【摘要】：社會管理創(chuàng)新既是國家一個事關(guān)全局的重大決策,也是一個重要的公共管理研究課題。因此,對社會管理創(chuàng)新問題進(jìn)行研究,具有重要的理論和實(shí)踐意義。 近年來,廣州市在創(chuàng)新社會管理、加強(qiáng)社會建設(shè)工作上進(jìn)行了大膽探索,取得了明顯成效,但仍然存在思想觀念滯后、管理體制機(jī)制不健全等問題。重經(jīng)濟(jì)建設(shè)、輕社會建設(shè),重管理、輕服務(wù),重戶籍人口、輕流動人員管理,政府包辦社會管理事務(wù)等傳統(tǒng)思維沒有根本轉(zhuǎn)變；社會管理體制機(jī)制與經(jīng)濟(jì)社會快速發(fā)展、城市人口結(jié)構(gòu)重大變化和利益主體多元化、公民權(quán)利意識顯著增強(qiáng)等不相適應(yīng)。 通過梳理總結(jié)、比較分析國內(nèi)外社會管理理論和實(shí)踐,并以此為參照和啟示,論文明確提出了廣州市創(chuàng)新社會管理的總體目標(biāo)及實(shí)現(xiàn)途徑,并主要從調(diào)整充實(shí)社會管理力量和資源,厘清社區(qū)居委會工作職責(zé)、強(qiáng)化社區(qū)自治,完善社會組織培育扶持和管理體系,健全流動人員管理機(jī)制,落實(shí)社會管理部門責(zé)任制等方面提出了具體的實(shí)施建議。
[Abstract]:The innovation of social management is not only an important decision of the whole country, but also an important research subject of public administration. Therefore, it is of great theoretical and practical significance to study the innovation of social management. In recent years, Guangzhou has carried on the bold exploration in the innovation society management, strengthens the social construction work, has obtained the obvious result, but still has the thought idea lag behind. There is no fundamental change in the traditional thinking of attaching importance to economic construction, social construction, management, service, household registration, floating personnel management and the government's undertaking of social management affairs. The social management system and mechanism are incompatible with the rapid economic and social development, the major changes in the urban population structure, the diversification of the main bodies of interest, and the remarkable enhancement of the awareness of civil rights. Through combing and summarizing, comparing and analyzing the theory and practice of social management at home and abroad, and taking this as the reference and inspiration, the paper clearly puts forward the overall goal and the way to realize the innovative social management in Guangzhou. And mainly from the adjustment and enrichment of social management forces and resources, clarify the work responsibilities of community neighborhood committees, strengthen community autonomy, improve social organizations to foster support and management system, improve the management mechanism of mobile personnel. The implementation of the social management department responsibility system and other aspects of specific implementation recommendations.
