【摘要】：市場(chǎng)承認(rèn)個(gè)人稟賦及個(gè)人擁有生產(chǎn)要素的差別,經(jīng)過(guò)市場(chǎng)的初次分配后必然形成收入差距。中國(guó)市場(chǎng)化改革以來(lái),個(gè)人收入差距逐漸拉大,構(gòu)成了不穩(wěn)定因素,不斷挑戰(zhàn)個(gè)人的心理底線(xiàn)。個(gè)人收入差距的擴(kuò)大,有必然因素同時(shí)也有偶然因素的作用。當(dāng)前明確縮小個(gè)人收入差距的目的是實(shí)現(xiàn)一定程度上的公平,因此可以考慮從公共政策的整體方面做出全局性制度創(chuàng)新,在經(jīng)濟(jì)社會(huì)發(fā)展的成果使不同個(gè)人能夠共享的同時(shí),通過(guò)公共支出政策改善起點(diǎn)公平,通過(guò)公共管理政策加強(qiáng)過(guò)程公平,通過(guò)公共收入政策形成結(jié)果公平。
[Abstract]:The market recognizes the differences between individual endowments and individual elements of production, and the income gap will inevitably form after the initial distribution of the market. Since the reform of China's marketization, the gap of personal income has gradually widened, which constitutes an unstable factor and challenges the individual's psychological bottom line. The expansion of personal income gap has both inevitable and accidental causes. At present, the purpose of reducing the personal income gap is to achieve a certain degree of fairness. Therefore, we can consider the overall system innovation from the overall aspect of public policy. While the achievements of the economic and social development make the different individuals able to share, we can improve the equity of starting point through public expenditure policy and through public administration. The policy is to enhance the fairness of the process and result in fairness through the public revenue policy.
