【摘要】:進(jìn)入新世紀(jì)以后,世界經(jīng)濟(jì)一體化進(jìn)程不斷加快,我國(guó)面臨日益激烈的國(guó)際和國(guó)內(nèi)競(jìng)爭(zhēng)的巨大挑戰(zhàn),在現(xiàn)今的發(fā)展中,競(jìng)爭(zhēng)優(yōu)勢(shì)的突出主要體現(xiàn)在有優(yōu)秀的人才隊(duì)伍。面對(duì)經(jīng)濟(jì)社會(huì)的快速發(fā)展,為新時(shí)期政府職能的轉(zhuǎn)變提出了更高的要求,現(xiàn)階段面對(duì)全面建成小康社會(huì)的和中國(guó)夢(mèng)的全面實(shí)現(xiàn),決定了政府公共政策的制定、公共產(chǎn)品的提供以及公共產(chǎn)品的創(chuàng)新都必須適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制轉(zhuǎn)變的需要。這一系列行為模式的轉(zhuǎn)變,要求公務(wù)員隊(duì)伍必須具備相應(yīng)的素質(zhì)和管理服務(wù)能力,使公共管理和服務(wù)的科學(xué)化水平不斷提升,所有這些都需要建設(shè)素質(zhì)高、專業(yè)能力強(qiáng)、管理效率高、服務(wù)質(zhì)量好的公務(wù)員隊(duì)伍。借鑒國(guó)外人力資源管理的先進(jìn)經(jīng)驗(yàn)和管理模式,把職業(yè)生涯管理模式引入我國(guó)政府公務(wù)員隊(duì)伍發(fā)展建設(shè)之中,既可以科學(xué)的規(guī)劃公務(wù)員的職業(yè)生涯,又可以對(duì)公務(wù)員實(shí)施有效的激勵(lì),為公務(wù)員提供有效的發(fā)展平臺(tái)和環(huán)境,,從而提高政府行政管理的績(jī)效。 本論文以職業(yè)生涯管理理論作為導(dǎo)向,采取較為科學(xué)的研究方法,對(duì)吉林省信訪局公務(wù)員職業(yè)生涯管理的實(shí)際情做了較為詳細(xì)的調(diào)研,闡述了吉林省信訪局公務(wù)員職業(yè)生涯管理中的現(xiàn)實(shí)問題,認(rèn)真分析了產(chǎn)生這些現(xiàn)實(shí)問題的主要原因,提出了有效解決吉林省公務(wù)員職業(yè)生涯管理問題的對(duì)策。論文主要分四個(gè)章節(jié):首先是緒論部分,闡述闡述了研究背景與研究意義、國(guó)內(nèi)外研究現(xiàn)狀、研究?jī)?nèi)容和研究方法、論文的擬創(chuàng)新之處;第二個(gè)部分是對(duì)職業(yè)生涯管理概述,主要解釋了職業(yè)生涯管理的內(nèi)涵、職業(yè)選擇理論、職業(yè)發(fā)展階段理論、職業(yè)錨理論;第三個(gè)部分是吉林省信訪局公務(wù)員職業(yè)生涯管理現(xiàn)狀分析。主要分析了吉林省信訪局公務(wù)員隊(duì)伍結(jié)構(gòu)、吉林省信訪局公務(wù)員職業(yè)生涯管理的現(xiàn)狀、吉林省信訪局公務(wù)員職業(yè)生涯管理存在的問題、吉林省信訪局公務(wù)員職業(yè)生涯管理存在問題的原因分析;最后一個(gè)部分是吉林省信訪局公務(wù)員職業(yè)生涯管理的對(duì)策建議。從以下提出了吉林省信訪局組織方面的管理對(duì)策以及吉林省信訪局公務(wù)員自我職業(yè)生涯管理對(duì)策。
[Abstract]:After entering the new century, the process of world economic integration has been speeding up, and our country is faced with the enormous challenge of increasingly fierce international and domestic competition. In the face of the rapid development of the economy and society, higher requirements have been put forward for the transformation of government functions in the new period. At the present stage, we are faced with the comprehensive realization of building a well-off society in an all-round way and Chinese Dream in an all-round way. It determines the formulation of government public policy, the provision of public goods and the innovation of public goods must meet the needs of the transformation of the socialist market economy system. The civil servants must have the corresponding quality and the ability of management and service, so that the scientific level of public management and service can be continuously improved. All of these require the construction of high quality, strong professional ability and high management efficiency. Drawing lessons from the advanced experience and management mode of foreign human resources management, introducing the career management model into the development and construction of our government civil servants, we can scientifically plan the career of civil servants. It can also provide an effective platform and environment for civil servants to improve the performance of government administration. This paper takes the career management theory as the guidance, adopts the more scientific research method, has made the more detailed investigation on the actual situation of the civil servants' career management of Jilin Provincial Bureau of Letters and visits. This paper expounds the practical problems in the career management of civil servants in Jilin Provincial Bureau of Letters and visits, and analyzes the main reasons for these problems. The paper is divided into four chapters: the first part is the introduction, expounding the research background and significance, the current research situation at home and abroad, the research content and the research method. The second part is an overview of career management, which mainly explains the connotation of career management, career choice theory, career development stage theory, career anchor theory; The third part is the analysis of the present situation of the civil servants' career management in Jilin Provincial Bureau of Letters and visitors. The problems existing in the career management of the civil servants in Jilin Provincial Bureau of Letters and visitors, and the causes of the problems in the management of the civil servants' career in the Bureau of Letters and visitors of Jilin Province; The last part is the countermeasures and suggestions on the career management of the civil servants of Jilin Provincial Bureau of Letters and visitations, and puts forward the management countermeasures of Jilin Provincial Bureau of Letters and visitors in the following aspects as well as the countermeasures of Jilin Provincial Bureau of Letters and visitors on the management of civil servants' self-professional career.
