云南省干部人事檔案信息化建設(shè)探析

【摘要】:干部人事檔案信息化建設(shè)是一項(xiàng)綜合性的系統(tǒng)工程,包含了干部人事檔案信息數(shù)據(jù)采集、管理、利用,又包含信息系統(tǒng)硬件、軟件的規(guī)劃、配置、維護(hù)、管理。盡管當(dāng)前的干部人事檔案信息化建設(shè)水平離安全、高效、經(jīng)濟(jì)的干部人事檔案管理工作需求相距甚遠(yuǎn),但如果我們不去探索,去實(shí)踐,從中找出與信息時(shí)代發(fā)展相適應(yīng),體現(xiàn)效率、效益等基本的公共管理理念的適合干部人事檔案事業(yè)發(fā)展的新思路,新方法,干部人事檔案管理工作就將長期停滯不前,越來越遠(yuǎn)地落后于時(shí)代的發(fā)展,嚴(yán)重影響干部選拔任用和組織工作的健康發(fā)展。 筆者通過分析研究現(xiàn)行干部人事檔案管理發(fā)展需求、信息化建設(shè)現(xiàn)狀以及存在問題和原因,提出干部人事檔案管理信息化建設(shè)定位:建立一個(gè)統(tǒng)一完整的干部人事檔案信息云數(shù)據(jù)庫,建立一套智能化的信息數(shù)據(jù)自動(dòng)處理、管理系統(tǒng),建立一個(gè)完備的信息數(shù)據(jù)終端應(yīng)用體系。具體途徑為“五化”:建設(shè)系統(tǒng)化,統(tǒng)一組織領(lǐng)導(dǎo),統(tǒng)一建設(shè)經(jīng)費(fèi)渠道,統(tǒng)一組織實(shí)施;材料數(shù)字化,解決數(shù)字、紙質(zhì)雙套制的問題,制定制度化的解決方案,明確組織人事部門負(fù)責(zé)管理利用數(shù)字信息數(shù)據(jù),檔案館負(fù)責(zé)保存原有的紙質(zhì)檔案和新的電子信息數(shù)據(jù);管理自動(dòng)化,實(shí)現(xiàn)信息數(shù)據(jù)產(chǎn)生、加工、整理、更新自動(dòng)化,實(shí)現(xiàn)數(shù)據(jù)自動(dòng)處理、信息智能管理;利用網(wǎng)絡(luò)化,建立面向決策者的信息利用加密便攜終端,面向組織人事工作者的業(yè)務(wù)應(yīng)用平臺(tái),面向公民的因特網(wǎng)信息應(yīng)用系統(tǒng);研究專業(yè)化,進(jìn)行專業(yè)理論研究,指引信息化建設(shè)正確方向。只有實(shí)現(xiàn)“五化”,才可能最大限度地發(fā)揮干部人事檔案的作用,提高干部人事檔案管理工作效率,有效服務(wù)干部隊(duì)伍建設(shè)。 論文的創(chuàng)新和價(jià)值在于:通過分析研究現(xiàn)行干部人事檔案管理發(fā)展需求、信息化建設(shè)現(xiàn)狀和存在問題,提出了干部人事檔案管理信息化建設(shè)的目標(biāo)定位,探索了信息化建設(shè)的實(shí)現(xiàn)途徑。
[Abstract]:The information construction of cadre and personnel archives is a comprehensive system engineering, which includes the collection, management, utilization and planning of the hardware and software of the information system, including the planning, configuration and maintenance of the information system. Management. Although the current level of information construction of cadre and personnel archives is far from the needs of the safe, efficient and economical cadre personnel archives management, but if we do not explore, practice, and find out that it is in line with the development of the information age, Reflecting the basic public management concepts such as efficiency and efficiency, which are suitable for the development of cadre personnel archives, new ideas, new methods, and cadres and personnel records management will stagnate for a long time and will lag further behind the development of the times. Seriously affect the selection and appointment of cadres and the healthy development of the organization. The author analyzes and studies the development needs of current cadre and personnel file management, the present situation of information construction, and the existing problems and reasons. This paper puts forward the orientation of information construction of cadre and personnel file management: establishing a unified and complete database of cadre and personnel file information cloud, setting up a set of intelligent information data automatic processing and management system, Set up a complete information data terminal application system. The concrete way is "five turns": construction systematization, unified organization and leadership, unified construction fund channel, unified organization implementation, material digitization, solving the problem of digital, paper double set system, To formulate an institutionalized solution, to organize the personnel department to be responsible for managing and utilizing digital information data, and for archives to be responsible for preserving the original paper files and new electronic information data, and for automating the management, realizing the generation, processing, and sorting of information data, Update automation, realize automatic processing of data, manage information intelligently, use network to set up the application platform of using encryption portable terminal for decision makers and organizing personnel workers, Internet information application system for citizens; research specialization, professional theoretical research, guiding information construction in the right direction. Only by realizing the "five changes", can we maximize the role of cadre and personnel files. We will improve the efficiency of the management of cadre personnel files and effectively serve the building of the cadre contingent. The innovation and value of this paper are as follows: through analyzing and studying the development demand of current cadre personnel file management, the present situation and existing problems of information construction, the paper puts forward the objective orientation of the information construction of cadre personnel file management. The realization way of information construction is explored.
