【摘要】：政府績效管理自20世紀70年代以來,一直都是公共管理研究的焦點。政府績效評估是政府績效管理有效運行的有力保障,它作為一種源于西方發(fā)達國家的公共管理工具,如今已然形成了全球性的發(fā)展態(tài)勢。而建立一套行之有效的評估指標體系是科學(xué)合理評價政府績效的首要前提。政府績效衡量的效率范式逐漸成為公共行政的主導(dǎo)范式,但它卻忽視了公眾最關(guān)注的公平、責任、正義等重要問題。與新公共管理相比,公共價值管理為政府行為包含的結(jié)果、表達手段以及誠信、合法等提供了一個更為廣泛的衡量范圍。本文意圖走出政府績效評估"政績工程"的傾向,主張政府績效衡量的信任范式才是可持續(xù)的,應(yīng)該高度重視政府服務(wù)的公共價值取向,通過公共價值和公眾集體偏好來衡量政府績效。本文在研究三圈理論、公共價值管理理論和政府績效評估理論的基礎(chǔ)上,借鑒西方理念和實踐,結(jié)合我國政府績效評估體系現(xiàn)狀及存在問題,從評估主體、評估內(nèi)容、評估方式及評估結(jié)果應(yīng)用等方面對公共價值管理績效評估體系進行總體設(shè)計。政府績效評估指標體系作為政府績效評估的核心,決定著整個績效評估的科學(xué)程度。本文基于治理過程的考察,遵循指標設(shè)計的基本原則,從合法性、政府能力、價值創(chuàng)造三個方面出發(fā),設(shè)計相應(yīng)的二級指標及主要觀測點,構(gòu)建一個完整的公共價值管理績效評估指標體系。最后,對公共價值管理績效評估指標體系進行檢驗及應(yīng)用模型構(gòu)建,并嘗試與其他政府績效評估指標進行對比、分析和總結(jié),為政府績效評估和改進政府行為提供建議。公共價值管理績效評估體系研究具有理論意義和實際意義。一方面,公共價值管理績效評估體系研究無論是對于公共價值管理理論的研究,還是對于深化政府績效評估理論研究和拓展政府管理創(chuàng)新研究視野都具有重大理論價值。另一方面,研究公共價值管理績效評估體系不僅可以樹立與科學(xué)發(fā)展觀相適應(yīng)的政績觀,對政府決策具有一定的參考價值,而且重視政府績效考評,致力于發(fā)現(xiàn)和創(chuàng)造公共價值,有利于建設(shè)一個讓人民滿意的服務(wù)型政府。
[Abstract]:The government performance management since 1970s, has always been the focus of public management research. Government performance evaluation is a powerful guarantee for the effective operation of the performance management of the government, it is used as a source in the western developed countries public management tools, and now has become the global development trend. And the establishment of a set of effective evaluation index system is the most important the premise of scientific and rational evaluation of government performance. The efficiency of the paradigm of government performance measurement has gradually become the dominant paradigm of the public administration, but it is ignored by the public is most concerned about fairness, responsibility, justice and other important problems. Compared with the new public management, public value management of government behavior includes results, means of expression and legal integrity, etc. provides a more wide measuring range. The intention of this article is out of the tendency of government performance evaluation "political project", advocates the government performance measurement trust fan Type is the only sustainable, should attach great importance to the public value orientation of government services, to measure government performance through public value and public collective preference. In this paper, in the study of three circle theory, basic public value management theory and government performance evaluation theory, the western philosophy and practice, combined with China's current situation and existing government performance evaluation system the problem, from the evaluation subject, evaluation content, evaluation methods and assessment of the application of public value management performance evaluation system for the overall design. The core of the government performance evaluation index system for government performance evaluation, the scientific degree determines the whole performance evaluation. This paper examines the governance process based on the basic principles of index design from the legitimacy of the government ability, value creation in three aspects of two indicators of the corresponding design and main observation point, Gou Jianyi complete the public The performance evaluation index system of value management. On the other hand, the Research of public value management performance evaluation system can not only establish compatible with Scientific Outlook on Development's outlook, has a certain reference value to the government decision-making, but also attach importance to the government performance evaluation, dedicated to the discovery and innovation The construction of public value is conducive to the construction of a service-oriented government which is satisfied with the people.
