【摘要】：胡錦濤總書記視察山東時(shí)提出了開發(fā)海洋資源、打造半島藍(lán)色經(jīng)濟(jì)區(qū)的設(shè)想。日照作為山東半島藍(lán)色經(jīng)濟(jì)區(qū)的重要組成部分,大膽創(chuàng)新、率先突破、先行先試,提出了開發(fā)建設(shè)日照國(guó)際海洋城的戰(zhàn)略構(gòu)想,并已被納入國(guó)家山東半島藍(lán)色經(jīng)濟(jì)區(qū)戰(zhàn)略規(guī)劃。日照國(guó)際海洋城,作為日照市城市總體規(guī)劃“三城一區(qū)”的重要一城和山東半島藍(lán)色經(jīng)濟(jì)區(qū)重點(diǎn)打造的“四區(qū)三園”之一,以“新產(chǎn)業(yè)、新生態(tài)、新生活”為主題,重點(diǎn)打造集海洋科技、海洋服務(wù)、海洋工裝、海洋生物、海水利用、海洋環(huán)保、海洋文化、海洋旅游為一體的產(chǎn)城融合新區(qū)。 本文以日照國(guó)際海洋城開發(fā)建設(shè)為實(shí)例,探討了日照國(guó)際海洋城管委會(huì)政府職能轉(zhuǎn)變的有關(guān)問題,并提出了對(duì)策建議。本文首先介紹了國(guó)外在政府職能方面研究的現(xiàn)狀,同時(shí)也對(duì)國(guó)內(nèi)政府職能研究的情況進(jìn)行了闡述,分析了當(dāng)前研究存在的不足,發(fā)現(xiàn)目前存在對(duì)政府職能轉(zhuǎn)變的理論基礎(chǔ)研究不透徹,缺乏對(duì)地方政府職能轉(zhuǎn)變實(shí)證的分析,研究分析的方法較為單一等方面的問題。其次對(duì)政府職能、新公共管理理論的相關(guān)概念進(jìn)行了介紹,并對(duì)日照國(guó)際海洋城空間選址與布局、用地規(guī)模、目標(biāo)定位、發(fā)展方向等方面進(jìn)行了簡(jiǎn)要介紹。天津生態(tài)城和廣州知識(shí)城與日照國(guó)際海洋城情況類似,也是我國(guó)與新加坡合作共同打造的合作經(jīng)濟(jì)園區(qū),文章對(duì)其基本情況進(jìn)行了簡(jiǎn)要介紹,總結(jié)了他們?cè)谡毮苻D(zhuǎn)變方面的經(jīng)驗(yàn)和做法,為日照國(guó)際海洋城政府職能轉(zhuǎn)變的研究提供借鑒。第四章,對(duì)日照國(guó)際海洋城管委會(huì)的作用進(jìn)行了肯定,并用海洋城的發(fā)展情況為實(shí)例進(jìn)行了說明。第五章,對(duì)日照國(guó)際海洋城管委會(huì)在思想觀念、自身定位等幾方面存在的問題進(jìn)行了分析,這些問題需要高度關(guān)注并加以解決。最后一章,也是本文最重要的一章,對(duì)完善日照國(guó)際海洋城管委會(huì)職能提出了意見建議,包括日照國(guó)際海洋城管委借鑒新理念實(shí)現(xiàn)自身轉(zhuǎn)變、自身定位、人事制度創(chuàng)新和存在的問題不足等三個(gè)方面。 通過研究,希望能對(duì)日照國(guó)際海洋城政府職能轉(zhuǎn)變提供借鑒意義,加快政府職能轉(zhuǎn)變步伐,加快開發(fā)建設(shè)進(jìn)度,進(jìn)一步推動(dòng)日照海洋產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí),促進(jìn)日照經(jīng)濟(jì)社會(huì)跨越發(fā)展。
[Abstract]:During his visit to Shandong, General Secretary Hu Jintao put forward the idea of developing marine resources and creating a blue economic zone on the peninsula. As an important part of the blue economic zone of the Shandong Peninsula, Rizhao was bold and innovative, took the lead in breaking through, and first tried it out. The strategic conception of the development and construction of Rizhao International Ocean City has been put forward, and it has been incorporated into the strategic plan of the blue economic zone of Shandong Peninsula. As an important city in Rizhao's urban master plan, "three cities and one district" and one of the "four regions and three parks" which are created by the blue economic zone of Shandong Peninsula, with the theme of "New Industry, New Ecology and New Life", it focuses on building marine science and technology. Ocean service, marine tooling, marine life, sea water use, marine environmental protection, marine culture, marine tourism as one of the production city integration new area. Taking the development and construction of Rizhao International Ocean City as an example, this paper discusses the problems related to the transformation of government functions of Rizhao International Ocean City Management Committee, and puts forward some countermeasures and suggestions. At the same time, it also expounds the situation of domestic government function research, analyzes the shortcomings of the current research, finds that the theoretical basis of the transformation of government functions is not thorough, and lacks the empirical analysis of the transformation of local government functions. Secondly, the related concepts of government function and new public management theory are introduced, and the spatial location and layout of Rizhao International Ocean City, the scale of land use, the target orientation, and so on are introduced. The situation of Tianjin Ecological City and Guangzhou Knowledgetown is similar to that of Rizhao International Ocean City, and it is also a cooperative economic park built jointly by China and Singapore. The article briefly introduces its basic situation. This paper summarizes their experiences and practices in the transformation of government functions, and provides reference for the study of the transformation of government functions in Rizhao International Ocean City. Chapter 4th affirms the role of Rizhao International Ocean City Management Committee. Using the development of Ocean City as an example, this paper analyzes the problems existing in Rizhao International Ocean City Management Committee in several aspects, such as ideology, self-orientation, etc., in Chapter 5th. These problems need to be paid close attention to and solved. The last chapter, which is also the most important chapter of this paper, puts forward some suggestions on how to improve the functions of Rizhao International Ocean City Management Committee. It includes three aspects: the Rizhao International Ocean Urban Management Commission uses the new concept to realize its own transformation, its own positioning, the innovation of personnel system and the existing problems. Through the research, I hope to provide reference for Rizhao International Ocean City government function transformation, accelerate the pace of government function transformation, accelerate the pace of development and construction, and further promote the optimization and upgrading of Rizhao marine industrial structure. To promote the economic and social development of Rizhao.
