【摘要】：農(nóng)民工問題是我國現(xiàn)代化進程中最富挑戰(zhàn)性與發(fā)展機遇性的問題之一。農(nóng)民工作為我國社會轉(zhuǎn)型期特殊群體,他們?yōu)榻?jīng)濟社會發(fā)展做出了巨大貢獻,但他們社會地位低下,突出表現(xiàn)在政治、經(jīng)濟和精神文化權(quán)益相對貧困、融入城市困難、幸福感不強,事實上成為了城市的“二等公民”、企業(yè)的“編外職工”。農(nóng)民工問題若長期得不到解決,必將在一定程度上引發(fā)社會緊張、影響社會和諧、妨礙科學(xué)發(fā)展,不利于建成全面小康社會和實現(xiàn)“中國夢”。本文從社會是以分層狀態(tài)存在的這一前提出發(fā),運用“第三部門”、公共管理、勞動力社會融合、社會地位等理論,以湖南省為例,在考察農(nóng)民工社會地位和工會組織公共產(chǎn)品供給現(xiàn)狀的基礎(chǔ)上,對農(nóng)民社會地位的突出特點、隱含風(fēng)險進行了全景式地揭示,對工會組織在供給公共產(chǎn)品方面存在的主要問題及內(nèi)在原因進行了分析,并在充分借鑒部分西方國家工會組織在維護工人權(quán)益、改善工人社會地位的成功做法的基礎(chǔ)上,以工會組織的視角,探討其作為提供準公共產(chǎn)品的“第三部門”,在幫助農(nóng)民工提升社會地位實踐中的目標取向、路徑選擇,重點從組織化、制度化、內(nèi)涵化三條路徑探討了工會組織強化公共服務(wù)職能改善農(nóng)民工社會地位的具體措施和可行辦法,力求為解決農(nóng)民工問題提供一種新的思路。
[Abstract]:The problem of migrant workers is one of the most challenging and developing opportunities in the process of modernization of our country. As a special group in the period of social transformation, migrant workers have made great contributions to the economic and social development, but their social status is low. Outstanding are the relative poverty of political, economic, spiritual and cultural rights and interests, the difficulty of integrating into the city, and the lack of happiness. In fact, they have become "second-class citizens" of the city and "non-staff workers" of enterprises. If the problem of migrant workers cannot be solved for a long time, It will lead to social tension to some extent, affect social harmony, hinder the development of science, be unfavorable to building a well-off society in an all-round way and realize "Chinese Dream". This paper proceeds from the premise that society exists in a stratified state. Using the theories of "the third sector", public administration, social integration of labor force and social status, taking Hunan Province as an example, on the basis of examining the social status of migrant workers and the supply of public goods organized by trade unions, the prominent characteristics of peasants' social status are discussed. The implied risks are revealed in a panoramic way, and the main problems and internal reasons of trade union organizations in the supply of public goods are analyzed, and the trade union organizations in some western countries are fully learning from the protection of workers' rights and interests. On the basis of the successful practice of improving the social status of workers, from the perspective of trade union organization, this paper discusses the goal orientation and path choice in helping migrant workers to improve their social status in the practice of providing quasi public goods as "the third sector". This paper mainly discusses the concrete measures and feasible methods of strengthening the public service function of trade unions to improve the social status of migrant workers from the three paths of systematization, institutionalization and intension, and tries to provide a new way of thinking for solving the problems of migrant workers.
