【摘要】：隨著我國城市化的加速，城市規(guī)模逐步擴(kuò)大，農(nóng)村土地逐漸減少，在這種情況下我國的農(nóng)村耕地資源數(shù)量減少的勢頭也有增無減。近年來，耕地減少的速度加劇，我國也逐漸意識(shí)到耕地保護(hù)的重要性。因此，我國從立法，政策等方面加強(qiáng)了耕地保護(hù)的力度，許多專家學(xué)者也針對耕地保護(hù)這一問題進(jìn)行研究，試圖找到最行之有效耕地保護(hù)的方法，希望通過研究找到方法給政府決策作參考，這也是政府實(shí)行公共管理，研究政府行為的耕地保護(hù)行為具有重大的意義。本文以農(nóng)戶參與耕地保護(hù)的角度對農(nóng)民在耕地保護(hù)政策中的地位與耕地保護(hù)利益分享的地位進(jìn)行分析，并提出制定相關(guān)的政策使得農(nóng)戶真正成為耕地保護(hù)的主人。在耕地保護(hù)中，只有農(nóng)戶的主體地位提高了，使農(nóng)戶擁有耕地的更多利益，農(nóng)戶才會(huì)更加自覺的對耕地進(jìn)行保護(hù)。所以，研究耕地保護(hù)中農(nóng)民的主體地位，是探索耕地保護(hù)制度創(chuàng)新，建設(shè)社會(huì)主義新農(nóng)村構(gòu)建和諧社會(huì)主義的現(xiàn)實(shí)意義。 本文共分為四個(gè)部分，第一部分主要闡述對農(nóng)民主體缺位研究對耕地保護(hù)的的目的和意義，并且說明了全文的研究內(nèi)容和研究思路和方法。第二部分主要針對國內(nèi)外耕地保護(hù)的現(xiàn)狀進(jìn)行了介紹，并進(jìn)行了分類綜述。并對我國農(nóng)地保護(hù)的主體行為及在保護(hù)中農(nóng)戶的地位進(jìn)行了簡要分析。第三部分和第四部分是本研究的重點(diǎn)內(nèi)容。在第三部分根據(jù)實(shí)際調(diào)查的數(shù)據(jù)，對農(nóng)戶耕地保護(hù)的多個(gè)方面進(jìn)行數(shù)據(jù)分析，根據(jù)數(shù)據(jù)分析得出結(jié)論，農(nóng)戶在耕地保護(hù)中沒有完全的耕地產(chǎn)權(quán)，農(nóng)民耕地保護(hù)中的收益權(quán)缺失，農(nóng)民參與耕地保護(hù)權(quán)缺失，導(dǎo)致彭州市耕地保護(hù)中農(nóng)民主體缺位。第四部分根據(jù)以上一些列研究的基礎(chǔ)上提出完善耕地保護(hù)策略，，針對提高農(nóng)民在耕地保護(hù)中的主體地位提出的對策建議。本章針對我國耕地保護(hù)過程中所處的弱勢地位，提出一系列的對策建議，為我國完善耕地保護(hù)政策起到一定的參考作用。

To truly become farmers to protect cultivated land owner. This paper is divided into four parts, the first part mainly expounds the Farmer Subject Vacancy research purpose and significance of the protection of arable land, and explains the research content and research ideas and methods. The second part mainly introduces the domestic and international status of cultivated land protection, and classified and summarized. In China's farmland the main behavior and status of farmers in the protection are briefly analyzed. The third part and the fourth part is the focus of the study. In the third part, according to the actual survey data, analyzing in many aspects of the farmers land protection data according to the data analysis conclusion, farmers land property rights in land not completely the protection of cultivated land protection, farmers income in the farmers lack the right to participate in the protection of cultivated land rights, leading farmers cultivated land protection in Pengzhou city. The fourth part according to the absence of a Based on the proposed set of perfect farmland protection strategies, suggestions and Countermeasures to improve farmers' subject status in the protection of arable land are put forward. This chapter aiming at the process of China's cultivated land protection in a weak position, put forward a series of policy suggestions, for our country to improve the reference to some arable land protection policy.
