【摘要】：正一、前言當(dāng)前,教育是最能牽動(dòng)人們神經(jīng)的一個(gè)話題,人們對(duì)教育的關(guān)注和討論亦十分熱烈。自20世紀(jì)70年代起,為了應(yīng)對(duì)經(jīng)濟(jì)危機(jī)、社會(huì)危機(jī)和時(shí)代發(fā)展的挑戰(zhàn),西方主要發(fā)達(dá)國(guó)家掀起了一場(chǎng)以新公共管理為標(biāo)志的政府改革運(yùn)動(dòng),一些國(guó)家在教育治理問題上進(jìn)行了積極的探索和實(shí)踐。當(dāng)前,"更少的統(tǒng)治、更多的治理"成為了許多國(guó)家政治體制改革的趨勢(shì),也引起了學(xué)者們的廣泛關(guān)注。作為為公眾提供公共服務(wù)的主體,基層公務(wù)員直接面向社會(huì),其服務(wù)能力和水平關(guān)乎政府形象及群眾
[Abstract]:At present, education is a topic that affects people's nerves most, and people pay much attention to education.Since the 1970s, in order to cope with the economic crisis, social crisis and the challenges of the development of the times, a government reform movement marked by the new public management has been launched in the major developed countries of the West.Some countries have carried on the active exploration and the practice on the education governance question.At present, "less rule, more governance" has become the trend of political system reform in many countries, and has aroused the widespread concern of scholars.As the main body of providing public services to the public, civil servants at the grass-roots level are directly facing the society, and their service ability and level are related to the image of the government and the masses.
