【摘要】：隨著近年來(lái)國(guó)家對(duì)地質(zhì)調(diào)查項(xiàng)目投入的不斷加大,項(xiàng)目承擔(dān)單位范圍不斷擴(kuò)大,如何保障地質(zhì)調(diào)查項(xiàng)目業(yè)務(wù)活動(dòng)有序?qū)嵤?強(qiáng)化對(duì)項(xiàng)目過(guò)程的管理監(jiān)督,已成為中國(guó)地質(zhì)調(diào)查局業(yè)務(wù)管理工作的重點(diǎn)。目前我國(guó)對(duì)地質(zhì)調(diào)查項(xiàng)目績(jī)效考評(píng)體系的研究較少,至今還未形成比較完善、系統(tǒng)的考評(píng)體系。本文試圖探索出一套適合我國(guó)地質(zhì)調(diào)查項(xiàng)目績(jī)效考評(píng)的基本思路和技術(shù)方法,以促進(jìn)在我國(guó)盡快建立完善的地質(zhì)調(diào)查項(xiàng)目績(jī)效考評(píng)體系。 ‘本研究旨在探索一套基本思路和技術(shù)方法,以適應(yīng)我國(guó)地質(zhì)調(diào)查項(xiàng)目的績(jī)效考核,以使我國(guó)迅速建立完善的地質(zhì)調(diào)查項(xiàng)目績(jī)效考評(píng)體系。本文主要以公共財(cái)政理論、受托經(jīng)濟(jì)責(zé)任理論以及公共預(yù)算理論和新公共管理理論為理論基礎(chǔ),并且深刻剖析了西方一些發(fā)達(dá)國(guó)家的地質(zhì)調(diào)查項(xiàng)目績(jī)效考核發(fā)展實(shí)踐以及研究現(xiàn)狀,與我國(guó)目前地質(zhì)調(diào)查項(xiàng)目績(jī)效績(jī)效考評(píng)情況相比較,提出一些目前并以此為研究的主題,將Values-Goals-Objectives-Criteria and Standards的指標(biāo)設(shè)計(jì)方法創(chuàng)造性的應(yīng)用于地質(zhì)存在的問(wèn)題,調(diào)查項(xiàng)目績(jī)效考評(píng),并運(yùn)用層次分析法以及德?tīng)柗品ù_定了指標(biāo)權(quán)重,最后應(yīng)用了綜合積分模型計(jì)算出績(jī)效考評(píng)結(jié)果。本文對(duì)西方發(fā)達(dá)國(guó)家績(jī)效考評(píng)的一些有效經(jīng)驗(yàn)進(jìn)行了借鑒,并對(duì)地質(zhì)調(diào)查項(xiàng)目較小考評(píng)內(nèi)容體系進(jìn)行了重點(diǎn)研究,總結(jié)出了資金管理考評(píng)項(xiàng)目實(shí)施與管理效果考評(píng)、項(xiàng)目環(huán)境影響考評(píng)以及社會(huì)經(jīng)濟(jì)效益考評(píng)等四個(gè)考評(píng)領(lǐng)域。 為進(jìn)一步完善地質(zhì)調(diào)查項(xiàng)目績(jī)效考評(píng)體系,本文提出建立健全以財(cái)政預(yù)算支出績(jī)效評(píng)價(jià)法律法規(guī)以及績(jī)效管理基本制度為主要內(nèi)容的地質(zhì)調(diào)查項(xiàng)目財(cái)政預(yù)算支出績(jī)效評(píng)價(jià)的制度保障體系,構(gòu)建職責(zé)明確、管理有效、運(yùn)轉(zhuǎn)有序、分配合理的多元化財(cái)政預(yù)算支出績(jī)效評(píng)價(jià)管理責(zé)任機(jī)制,將財(cái)政預(yù)算支出績(jī)效評(píng)價(jià)工作切實(shí)的融入到部門預(yù)算管理當(dāng)中,制定操作性強(qiáng)的、具體的財(cái)政預(yù)算項(xiàng)目支出管理辦法,加強(qiáng)財(cái)政預(yù)算支出績(jī)效評(píng)價(jià)結(jié)果的運(yùn)用。并提出做好數(shù)據(jù)信息的分類管理,建立科學(xué)、合理、全面的地質(zhì)調(diào)查項(xiàng)目財(cái)政預(yù)算支出績(jī)效評(píng)價(jià)管理數(shù)據(jù)庫(kù)。
[Abstract]:With the increasing investment in geological survey projects in recent years and the expansion of the scope of the project undertaking units, how to ensure the orderly implementation of geological survey project business activities, and strengthen the management and supervision of the project process. China Geological Survey has become the focus of business management work. At present, there are few studies on the performance evaluation system of geological survey projects in China, which has not yet been formed relatively perfect. This paper attempts to explore a set of basic ideas and technical methods suitable for the performance evaluation of geological survey projects in China in order to promote the establishment of a perfect performance evaluation system for geological survey projects in China as soon as possible. The purpose of this study is to explore a set of basic ideas and technical methods in order to adapt to the performance evaluation of geological survey projects in China. In order to make our country quickly establish a perfect evaluation system of geological survey project performance, this paper mainly based on the theory of public finance, the theory of entrusted economic responsibility, the theory of public budget and the theory of new public management. And deeply analyzed the development practice and research status of geological survey project performance evaluation in some developed countries in the West, and compared with the current geological survey project performance evaluation situation in China. Some current and research topics are proposed. The index design method of Values-Goals-Objectives-Criteria and Standards is creatively applied to the problems existing in geology. Investigate the project performance evaluation, and use the analytic hierarchy process and Delphi method to determine the index weight. Finally, the results of the performance appraisal are calculated by using the integrated integral model. This paper draws lessons from some effective experiences of the performance appraisal in the western developed countries. And the geological survey project small appraisal content system has carried on the key research, has summarized the fund management appraisal project implementation and the management effect appraisal. Environmental impact assessment and social and economic evaluation of the four assessment areas. In order to further improve the geological survey project performance evaluation system. This paper puts forward to establish and improve the system guarantee system of financial budget expenditure performance evaluation of geological survey projects, with the basic system of performance management and the laws and regulations of financial budget expenditure evaluation as the main content, and build a clear responsibility. Effective management, orderly operation, the allocation of a reasonable diversity of financial budget expenditure performance evaluation management responsibility mechanism, the budget expenditure performance evaluation work into the department budget management. To formulate operable, specific budget item expenditure management methods, strengthen the use of financial budget expenditure performance evaluation results, and put forward to do a good job in the classification of data information management, to establish a scientific and reasonable.
