【摘要】：政府公信力是指社會(huì)公眾對(duì)政府工作結(jié)果的心理認(rèn)同感和滿意程度�；诰W(wǎng)絡(luò)輿情下政府公信力的實(shí)證研究，不僅有助于提高網(wǎng)絡(luò)時(shí)代政府執(zhí)法水平和自身能力，也可以豐富政府管理相關(guān)的公共管理理論。 本研究在文獻(xiàn)分析的基礎(chǔ)上，首先通過元分析對(duì)近兩年網(wǎng)絡(luò)輿情熱點(diǎn)事件和政府網(wǎng)絡(luò)輿情應(yīng)對(duì)能力進(jìn)行了探討，接著結(jié)合“溫州動(dòng)車事故”分析了當(dāng)前政府公信力的現(xiàn)狀，并用問卷法測(cè)查了97名公眾的滿意度情況，最后基于網(wǎng)絡(luò)輿情的視角提出了重塑和建設(shè)政府公信力的路徑。主要結(jié)論如下： （1）2011年度網(wǎng)絡(luò)輿情事件熱點(diǎn)排行榜中“723溫州動(dòng)車事故”位列榜首； （2）網(wǎng)民最關(guān)注的網(wǎng)絡(luò)熱點(diǎn)事件首要是政府管理類，其次是突發(fā)安全事故類，然后是社會(huì)道德類、教育、官員言行類等； （3）信息透明和政府響應(yīng)存在負(fù)數(shù)指標(biāo)，政府公信力危機(jī)不容忽視； （4）政府在溫州動(dòng)車事故處理過程中的公開程度低，，處理方式的合理程度較低，處理結(jié)果的可信程度中等水平，政府公信力的總體滿意程度低；網(wǎng)民參與該事故網(wǎng)絡(luò)評(píng)論的積極性高，對(duì)于暗箱操作和貪腐行為厭惡度高，事故處理的認(rèn)可和配合程度低； （5）單位不同、收入不同、干部級(jí)別、是否黨員上公眾滿意度有顯著差異； （6）推進(jìn)政府管理方式創(chuàng)新、加強(qiáng)地方政府自身建設(shè)以及完善網(wǎng)絡(luò)輿情應(yīng)對(duì)機(jī)制是探尋重塑和提升政府公信力的主要路徑。 本研究采用理論與實(shí)證相結(jié)合的方法，初步探究了網(wǎng)絡(luò)輿情與政府公信力的關(guān)系，根據(jù)網(wǎng)絡(luò)輿情下政府公信力的元分析和實(shí)證研究結(jié)果給出了提升對(duì)策，對(duì)于如何在網(wǎng)絡(luò)輿情時(shí)代背景下加強(qiáng)政府公信力建設(shè)具有一定的指導(dǎo)價(jià)值。
[Abstract]:Government credibility refers to the public's psychological identity and satisfaction with the results of government work.The empirical research based on network public opinion can not only help to improve the level of law enforcement and ability of government in the network era, but also enrich the theory of public management related to government management.On the basis of literature analysis, this paper first discusses the hot events of network public opinion and the ability of government network public opinion in the past two years through meta-analysis, and then analyzes the current situation of government credibility with the combination of "Wenzhou train accident".The satisfaction of 97 people was investigated by questionnaire, and the way to rebuild and build the credibility of the government was put forward based on the perspective of network public opinion.The main conclusions are as follows:"723 Wenzhou train accident" topped the list of online public opinion events in 2011.(2) Internet users are most concerned about the network hot events, mainly government management, followed by safety accidents, then social morality, education, officials words and deeds, and so on;3) the information transparency and the government response exist negative indicators, the government credibility crisis can not be ignored;(4) the government has a low degree of publicity, a low degree of reasonable treatment, a moderate level of credibility and a low degree of general satisfaction of the credibility of the government in the course of dealing with the Wenzhou train accident.Internet users participate in the accident network comments of high enthusiasm, for the dark box operation and corruption behavior high repugnance, the accident treatment of the approval and low degree of cooperation;(5) different units, different incomes, different levels of cadres, whether the party members on the public satisfaction has significant differences;6) promoting the innovation of government management mode, strengthening the construction of local government itself and perfecting the response mechanism of network public opinion are the main ways to explore and improve the credibility of the government.This study uses the combination of theory and empirical method to explore the relationship between network public opinion and the credibility of the government, according to the meta-analysis of government credibility and empirical research results under the network public opinion, the paper gives the countermeasures to improve the public trust.It has certain guiding value on how to strengthen the construction of government credibility under the background of network public opinion era.
