【摘要】:隨著加速推進(jìn)工業(yè)化、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化發(fā)展,建設(shè)用地的剛性需求增加,顯示出土地資源的約束性,中國(guó)的基本國(guó)情和發(fā)展階段,決定了未來(lái)在土地方面有更嚴(yán)重的供需矛盾,依靠投資主導(dǎo)、擴(kuò)展規(guī)模的模式,低效利用和過(guò)度消耗土地資源的粗放型發(fā)展不可持續(xù)。只能通過(guò)有效地改變管理理念、管理職能和管理的方式,實(shí)施資源節(jié)約優(yōu)先戰(zhàn)略,節(jié)約集約利用土地,減少經(jīng)濟(jì)發(fā)展在土地上的資源性消耗,改變土地利用方式,,促進(jìn)經(jīng)濟(jì)發(fā)展,從根本上改變土地資源的供給和需求之間的矛盾,緩和緊張局勢(shì),為了更好地保護(hù)和促進(jìn)科學(xué)發(fā)展。要正確處理好資源保護(hù)和保障當(dāng)?shù)氐慕?jīng)濟(jì)發(fā)展之間的關(guān)系,更新觀念,實(shí)行規(guī)劃,樹(shù)立土地集約合理用地的觀念,我們必須挖掘存量建設(shè)土地的潛力,為地方經(jīng)濟(jì)的發(fā)展和城鎮(zhèn)的建設(shè)提供用地保障。 本論文為了實(shí)現(xiàn)土地利用方式的改變,促進(jìn)城鎮(zhèn)建設(shè)用地的集約節(jié)約利用,在城鎮(zhèn)存量建設(shè)用地整治的一般理論分析的基礎(chǔ)上,對(duì)城鎮(zhèn)存量建設(shè)用地整治技術(shù)方法進(jìn)行研究,首先對(duì)我國(guó)的城鎮(zhèn)存量建設(shè)用地的利用現(xiàn)狀與問(wèn)題進(jìn)行分析、通過(guò)對(duì)文獻(xiàn)歸納目前城鎮(zhèn)存量建設(shè)用地整治理論潛力、現(xiàn)實(shí)潛力的測(cè)算方法、探索城鎮(zhèn)存量建設(shè)用地整治潛力綜合評(píng)價(jià)過(guò)程,總結(jié)城鎮(zhèn)存量建設(shè)用地的整治模式,并通過(guò)實(shí)地調(diào)研,得到城鎮(zhèn)存量建設(shè)用地整治典型模式。 再以福建省涵江區(qū)為實(shí)證研究,分析涵江區(qū)城鎮(zhèn)土地利用現(xiàn)狀和城市危舊房改造現(xiàn)狀,以及規(guī)劃要達(dá)到的城鎮(zhèn)用地結(jié)構(gòu)和布局。借助GIS技術(shù)、統(tǒng)計(jì)分析等手段,采用以人口容納能力為依據(jù)的計(jì)算方法,得到涵江區(qū)城鎮(zhèn)存量建設(shè)用地整治的理論潛力為1071.44公頃。通過(guò)對(duì)空閑土地的量算,和對(duì)閑置土地的調(diào)查分析統(tǒng)計(jì),匯總得到涵江區(qū)城鎮(zhèn)存量建設(shè)用地整治的現(xiàn)實(shí)潛力為531.89公頃。根據(jù)建筑密度、建筑容積率單指標(biāo),結(jié)合人均用地,以城鎮(zhèn)用地中的商服用地、工礦倉(cāng)儲(chǔ)用地、住宅用地、公共管理和公共服務(wù)用地的宗地為評(píng)價(jià)單元,對(duì)涵江區(qū)進(jìn)行城鎮(zhèn)存量建設(shè)用地整治潛力評(píng)價(jià),將筑密度0.5,商服用地建筑容積率2.5,住宅用地建筑容積率1.7,工礦倉(cāng)儲(chǔ)用地建筑容積率0.6,公共管理與公共服務(wù)用地建筑容積率0.8,機(jī)關(guān)團(tuán)體用地建筑容積率1.2劃為一級(jí)潛力區(qū),為低效利用土地,優(yōu)先開(kāi)展城鎮(zhèn)存量建設(shè)用地整治,涵江區(qū)城鎮(zhèn)存量建設(shè)用地整治一級(jí)潛力面積為313.20公頃,主要分布在國(guó)歡鎮(zhèn)、涵東街道;將建筑密度大于等于0.5且小于0.67,商服用地建筑容積率大于等于2.5且小于4.5,住宅用地建筑容積率大于等于1.7且小于2.7,工礦倉(cāng)儲(chǔ)用地建筑容積率大于等于0.6且小于1.2,公共管理與公共服務(wù)用地建筑容積率大于等于0.8且小于1.5,機(jī)關(guān)團(tuán)體用地建筑容積率大于等于1.2且小于2.5劃為二級(jí)潛力區(qū),為中度利用土地,適當(dāng)開(kāi)展城鎮(zhèn)存量建設(shè)用地整治,涵江區(qū)城鎮(zhèn)存量建設(shè)用地整治二級(jí)潛力面積為405.5公頃,主要分布在涵東街道、國(guó)歡鎮(zhèn);將建筑密度=0.67,商服用地建筑容積率大于等于4.5,住宅用地建筑容積率大于等于2.7,公共管理與公共服務(wù)用地建筑容積率大于等于1.5,機(jī)關(guān)團(tuán)體用地建筑容積率大于等于2.5劃為三級(jí)潛力區(qū),為集約利用土地,城鎮(zhèn)存量建設(shè)用地整治的潛力較小,涵江區(qū)城鎮(zhèn)存量建設(shè)用地整治三級(jí)潛力面積為72.49公頃,主要分布在涵東街道和涵西街道。在以上潛力測(cè)算和評(píng)價(jià)結(jié)果基礎(chǔ)上結(jié)合涵江區(qū)的實(shí)際情況分別對(duì)涵江區(qū)的空閑土地、閑置土地和低效利用土地提出相應(yīng)具體的盤(pán)活方法以及整治模式,涵江區(qū)城鎮(zhèn)存量建設(shè)用地的整治模式為老城區(qū)改造的城鎮(zhèn)存量建設(shè)用地整治模式、城鄉(xiāng)結(jié)合部改造的城鎮(zhèn)存量建設(shè)用地整治模式和舊工礦改造的存量建設(shè)用地整治模式;涵江區(qū)老城區(qū)改造的城鎮(zhèn)存量建設(shè)用地整治模式主要分布在涵東街道和涵西街道,城鄉(xiāng)結(jié)合部改造的城鎮(zhèn)存量建設(shè)用地整治模式主要分布在梧塘、國(guó)歡、三江口等鄉(xiāng)鎮(zhèn),舊工礦改造的存量建設(shè)用地整治模式主要分布在梧塘鎮(zhèn)、國(guó)歡鎮(zhèn)等鄉(xiāng)鎮(zhèn)。 最后在以上研究的基礎(chǔ)上提出關(guān)于城鎮(zhèn)存量建設(shè)用地整治的政策建議,建議加強(qiáng)城鎮(zhèn)存量建設(shè)用地整治的制度設(shè)計(jì),建立健全城鎮(zhèn)存量建設(shè)用地整治的技術(shù)規(guī)范和產(chǎn)業(yè)化體系,積極開(kāi)展城鎮(zhèn)存量建設(shè)用地整治,為土地整治規(guī)劃編制、實(shí)施提供參考依據(jù)。
[Abstract]:With the acceleration of industrialization , urbanization and the modernization of agriculture , the rigid demand of the construction land is increased , showing the binding nature of land resources , the basic national conditions and the development stage of China , and the sustainable development of land resources .
In order to realize the change of land use pattern and promote the intensive saving and utilization of urban construction land , the paper studies the present situation and problems of urban stock construction land use . First of all , this paper analyzes the present situation and problems of urban stock construction land use , summarizes the comprehensive evaluation process of urban stock construction land reclamation potential , summarizes the whole management model of urban stock construction land , and finds out the typical pattern of urban stock construction land renovation through field investigation .
Based on the analysis and statistics of urban land use in urban areas , the paper gives a summary of the potentiality of urban land use in urban areas . By means of GIS technology and statistical analysis , the paper makes a summary of the potential for urban stock construction land reclamation in the area of urban land . According to the construction density and building volume ratio of residential land , residential land , public administration and public service land , the potential area of the land for construction land in urban areas is 313.20 hectares , which is mainly distributed in the town of Huanhuan Town and culvert ;
the building density of the residential land is greater than or equal to 2.5 and less than 4.5 , the building volume ratio of the residential land is greater than or equal to 1.7 and less than 2.7 , the building volume ratio of the industrial and mining storage land is greater than or equal to 0.6 and less than 1.5 , the building volume ratio of the industrial and mining storage land is greater than or equal to 1.8 and less than 1.5 , the construction land utilization rate of the urban storage land is more than or equal to 1.2 and less than 2.5 , the secondary potential area of the urban stock construction land in the culvert area is 405 . 5 hectares , which is mainly distributed in the culvert street and the State Huan town ;
Based on the above potential calculation and evaluation results , the paper puts forward corresponding concrete methods of inventory construction and the renovation mode of urban stock construction land for urban and rural areas . The renovation mode of urban stock construction land in urban and rural areas is the renovation mode of urban stock construction land , the renovation of urban and rural areas and the renovation of old working ore .
The renovation mode of urban stock construction land in the old urban area of the culvert area is mainly distributed in the villages and towns of Dongdong Street and culvert west street , and the renovation of urban and rural areas is mainly distributed in towns such as Wutang , Guohuan and Sanjiangkou , and the renovation of old industrial and mining land is mainly distributed in towns such as Wutang Town and State Huan Town .
Finally , on the basis of the above research , the paper puts forward the policy suggestion on the management of urban stock construction land , and proposes to strengthen the system design of the urban stock construction land reclamation , establish and improve the technical specification and the industrialization system of the urban stock construction land reclamation , actively carry out the renovation of the urban stock construction land , and provide the reference basis for the preparation and implementation of the land reclamation planning .
