【摘要】：語言服務(wù)管理是公共服務(wù)管理的內(nèi)容之一,尤其是隨著全球化進程的日益加速,中國政治、經(jīng)濟、文化等各方面的高速發(fā)展,國際間的交流愈加頻繁,語言服務(wù)管理在公共服務(wù)管理中的重要地位愈加凸顯。尤其是在各類國際大型體育賽事紛紛落戶中國的大背景下,中國體育產(chǎn)業(yè)經(jīng)濟在奧運經(jīng)濟的催化下日漸蓬勃,大型賽事作為彰顯國家文化的窗口,在一定程度上也是國家綜合實力呈現(xiàn)的重要機會,更是公共管理能力的集中體現(xiàn)。 如何通過賽事語言服務(wù)項目尤其是口譯項目的管理為大型賽事微觀管理助力,如何轉(zhuǎn)變思維且充分利用賽事口譯項目過程管理創(chuàng)新公共服務(wù)方式,賽事口譯項目過程管理目前的現(xiàn)狀如何,存在哪些方面的問題,項目管理運作又能發(fā)揮怎樣的作用,這些都是作為賽事公共管理方面面臨的問題。 大型體育賽事口譯項目管理工作是一項內(nèi)容龐雜的系統(tǒng)工程,需要由緊密協(xié)同的各個系統(tǒng)組成,無論是宏觀管理還是微觀服務(wù),均涉及管理機構(gòu)設(shè)置、團隊組建、人員培訓(xùn)、后勤保障、質(zhì)量管理、風(fēng)險控制、供應(yīng)商遴選及賽時實戰(zhàn)等多個環(huán)節(jié),可謂千頭萬緒。 大型賽事在我國發(fā)源較晚,尤其是對于大型賽事口譯項目管理的研究更是起步較晚,相對于國外的研究現(xiàn)狀,我們?nèi)源嬖诤艽蟛罹�。且由于國家體制不同,在語言服務(wù)管理上有著我國的特色,本文通過借鑒國外先進理論和實施辦法,結(jié)合國內(nèi)大型賽事口譯項目運作管理的特點,期望協(xié)助建立起科學(xué)高效的管理措施,增強口譯服務(wù)的準確性、統(tǒng)一性和協(xié)調(diào)性,極大提高整個項目的運行效率,為大型體育賽事成功、圓滿和出色地舉行奠定最堅實的基礎(chǔ)。 本文通過親歷2008年北京奧運會、2010年廣州亞運會、2011年深圳大運會等大型賽事口譯服務(wù)現(xiàn)場以及2012年倫敦奧運會、2014年南京青奧會的語言服務(wù)管理籌備工作經(jīng)歷,結(jié)合目前國內(nèi)外大型體育賽事口譯項目的運作特點,遵循“計劃籌備、運行控制、歸納總結(jié)”的基礎(chǔ)理論方法,從大型賽事組委會的角度,對賽事口譯項目進行深入探析。另外,本文創(chuàng)新性地從大型賽事口譯項目過程管理的角度進行分析和研究,著重突出了“項目過程管理”的理念,實現(xiàn)了項目管理理論與實踐的充分結(jié)合,提出了具有“協(xié)同效應(yīng)”的管理人員層級設(shè)計思路,進一步細化了口譯員的測評流程和測評標準,系統(tǒng)總結(jié)了項目的風(fēng)險描述和操作難點,并提出了積極有效的應(yīng)對措施。旨在通過本論題的研究,向大型賽事管理人員提供有力的工作指導(dǎo),引發(fā)社會各界對于此論題的關(guān)注和深入研究,確�？茖W(xué)高效的賽事口譯項目管理方案的建立和推廣,從而進一步提升我國大型體育賽事的管理水平。
[Abstract]:Language service management is one of the contents of public service management, especially with the acceleration of globalization and the rapid development of Chinese politics, economy and culture, international exchanges become more and more frequent. Language service management plays an increasingly important role in public service management, especially against the background of all kinds of international sports events have settled in China, the Chinese sports industry economy is flourishing under the catalysis of Olympic economy. As a window to highlight the national culture, the large-scale competition is also an important opportunity for the overall strength of the country to a certain extent, and also a concentrated embodiment of the ability of public administration. How to help the micro-management of large-scale events through the management of language service items, especially interpretation projects, and how to change their thinking and make full use of the process management of event interpreting projects to innovate the public service mode? What is the present situation of the project process management of the event interpretation, what aspects of the problems exist, and what role the project management can play? these are the problems faced by the public management of the event. The project management of interpretation for large-scale sports events is a complex system engineering, which needs to be composed of closely coordinated systems. Whether macro management or micro service, it involves the establishment of management organization, team formation, personnel training, etc. Logistics, quality management, risk control, supplier selection and actual combat, and so on. The research on the project management of the interpretation project of the large-scale competition started relatively late in China, especially the research on the project management of the interpretation project of the large-scale competition. Compared with the present research situation of foreign countries, we still have a big gap, and because of the different national system, there is still a big gap between the two countries. The management of language service has its own characteristics in our country. By referring to the advanced theories and implementing methods of foreign countries and combining the characteristics of the operational management of interpretation projects in large-scale domestic competitions, this paper hopes to help establish scientific and efficient management measures. Enhance the accuracy, unity and coordination of interpretation services, greatly improve the efficiency of the entire project, and lay the most solid foundation for the success of major sports events and the successful and outstanding conduct of the event.
