我國內(nèi)陸水上搜尋救助服務(wù)研究

【摘要】:我國內(nèi)陸水域線長面廣,航道復(fù)雜,水文氣象多變,渡口多,船型標(biāo)準(zhǔn)化程度低,水上險(xiǎn)情時(shí)有發(fā)生。近年來,隨著我國內(nèi)陸水域水上運(yùn)輸、生產(chǎn)和旅游進(jìn)入快速發(fā)展時(shí)期,重大人員死亡事故和船舶事故時(shí)有發(fā)生,人民群眾的生命財(cái)產(chǎn)遭受嚴(yán)重?fù)p失,甚至造成不良的政治和社會(huì)影響,由于內(nèi)陸水域(包括內(nèi)河、湖泊和水庫)水上搜救力量還很薄弱,內(nèi)陸水上搜救應(yīng)急任務(wù)越來越重、壓力越來越大。但長期以來,我國水上搜尋救助工作,主要著力點(diǎn)在中央政府實(shí)施監(jiān)管的水域(海洋、國家級(jí)主干線內(nèi)河航道),對于內(nèi)陸水上搜救工作關(guān)注較少。據(jù)統(tǒng)計(jì)資料顯示,近年來內(nèi)陸水上險(xiǎn)情約占全國水上險(xiǎn)情的37%,然而,目前我國內(nèi)陸水上搜救應(yīng)急體系建設(shè)遠(yuǎn)遠(yuǎn)落后于海上搜救應(yīng)急體系建設(shè),這與內(nèi)陸水上運(yùn)輸在航運(yùn)中的地位不相適應(yīng)。 近年來,隨著公共安全理論的研究的不斷進(jìn)展,作為公共安全和應(yīng)急管理重要組成部分的內(nèi)陸水上搜救工作得到了高度的關(guān)注。內(nèi)陸水上搜救工作較為復(fù)雜,是涉及體制、機(jī)制、政策、技術(shù)和管理等諸多方面的系統(tǒng)工程,需要站在一個(gè)較高的層面找準(zhǔn)切入點(diǎn)來分析和研究如何推進(jìn)其發(fā)展。本論文從公共管理和建設(shè)服務(wù)型政府的角度,通過研究借鑒國外發(fā)達(dá)國家和我國海上搜救服務(wù)的成功經(jīng)驗(yàn),全面分析我國內(nèi)陸水上搜救現(xiàn)狀與存在的主要問題,提出推進(jìn)內(nèi)陸水上搜救發(fā)展的意見和建議,通過強(qiáng)化內(nèi)陸地方政府水上搜救服務(wù)主體責(zé)任、加強(qiáng)內(nèi)陸水上搜救“一案三制”建設(shè)、加強(qiáng)內(nèi)陸水上搜救規(guī)劃和頂層設(shè)計(jì)、加強(qiáng)內(nèi)陸水上搜救能力建設(shè)等方面,全面提升內(nèi)陸水上搜救服務(wù)能力和水平。
[Abstract]:The inland waters of China have a wide range of lines, complex waterways, changeable hydrometeorology, many ferries, low standardization of ship types, and dangerous situations on water.In recent years, with the rapid development of water transportation, production and tourism in inland waters of our country, serious personnel deaths and ship accidents have occurred from time to time, and the lives and property of the people have suffered serious losses.Even with bad political and social consequences, inland waters (including inland rivers, lakes and reservoirs) are still weak in water search and rescue efforts, and inland water search and rescue emergency response tasks are becoming heavier and more stressful.However, for a long time, the water search and rescue work in China mainly focuses on the waters supervised by the central government (sea, national main line inland waterway), and less attention is paid to inland water search and rescue work.According to statistical data, inland water hazards account for about 37 percent of the national water hazards in recent years. However, at present, the construction of the inland water search and rescue emergency system in China is far behind the construction of the maritime search and rescue emergency system.This does not fit in with the position of inland water transport in shipping.In recent years, with the development of public safety theory, inland water search and rescue, as an important part of public safety and emergency management, has been highly concerned.Inland water search and rescue is a complex system engineering involving system, mechanism, policy, technology and management, etc. It needs to find a correct entry point to analyze and study how to promote its development at a higher level.From the point of view of public management and construction of service-oriented government, this paper comprehensively analyzes the present situation and main problems of inland maritime search and rescue in China by studying the successful experiences of foreign developed countries and China's maritime search and rescue services.Put forward suggestions and suggestions to promote the development of inland water search and rescue. Through strengthening the main responsibility of inland local governments' water search and rescue services, strengthening the construction of "one case three systems" for inland water search and rescue, and strengthening the inland water search and rescue planning and top floor design,Strengthen inland water search and rescue capacity building, comprehensively improve inland water search and rescue service capacity and level.
