【摘要】：本文的論述是在“新公共管理運(yùn)動(dòng)”大的背景下進(jìn)行的,各個(gè)國(guó)家紛紛進(jìn)行公民參與地方政府績(jī)效評(píng)估的實(shí)踐,進(jìn)行行政管理體制的改革。改變以往政府與公民之間管理者與被管理者的關(guān)系,使政府與公民之間的關(guān)系向服務(wù)與被服務(wù)者的良性互動(dòng)轉(zhuǎn)化。在這個(gè)過程中提高了政府部門的效率,增強(qiáng)了政府部門對(duì)公眾的責(zé)任。我國(guó)地方政府進(jìn)行公民參與績(jī)效評(píng)估的活動(dòng)符合我國(guó)建設(shè)服務(wù)型政府的理念,符合人民當(dāng)家作主的國(guó)家性質(zhì),這就使得研究公民參與我國(guó)地方政府績(jī)效評(píng)估具有了理論上的必然性。 本文通過對(duì)各地公民參與地方政府績(jī)效評(píng)估實(shí)踐的研究,發(fā)現(xiàn)優(yōu)勢(shì)和所存在的不足,以此不足為出發(fā)點(diǎn),找出存在的問題。從價(jià)值理念、參與評(píng)估主體、參與評(píng)估途徑和評(píng)估結(jié)果四個(gè)方面總結(jié)公民參與地方政府績(jī)效評(píng)估出現(xiàn)問題的原因并提出相應(yīng)的對(duì)策建議。
[Abstract]:The discussion of this paper is carried out under the background of "New Public Management Movement". The practice of citizens' participation in the performance evaluation of local government is carried out in every country. Reform the administrative system. Change the relationship between the government and the citizens. The transformation of the relationship between the government and the citizen into a positive interaction between the service and the person served. In the process, the efficiency of the government department has been improved. The performance evaluation of citizen participation by local government conforms to the concept of building a service-oriented government in our country, and conforms to the national nature of the people as the master of their own country. This makes the study of citizen participation in our local government performance evaluation has a theoretical inevitability. Based on the research of local citizens' participation in the practice of local government performance evaluation, this paper finds out the advantages and shortcomings, and finds out the existing problems from the perspective of value concept, participation in the evaluation of the main body, This paper summarizes the causes of the problems in the performance evaluation of the local government and puts forward the corresponding countermeasures and suggestions.
