【摘要】：改革開放以來,中國(guó)城鄉(xiāng)經(jīng)濟(jì)得到了迅猛發(fā)展,隨著生活水平的提高,人民對(duì)安全、高質(zhì)量藥品的需求日益增加,對(duì)藥品安全重要性的認(rèn)識(shí)也逐步加強(qiáng)。進(jìn)入90年代后,人民的生活水平逐步向小康邁進(jìn),藥品安全的主要問題由保障供給方面轉(zhuǎn)向保障藥品質(zhì)量安全方面。隨著人們對(duì)各種藥品消費(fèi)量的增加,藥品安全和衛(wèi)生隱患也日益突出。由于我國(guó)城鄉(xiāng)差別,農(nóng)村藥品安全問題明顯高于城市,這嚴(yán)重制約了我國(guó)經(jīng)濟(jì)社會(huì)的發(fā)展,影響了改革發(fā)展的成效,影響了社會(huì)的和諧穩(wěn)定。讓農(nóng)民享有價(jià)格便宜、品種齊全、質(zhì)量可靠的藥品,獲得和城鎮(zhèn)居民相同的藥品安全權(quán)益也就成為當(dāng)前藥品安全監(jiān)管的迫切需要解決的問題。 本論文將研究對(duì)象選定于新余市農(nóng)村藥品安全監(jiān)管,以公共管理理論為基礎(chǔ)理論,指出了我國(guó)農(nóng)村藥品安全監(jiān)管的現(xiàn)狀,同時(shí),以新余市為案例,著重從新余市農(nóng)村藥品安全監(jiān)管體制、新余市農(nóng)村藥品安全監(jiān)管取得的成績(jī)、新余市農(nóng)村藥品安全監(jiān)管存在的問題三大方面進(jìn)行分析,通過對(duì)新余市農(nóng)村藥品安全監(jiān)管存在的藥品管理硬件設(shè)施欠缺、醫(yī)療機(jī)構(gòu)藥品管理隱患多、非藥品冒充藥品現(xiàn)象、違法藥品廣告、不合理用藥、藥品價(jià)格虛高等問題形成的原因進(jìn)行系統(tǒng)分析,同時(shí)借鑒了國(guó)內(nèi)外一些發(fā)達(dá)國(guó)家藥品安全監(jiān)管的經(jīng)驗(yàn),從完善基礎(chǔ)建設(shè)、加強(qiáng)醫(yī)療機(jī)構(gòu)監(jiān)管、加大農(nóng)村藥學(xué)技術(shù)人員配備、提高農(nóng)民藥品安全意識(shí)、誠(chéng)信體系建設(shè)、加強(qiáng)隊(duì)伍建設(shè)、打擊藥品虛假?gòu)V告等角度提出完善新余市農(nóng)村藥品安全監(jiān)管的對(duì)策思考,解決當(dāng)前農(nóng)村藥品安全監(jiān)管存在的實(shí)際問題,為政府提供決策參考。
[Abstract]:Since the reform and opening up, China's urban and rural economy has developed rapidly. With the improvement of living standards, the people's demand for safe and high-quality medicines is increasing day by day, and the understanding of the importance of drug safety has been gradually strengthened.Since the 1990s, people's living standard has gradually advanced to a well-off society, and the main problem of drug safety has shifted from the supply side to the guarantee of drug quality and safety.With the increase of people's consumption of all kinds of drugs, the hidden dangers of drug safety and hygiene are becoming more and more prominent.Because of the difference between urban and rural areas, the problem of drug safety in rural areas is obviously higher than that in cities, which seriously restricts the development of our country's economy and society, affects the effect of reform and development, and affects the harmony and stability of society.It is an urgent problem for farmers to obtain the same rights and interests in drug safety as the residents in cities and towns, which is an urgent problem to be solved in the current drug safety supervision.Based on the theory of public administration, this paper points out the current situation of drug safety supervision in rural areas of China, and takes Xinyu City as a case study.Focusing on the rural drug safety supervision system in Xinyu City, the achievements of the rural drug safety supervision in Xinyu City, and the problems existing in the rural drug safety supervision in Xinyu City.Through the lack of hardware facilities for drug management in rural areas of Xinyu City, the large number of hidden dangers in drug management in medical institutions, the phenomenon of non-pharmaceutical counterfeiting, the advertising of illegal drugs, the irrational use of drugs,The causes of the problem, such as the false high drug price, are systematically analyzed. At the same time, the experiences of drug safety supervision in some developed countries at home and abroad are used for reference. From improving the infrastructure construction, strengthening the supervision of medical institutions, and increasing the staffing of rural pharmaceutical technicians,To improve farmers' awareness of drug safety, the construction of credit system, the strengthening of team building, and the fight against false advertisements of drugs, the paper puts forward some countermeasures to improve the supervision of drug safety in rural areas of Xinyu City, so as to solve the practical problems existing in the supervision of drug safety in rural areas at present.To provide the government with decision-making reference.
