【摘要】：正"你跪著,我也只能陪你跪著"。面對下跪央求不要扣留小車的占道經(jīng)營攤販,城管曹祥超無奈選擇"對跪"。近日,武漢街頭這戲劇性的一幕,反映出城市公共管理的深層尷尬。在中國傳統(tǒng)中,下跪是一種符號,語意是乞求,姿態(tài)是示弱。城管與攤販的對跪說明:在一個權力必須尊重權利的時代,如果缺少充分人性化的制度,權力本身也會掉進被動的窘境。在城市公共管理中,很多地方?jīng)]有把流動商販納入到真正的城市管理體系中,而是以臨時化的管理思維對待這個群體的生存與發(fā)展。
