我國(guó)事業(yè)單位分類(lèi)改革研究

【摘要】:公益服務(wù)事業(yè)單位是我國(guó)事業(yè)單位分類(lèi)改革中新分出的一個(gè)事業(yè)類(lèi)別,也是分類(lèi)改革的重點(diǎn)和難點(diǎn)。雖然之前沒(méi)有正式分類(lèi)出這一類(lèi)別的事業(yè)單位,但是它廣泛的分布在公共衛(wèi)生、基本醫(yī)療、義務(wù)教育、基礎(chǔ)科研、公共文化等諸多領(lǐng)域。向社會(huì)和公眾提供公共產(chǎn)品和公共服務(wù),是公益服務(wù)組織的主要組成部分,是政府在公共服務(wù)領(lǐng)域的延伸,在我國(guó)的社會(huì)發(fā)展中起到了極其巨大的作用。改革之后的事業(yè)單位全部具有公益服務(wù)性質(zhì),屬于公益服務(wù)事業(yè)單位。隨著我國(guó)政府的轉(zhuǎn)型和社會(huì)經(jīng)濟(jì)的發(fā)展,事業(yè)單位已經(jīng)不能適應(yīng)現(xiàn)階段我國(guó)各項(xiàng)事業(yè)的發(fā)展。提供的公共產(chǎn)品與公共服務(wù)無(wú)論不論是數(shù)量上還是質(zhì)量上都不能滿足需要,我國(guó)進(jìn)入公益服務(wù)短缺時(shí)代。影響了我國(guó)科學(xué)發(fā)展觀的實(shí)施,阻礙了和諧社會(huì)的建設(shè),已經(jīng)到了非改革不可的關(guān)鍵地步,F(xiàn)今進(jìn)行的改革不同前幾次的改革,政府出臺(tái)諸多文件政策,,提出依據(jù)社會(huì)功能進(jìn)行分類(lèi)改革,承擔(dān)行政職能和從事生產(chǎn)經(jīng)營(yíng)的兩類(lèi)都要改革廢除,只保留公益服務(wù)類(lèi),并要強(qiáng)化其公益性,體現(xiàn)了事業(yè)單位本質(zhì)的回歸。 筆者從公益性出發(fā),緊緊抓住為社會(huì)發(fā)展和人民群眾服務(wù)的宗旨,依據(jù)滿足社會(huì)和公眾的需要的原則,以社會(huì)功能的角度分析公益服務(wù)事業(yè)單位改革的必要性,設(shè)立的重要性,從公共產(chǎn)品和公共服務(wù)的本質(zhì)屬性論證它作用。文章運(yùn)用歷史分析法、比較分析法、實(shí)證分析法等研究方法。采用社會(huì)治理理論、新公共管理理論、公共產(chǎn)品理論、新公共服務(wù)理論、政治學(xué)知識(shí)等界定公益服務(wù)事業(yè)單位的職能,又從我國(guó)事業(yè)單位的改革歷程中尋找到公益服務(wù)事業(yè)單位的改革步伐,分析其分類(lèi)改革存在的難點(diǎn),依據(jù)國(guó)家政策和分類(lèi)原則,論述公益服務(wù)事業(yè)單位分類(lèi)改革的思路和方向,提出要堅(jiān)持公益性?xún)r(jià)值取向的觀點(diǎn),設(shè)想建設(shè)我國(guó)公益服務(wù)新格局,指出建設(shè)過(guò)程中可能遇到的難點(diǎn)和挑戰(zhàn)。 以重建我國(guó)公益服務(wù)新格局為目標(biāo),提出理清政事關(guān)系、科學(xué)規(guī)范分類(lèi)、完善配套制度和創(chuàng)新公益服務(wù)機(jī)制的對(duì)策建議,以期能建設(shè)完善我國(guó)公益服務(wù)事業(yè),解決公益服務(wù)不足,矛盾過(guò)多的問(wèn)題,滿足社會(huì)經(jīng)濟(jì)發(fā)展與公眾的需求,為我國(guó)更快建設(shè)小康社會(huì)助力。
[Abstract]:The public service institution is a new type of institution in the reform of the classification of public institutions in our country, and it is also the focal point and difficulty of the classification reform.Although there has not been a formal classification of this category of institutions, but it is widely distributed in public health, basic medical care, compulsory education, basic scientific research, public culture and many other fields.Providing public goods and public services to the society and the public is the main component of the public service organization and the extension of the government in the field of public service. It has played an extremely important role in the social development of our country.After the reform, all institutions have the nature of public service, belong to public service institutions.With the transformation of our government and the development of social economy, institutions have been unable to adapt to the development of various undertakings in our country.Both quantity and quality of public goods and public services can not meet the needs, so our country has entered the era of shortage of public service.It has affected the implementation of the scientific development view of our country, hindered the construction of the harmonious society, and has already reached the key point of the necessity of reform.The reforms carried out today are different from the previous ones. The government has issued many documents and policies, proposing to carry out classified reforms according to social functions, to reform and abolish both administrative functions and those engaged in production and operation, and to retain only the category of public welfare services.And to strengthen its public welfare, reflecting the nature of the return of institutions.Based on the principle of satisfying the needs of the society and the public, the author analyzes the necessity and importance of the reform of public service institutions from the angle of social function.From the nature of public goods and public services to demonstrate its role.The article uses historical analysis, comparative analysis, empirical analysis and other research methods.Using social governance theory, new public management theory, public product theory, new public service theory, political science knowledge to define the functions of public service institutions,From the reform course of our country's institutions, we find out the reform step of the public service institutions, analyze the difficulties in the classification reform, and discuss the thinking and direction of the public service institutions' classification reform according to the national policy and the classification principle.This paper puts forward the viewpoint of insisting on the value orientation of public welfare, conceives the construction of a new pattern of public welfare service in our country, and points out the difficulties and challenges that may be encountered in the process of construction.Aiming at reconstructing the new pattern of public welfare service in our country, this paper puts forward some countermeasures and suggestions to clarify the relationship between government and affairs, to scientifically standardize the classification, to perfect the supporting system and to innovate the mechanism of public welfare service, in order to build and perfect the cause of public welfare service in our country.To solve the problems of insufficient public service and excessive contradictions, to meet the social and economic development and public needs, to help our country build a well-off society faster.
