【摘要】：公共服務改革最早發(fā)起于20世紀70年代末的英國,這一改革針對政府職能轉變,重構政府、社會與市場三者關系,同時將如何處理公平與效率的關系為主要研究內容。我國在改革開放之后,市場經(jīng)濟體制改革取得了巨大成就,但政府職能轉變、治理制度變遷相對滯后。在當前經(jīng)濟、信息全球化逐步加深與互聯(lián)網(wǎng)科技飛速發(fā)展的新形勢下,我國在公共服務改革伴隨著服務型政府職能轉變,如何應對當前形勢把握發(fā)展機遇,順利實現(xiàn)政府職能的轉變和公共服務改革,是我國政府需要面對的問題。 2013年以打車軟件為代表的諸多便民服務類APP軟件迅速竄紅,其業(yè)務涵蓋公共交通、公共醫(yī)療、社會教育服務等,多業(yè)務領域的服務類軟件使得公共服務質量與公民生活便利度得到大幅提升。在便民服務類APP軟件廣泛進入人們生活的同時,其對公共服務的影響也逐漸顯露出來。本文以狹義的公共服務為主要研究領域,以時下熱議的互聯(lián)網(wǎng)服務類軟件、移動互聯(lián)網(wǎng)服務類軟件為案例,以對民眾生活產(chǎn)生影響的公共服務類APP軟件為切入點。分析研究公共服務類軟件對政府實現(xiàn)職能轉型的啟發(fā)和對公共服務改革影響及其對策,并對政府如何引導服務類APP軟件發(fā)展與在公共服務領域進行服務類APP軟件進行直接應用提出建議。 本研究依據(jù)新公共管理理論與新公共服務理論,采用案例分析法、文獻分析法、博弈論矩陣等方法,通過對服務類APP軟件進行在公共服務改革中進行職能定位,探討如何通過服務類APP軟件進行新公共服務理論和新公共管理理論在公共服務改革中進行應用。并且分析在公共服務領域中,服務類APP軟件發(fā)展所涉及的公共服務主體之間的決策與選擇。同時探索在新形勢下我國政府在公共服務改革中所處的位置、肩負的責任、應做出的調整、采取的做法。 本文通過分析研究得出,作為可以推進公共服務改革的一項技術與載體,服務類APP軟件可以在公共服務改革方面作為支點,政府可以通過引導、發(fā)展、直接應用服務類APP軟件來推動公共服務改革。在此過程中服務類APP軟件可以起到如下作用。第一,通過服務類APP軟件進行公共服務的市場化。第二,通過服務類APP軟件帶來的市場機制完善我國公共服務改革過程中的體制改革。第三,通過政府APP的開發(fā)與開放、非政府組織與政府合作在公共服務領域發(fā)展服務類APP軟件來進行服務型政府的轉型。第四,利用服務類APP軟件本身的技術特性提升公共服務領域的透明度、公正性、公平性。第五,服務類APP軟件作為一項技術手段,可以在公共服務改革中作為提升公共服務供給與消費效率、質量的一種新的途徑。 本文的創(chuàng)新之處在于,將服務類APP軟件作為政府進行公共服務改革的載體與平臺。建議政府通過對服務類APP軟件的發(fā)展引導與直接應用來推動服務型政府的建設與轉型。并且提出將服務類APP軟件作為政府進行新公共管理理論與新公共服務理論進行結合嘗試的實踐載體。 本文的不足之處在于,有礙于服務類APP軟件發(fā)展時間較短,可選取的資料相對較少：關于服務類APP軟件在公共服務改革領域的相關研究較少,可借鑒的依據(jù)不足；本人的學術水平有限等原因。導致本文的論述存在局限性與理論根據(jù)不完備等問題。希望本文的研究對服務類APP軟件在公共服務領域的研究發(fā)展起到一點微薄作用。
[Abstract]:The reform of the market economy has made great achievements after the reform and opening up , but the transformation of government function and the change of governance system are lagging behind . In the new situation , the reform of the public service is accompanied by the transformation of service - oriented government function , how to grasp the development opportunity in the current situation , the transformation of government function smoothly and the reform of public service are the problems that our government needs to face . This paper analyzes the influence of public service software on the transformation of public service and its countermeasures , and puts forward some suggestions on how to guide the development of service - based APP software and the application of service - based APP software in public service . Based on the theory of new public administration and the theory of new public service , this paper discusses how to apply new public service theory and new public management theory in public service reform by using case analysis method , literature analysis method and game theory matrix . Based on the analysis and research , as a technology and carrier that can advance public service reform , the service - based APP software can serve as a fulcrum in public service reform . The service - based APP software can play the role of guiding , developing and directly applying the service - based APP software . In the third part , through the development and opening of the government APP , the non - governmental organization and the government cooperate to develop the service - based APP software in the public service area . The fifth , the service - based APP software is a technical means , which can be used as a new way to improve the supply and consumption efficiency and quality of public service in public service reform . The innovation of this paper is that the service - based APP software is used as the carrier and platform for public service reform in the government . It is suggested that the government promote the construction and transformation of service - oriented government through the development guidance and direct application of service - based APP software . The deficiency of this paper is that the development time of the service - based APP software is relatively short , and the available information is relatively few : the relevant research on the service - based APP software in the field of public service reform is few , the basis of which can be used for reference is insufficient , and my academic level is limited . It is hoped that the research in this paper will play a little role in the research and development of service - based APP software in the public service field .
