā)展需要,變革落后僵化的舊制度,創(chuàng)立有利于經(jīng)濟(jì)社會(huì)發(fā)展的新制度,把被束縛的生產(chǎn)力解放出來(lái),把全社會(huì)的積極性調(diào)動(dòng)起來(lái)。21世紀(jì)以來(lái),各級(jí)政府在轄區(qū)內(nèi)大力倡導(dǎo)制度創(chuàng)新行為,持續(xù)不斷推進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展各項(xiàng)制度的創(chuàng)新,制定出臺(tái)了一系列具有重大影響的制度,由地方政府主導(dǎo)的制度創(chuàng)新行為進(jìn)入活躍時(shí)期,并取得了明顯成效。但由于受到來(lái)自中央指令性改革的壓力,加之對(duì)制度創(chuàng)新預(yù)期收益的期待的不同,及對(duì)所轄區(qū)域內(nèi)公眾剛性利益需求的迎合等因素的影響,各地制度創(chuàng)新行為出現(xiàn)自主創(chuàng)新動(dòng)力不足、群眾參與度不高、創(chuàng)新領(lǐng)域不寬、制度創(chuàng)新缺乏系統(tǒng)性等等問(wèn)題,影響了地方政府制度創(chuàng)新行為的進(jìn)一步深化。 建設(shè)服務(wù)型政府是我國(guó)各級(jí)地方政府職能轉(zhuǎn)變的方向和目標(biāo),而政府的制度創(chuàng)新行為將貫穿于政府發(fā)展的整個(gè)過(guò)程。因此,將地方政府制度創(chuàng)新問(wèn)題放到服務(wù)型政府建設(shè)的視角下進(jìn)行分析,能夠更清晰地梳理出地方政府進(jìn)行制度創(chuàng)新的動(dòng)因、特點(diǎn)、存在的問(wèn)題改進(jìn)的方向,必將為地方政府制度創(chuàng)新提供有益的啟示。本文基于新公共管理理論、新制度學(xué)派理論、政府職能轉(zhuǎn)變理論及服務(wù)型政府建設(shè)相關(guān)理論的成熟觀點(diǎn),對(duì)昆明市政府從2008年起3年內(nèi)的制度創(chuàng)新實(shí)踐進(jìn)行認(rèn)真梳理,并嘗試從建設(shè)服務(wù)型政府的視角做出分析和點(diǎn)評(píng),針對(duì)當(dāng)前地方政府制度創(chuàng)新普遍存在的問(wèn)題提出改進(jìn)和解決的思路,以期為昆明市政府下一步制度創(chuàng)新工作提供參考。
[Abstract]:At present, China's economic and social development is in a critical period of transformation and upgrading. More and more local governments are realizing that in order to ensure sustainable and healthy economic and social development in the region, they will seize the opportunity to develop in the fierce regional competition. We must conform to the needs of the development of the times, reform the old system which is backward and rigid, create a new system conducive to economic and social development, liberate the bound productive forces, and mobilize the enthusiasm of the whole society since the 21st century. Governments at all levels have vigorously advocated institutional innovation within their jurisdiction, continued to promote innovation in various systems for economic and social development, and formulated a series of systems that have a significant impact on them. The institutional innovation led by the local government entered the active period, and achieved obvious results. However, due to the pressure from the central command reform, the different expectations of the expected benefits of institutional innovation and the catering to the rigid interests of the public in the region under its jurisdiction, The lack of independent innovation motive force, the low participation of the masses, the lack of a wide range of innovation fields and the lack of systematization of institutional innovation in various places have affected the further deepening of the institutional innovation behavior of local governments. The construction of service-oriented government is the direction and goal of the transformation of the functions of local governments at all levels in China, and the institutional innovation behavior of the government will run through the whole process of the development of the government. Therefore, by analyzing the problem of local government institutional innovation from the perspective of service-oriented government construction, we can clearly sort out the motivation, characteristics, existing problems and direction of improvement of local government system innovation. It will provide beneficial inspiration for the innovation of local government system. Based on the mature viewpoints of new public management theory, new institutional school theory, government function transformation theory and service-oriented government construction theory, this paper makes a careful analysis of Kunming Municipal Government's institutional innovation practice in three years from 2008. It also tries to make analysis and comments from the perspective of constructing service-oriented government, and puts forward some ideas to improve and solve the problems existing in the current local government system innovation, in order to provide a reference for Kunming municipal government in the next step of institutional innovation.
