【摘要】：地方政府的政策執(zhí)行力是考察地方政府是否履行其職能，有效實施公共管理的重要手段，改革開放后，隨著市場經(jīng)濟的大力發(fā)展，中國政府執(zhí)行手段和方式打破原有計劃經(jīng)濟時代的統(tǒng)治方式，有了質(zhì)的飛躍，但是相關(guān)政策體系還不健全，觀念化的形態(tài)難以轉(zhuǎn)變，政策的貫徹落實受到制度和執(zhí)行者主觀意志的雙重影響。一方面是由于我國行政體制的弊端，法治約束力不足，另一方面執(zhí)政文化上人治思想仍然存在，個人決斷現(xiàn)象普遍。本文通過剖析形成這些問題的影響因素，借助經(jīng)濟學(xué)博弈論模型進行分析,在國內(nèi)外學(xué)者對政策執(zhí)行力的研究成果的基礎(chǔ)上，提出相應(yīng)對策，制定嚴格的政策執(zhí)行程序和制度，以法律制度為準繩，提高政策質(zhì)量和落實力度。同時，，注重政府公共形象與責(zé)任控制，進一步改善我國地方政府執(zhí)行力現(xiàn)狀，提高政府公信力。 本文所探討的政府政策執(zhí)行力范圍，是指地方政府依據(jù)中央政府的宏觀政策，針對所轄區(qū)內(nèi)特定的地理環(huán)境、經(jīng)濟狀況和發(fā)展需求所制定的一系列政策的總和。不僅僅是對公共政策的執(zhí)行力，還包括各級地方政府之間的行政事務(wù)決定和執(zhí)行，正文部分主要闡述了以下幾個問題及其危害：政策的敷衍執(zhí)行、機械執(zhí)行、粗暴執(zhí)行和歪曲執(zhí)行等方面問題，不僅弱化政府權(quán)威性、政府公信力，更是損害了公眾利益。這就需要提高政策質(zhì)量，營造綠色、暢通的政策執(zhí)行環(huán)境，完善政策決策程序，嚴格約束和規(guī)范執(zhí)行者的自由裁量權(quán)力，強化政策執(zhí)行過程的監(jiān)督機制和評估機制并提高執(zhí)行主體自身素質(zhì)。
[Abstract]:The policy execution ability of local governments is an important means to investigate whether local governments perform their functions and effectively implement public management.After the reform and opening up, with the vigorous development of the market economy,The Chinese government has made a qualitative leap through the means and methods of implementation of the old planned economy era, but the relevant policy system is still not perfect, and the conceptualized form is difficult to change.The implementation of the policy is influenced by both the system and the subjective will of the executor.On the one hand, because of the malpractice of our country's administrative system, the rule of law is insufficient, on the other hand, the thought of ruling by man still exists in the ruling culture, and the phenomenon of individual decision is universal.Based on the analysis of the influencing factors of these problems and the analysis of the economic game theory model, based on the research results of the domestic and foreign scholars on the policy execution ability, this paper puts forward the corresponding countermeasures, and formulates strict policy execution procedures and systems.Take the legal system as the yardstick to improve the quality and implementation of the policy.At the same time, pay attention to the government public image and responsibility control, further improve the status quo of local government executive power, enhance the credibility of the government.The scope of the executive power of government policies discussed in this paper refers to the sum of a series of policies formulated by local governments according to the macro policies of the central government and the specific geographical environment, economic situation and development needs within their jurisdiction.Not only the executive power of public policy, but also the decision and execution of administrative affairs between local governments at all levels. The main body part mainly expounds the following problems and their harm: perfunctory implementation of policy, mechanical execution,Rough execution and distortion of execution not only weaken the authority and credibility of the government, but also damage the public interest.This requires improving the quality of policy, creating a green and unimpeded environment for policy implementation, perfecting policy decision-making procedures, strictly restricting and standardizing the discretionary power of the executor,Strengthen the mechanism of supervision and evaluation in the process of policy implementation and improve the quality of the subject.
