【摘要】：行政審批作為政府規(guī)范市場經(jīng)濟(jì)和公共秩序的必要手段,在公共管理過程中發(fā)揮著十分重要的作用。作為計劃經(jīng)濟(jì)的產(chǎn)物,傳統(tǒng)的行政審批制度已不符合我國國情,迫切需要建立符合市場經(jīng)濟(jì)的行政審批制度。2001年國務(wù)院成立行政審批制度改革領(lǐng)導(dǎo)小組,改革工作開始全面啟動。黨的十七大報告明確提出了“深化行政審批制度改革,建設(shè)服務(wù)型政府”的任務(wù)目標(biāo)。十八屆三中全會通過的《中共中央關(guān)于全面深化改革若干重大問題的決定》更是提出“進(jìn)一步簡政放權(quán),深化行政審批制度改革”的要求。天津市濱海新區(qū)作為國家級的改革試驗(yàn)區(qū),經(jīng)過不斷的探索努力,公共服務(wù)體系建設(shè)初見成效。特別是在2014年5月成立全國首家行政審批局,整合全區(qū)資源,將審批職能全部并入審批局統(tǒng)一管理,實(shí)現(xiàn)了真正意義上的“審管分離”。濱海新區(qū)審批局創(chuàng)新管理模式,通過多種手段實(shí)現(xiàn)“一窗服務(wù)”、“一條龍辦理”,極大方便了辦事企業(yè)和群眾,體現(xiàn)了建設(shè)服務(wù)型政府的要求。本文綜合運(yùn)用文獻(xiàn)檢索查閱法、實(shí)地調(diào)研法、案例分析法和比較分析法等研究方法,借鑒美國、日本政府管制的成功改革和深圳、四川、桂林等地有關(guān)行政審批改革的先進(jìn)探索,對基于服務(wù)型政府理念下的濱海新區(qū)行政審批改革現(xiàn)狀進(jìn)行研究,總結(jié)其成功的經(jīng)驗(yàn),系統(tǒng)分析改革中存在的問題及成因,并在此基礎(chǔ)上,結(jié)合實(shí)際,提出進(jìn)一步深化改革內(nèi)容,從完善組織機(jī)構(gòu)設(shè)置、轉(zhuǎn)變政府職能和落實(shí)各項(xiàng)管理制度建設(shè)三個方面,提出改革的對策,主要包括成立行政審批改革領(lǐng)導(dǎo)機(jī)構(gòu)、加強(qiáng)審管分離后的監(jiān)管力度、“幫辦服務(wù)”實(shí)行服務(wù)外包、推行行之有效的績效考核制度、提高行政審批工作人員服務(wù)意識和提高群眾的參與度。
[Abstract]:As a necessary means for government to standardize market economy and public order, administrative examination and approval plays an important role in the process of public administration.As a product of the planned economy, the traditional administrative examination and approval system is no longer in line with the national conditions of our country, and it is urgent to establish an administrative examination and approval system in line with the market economy.The reform work began to start in full swing.The report of the 17th National Congress of the Communist Party of China puts forward the task of "deepening the reform of the administrative examination and approval system and building a service-oriented government".Tianjin Binhai New area as a national-level reform pilot area, through continuous exploration efforts, public service system construction has achieved initial results.In particular, the first administrative examination and approval bureau was set up in May 2014 to integrate the resources of the whole region, and merge the examination and approval function into the unified management of the examination and approval bureau, thus realizing the "separation of the administration of trial and management" in the true sense.Binhai New area examination and approval Bureau innovates the management mode, realizes "one window service" and "one-stop management" through various means, which greatly facilitates the service enterprises and the masses, and embodies the requirements of the construction of service-oriented government.This paper uses the methods of literature retrieval, field investigation, case analysis and comparative analysis to learn from the successful reform of government regulation in the United States and Japan and Shenzhen, Sichuan, etc.This paper studies the current situation of administrative examination and approval reform in Binhai New area based on the concept of service-oriented government, summarizes its successful experience, and systematically analyzes the problems and causes in the reform.On this basis, combined with the actual situation, the author puts forward the reform countermeasures from three aspects: perfecting the organizational structure setting, transforming the government functions and implementing the construction of various management systems.Improve the service awareness of administrative examination and approval staff and enhance the participation of the masses.
