泉州市金融綜合改革中的政府行為研究

【摘要】:近年來,,伴隨著國際市場競爭日益激烈和國內(nèi)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整步伐的加快,泉州民營經(jīng)濟(jì)迫切需要轉(zhuǎn)型升級,但融資難、融資貴等問題卻嚴(yán)重制約著企業(yè)的進(jìn)一步發(fā)展。泉州民營經(jīng)濟(jì)的良性發(fā)展急需金融體制環(huán)境的優(yōu)化和完善,在此背景下,2012年泉州成功獲批成為全國第三個國家級金融綜合改革試驗(yàn)區(qū)。 金融是現(xiàn)代經(jīng)濟(jì)的核心,作為民營經(jīng)濟(jì)比較集中的泉州,在推進(jìn)金融綜合改革方面具備了良好基礎(chǔ)和優(yōu)勢條件。因此,在泉州民營經(jīng)濟(jì)“二次創(chuàng)業(yè)”轉(zhuǎn)型升級的關(guān)鍵時期,研究探討泉州金融綜合改革,對于引導(dǎo)和規(guī)范民間資本,深化金融體制改革,促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型升級和海峽兩岸的合作交流,建設(shè)海峽西岸經(jīng)濟(jì)區(qū)等都具有極重要的推動作用。本文正是基于以上背景,嘗試運(yùn)用公共管理理論對金融綜合改革中的政府行為進(jìn)行深入研究。為此,本文從分析金融綜合改革中地方政府所存在的三種行為模式入手,即行政參與中的過度干預(yù)行為、主動引導(dǎo)中的市場運(yùn)作行為和消極對待中的被動應(yīng)對行為,結(jié)合泉州金融發(fā)展歷程的具體情況,揭示金融綜合改革中政府行為所存在的問題,剖析其產(chǎn)生的原因,并在此基礎(chǔ)上探討政府行為優(yōu)化的對策和建議。我們認(rèn)為,政府應(yīng)該在避免對金融發(fā)展過度干預(yù)的前提下,朝著市場化運(yùn)作的方向,通過創(chuàng)造良好金融環(huán)境,主動引導(dǎo)金融主體入駐和良性競爭,以達(dá)到基本建立與泉州經(jīng)濟(jì)社會發(fā)展相匹配、分層有序的金融組織體系;基本形成各類投資者共同參與、充滿活力的金融市場體系;基本形成形式多樣、功能完備的金融產(chǎn)品創(chuàng)新服務(wù)體系;基本形成風(fēng)險可控、規(guī)范有序的金融發(fā)展環(huán)境。
[Abstract]:In recent years, with the increasingly fierce competition in the international market and the acceleration of domestic economic restructuring, the private economy in Quanzhou urgently needs to be transformed and upgraded, but the problems of difficult financing and expensive financing seriously restrict the further development of enterprises.The benign development of private economy in Quanzhou is in urgent need of optimizing and perfecting the financial system environment. In this context, Quanzhou was successfully approved as the third national comprehensive financial reform experimental area in 2012.Finance is the core of modern economy. As a private economy, Quanzhou has a good foundation and advantages in promoting comprehensive financial reform.Therefore, in the critical period of "second pioneering" transformation and upgrading of Quanzhou's private economy, the study of Quanzhou's comprehensive financial reform can guide and standardize private capital and deepen the reform of financial system.Promoting economic structure transformation and upgrading, cooperation and exchange between the two sides of the Taiwan Strait, and the construction of the economic zone on the west side of the Taiwan Strait have played an extremely important role in promoting the economic development.Based on the above background, this paper tries to use the theory of public management to study the government behavior in the comprehensive financial reform.Therefore, this paper begins with the analysis of three kinds of behavior patterns of local governments in comprehensive financial reform, namely, excessive intervention in administrative participation, market operation in active guidance and passive coping in passive treatment.Combined with the specific situation of Quanzhou's financial development course, this paper reveals the problems existing in the government's behavior in the comprehensive financial reform, analyzes the reasons for its emergence, and then probes into the countermeasures and suggestions for the optimization of the government's behavior.We believe that the government should, on the premise of avoiding excessive interference in financial development, move in the direction of market-oriented operation, by creating a good financial environment, and take the initiative to guide financial subjects to move in and compete well.In order to achieve the basic establishment of a layered and orderly financial organization system that matches the economic and social development of Quanzhou; basically forms a financial market system in which all kinds of investors participate together and is full of vitality; basically forms a variety of forms,The financial product innovation and service system with complete function basically forms the risk controllable, the standard and orderly financial development environment.
