【摘要】：如今,隨著南寧市經(jīng)濟穩(wěn)定的發(fā)展以及汽車擁有量的持續(xù)增長,城市車輛擁有量與車位供給矛盾的情況在惡化。由于歷史欠賬等原因,南寧市目前的停車系統(tǒng)規(guī)劃和建設(shè)已經(jīng)滯后于停車需求的發(fā)展。伴隨而來的“停車難”現(xiàn)象,已成為南寧市急需解決的城市停車系統(tǒng)規(guī)劃管理問題。 本文試從公共管理的視角,首先,簡要提出了選題的意義以及有關(guān)背景,從停車供需調(diào)查、停車規(guī)劃管理的政策、法律法規(guī)等幾個方面介紹了國內(nèi)外的有關(guān)研究理論和探索實踐,并試圖借助于城市管理的理論對南寧市停車系統(tǒng)規(guī)劃管理做進一步研究。 其次,在明確公共管理、城市管理以及規(guī)劃管理的隸屬關(guān)系的基礎(chǔ)上,進一步分析停車系統(tǒng)規(guī)劃管理的內(nèi)容,指出了停車系統(tǒng)規(guī)劃管理與公共管理相互聯(lián)系。 再次,對南寧市停車系統(tǒng)規(guī)劃的實踐進行審視,對其存在的問題進行分析,進而得出南寧市停車系統(tǒng)規(guī)劃管理發(fā)展所受到的制約因素,主要從規(guī)劃編制、審批和實施管理這三個方面來揭示阻礙當前南寧市停車系統(tǒng)規(guī)劃管理進一步深化的現(xiàn)實因素。 最后是本文重點,針對我國當前政治、經(jīng)濟和社會領(lǐng)域現(xiàn)實條件,從政府決策職責、服務(wù)職責、監(jiān)管職責和鼓勵社會組織參與等四大方面指出在城市停車系統(tǒng)規(guī)劃過程中的政府公共管理責任,并提出相應(yīng)改進策略。 希望通過對南寧市停車系統(tǒng)規(guī)劃管理的研究,管中窺豹,拋磚引玉,能為有效解決城市“停車難”的問題獻計獻策。
[Abstract]:Nowadays, with the steady development of Nanning economy and the continuous growth of car ownership, the contradiction between vehicle ownership and parking space supply is worsening.Due to historical debt, the planning and construction of parking system in Nanning has lagged behind the development of parking demand.Along with the phenomenon of "parking difficulty", it has become an urgent problem of urban parking system planning and management in Nanning.In this paper, from the perspective of public management, first of all, briefly put forward the significance of the topic and related background, from the parking supply and demand survey, parking planning management policy,This paper introduces the domestic and international research theory and exploration practice in several aspects such as laws and regulations, and attempts to further study the planning and management of Nanning parking system with the aid of the theory of urban management.Secondly, on the basis of defining the subordinate relationship among public management, urban management and planning management, the contents of parking system planning management are further analyzed, and the relationship between parking system planning management and public management is pointed out.Thirdly, it examines the practice of parking system planning in Nanning, analyzes its existing problems, and then draws the constraints of the development of planning and management of parking system in Nanning, mainly from the planning formulation.The three aspects of examination and approval and implementation management reveal the realistic factors hindering the further deepening of the planning and management of the parking system in Nanning.Finally, this paper focuses on the current political, economic and social conditions in China, from the government's decision-making responsibility, service responsibility,This paper points out the responsibility of government public management in the process of urban parking system planning and puts forward the corresponding improvement strategies from four aspects: supervision responsibility and encouraging the participation of social organizations.It is hoped that through the study of the planning and management of the parking system in Nanning, it will be helpful to solve the problem of "parking difficulties" in the city.
